The flawed\u00a0<a href=\"http:\/\/www.halifax.ca\/council\/agendasc\/documents\/140729ca1121ii.pdf\" target=\"_blank\">Long Term Arena Strategy (LTAS)<\/a>\u00a0recommended consolidation of neighbourhood rink facilities into 3-pad or 4-pad mega-arenas, one for each of peninsular Halifax and Dartmouth.<\/p>\n<p><!--more--><\/p>\n<p>For the peninsular mega-arena, the strategy is to shutter Devonshire, the Halifax Forum, Civic and Shannon Park Arenas and consolidate those rinks. (I am not entirely certain why Shannon Park Arena \u2013 a DND owned and operated arena in Dartmouth \u2013 is part of the mix. Is it being shut down? Any clarifications would be helpful.) There are two options being discussed for Halifax: 1) transforming\u00a0the Halifax Forum site into a three-pad with community multi-use space intact (<a href=\"http:\/\/www.halifaxforum.ca\/images\/saveforum\/Public%20Package%20to%20HRM%202014-06-19.pdf\" target=\"_blank\">proposal here)<\/a>, 2)\u00a0razing the Forum and building\u00a0a four-pad with Canadian Forces Base Halifax, with one pad is for exclusive use of DND, in Windsor Park (<a href=\"http:\/\/www.halifax.ca\/council\/agendasc\/documents\/140729ca1121iii.pdf\" target=\"_blank\">towards end of staff report<\/a>.)<\/p>\n<p>The Dartmouth mega-arena\u00a0consolidation would include Bowles and Gray Arenas in Dartmouth, Lebrun Arena in Bedford, and possibly Centennial Arena in Fairview. <a href=\"http:\/\/spacing.ca\/atlantic\/2014\/07\/28\/new-arena-dartmouth\/\" target=\"_blank\">Note: Spacing\u2019s Sam Austin looks at the folly of the Dartmouth proposal and site recommendation here.<\/a><\/p>\n<p>The <a href=\"mailto:http:\/\/www.halifax.ca\/council\/agendasc\/documents\/140729ca1121ii.pdf#http:\/\/www.halifax.ca\/council\/agendasc\/documents\/140729ca1121ii.pdf\">staff presentation<\/a>\u00a0says the rink consolidations would offer\u00a0\u201cmore than just replacement of aging arenas\u2026they can be transformative and community building.\u201d<\/p>\n<p>Perhaps that&#8217;s\u00a0why Dartmouth\u2019s mega-arena is being proposed for Commodore Drive where the nearby residential population is, you guessed it, zero.<\/p>\n<p>There are many details to go over, but\u00a0removing neighbourhood recreational facilities from Dartmouth&#8217;s core does not seem in line with our regional and neighbourhood planning goals. While driving to other arenas rather than to\u00a0Fairview or Woodside may not change the driving aspect, facilities built and maintained outside of city cores\u00a0download\u00a0extra costs on to users. Removing these facilities would also change auxiliary usage, walk-up culture, and alter our\u00a0active transportation and transit connectedness goals dramatically.<\/p>\n<p>Then there&#8217;s the financial comparison.\u00a0the Dartmouth mega-arena is costed at around $40 million, against recapitalization costs for Bowles, Gray, LeBrun, and Centennial estimated at $9.5 million (inclusive) over\u00a025 years. There\u00a0is no mention in the staff report of any further potential for revenue-generating community programs,\u00a0building additions, or energy efficiencies that would also allow those\u00a0arenas to diversify their revenue streams through lean ice rental\u00a0times.<\/p>\n<p>Sure, amalgamating four rinks in\u00a0four\u00a0buildings into\u00a0four\u00a0rinks in\u00a0one\u00a0building\u00a0would make sense , if they were side by side. But of those\u00a0four\u00a0rinks, one of them is in Bedford, one is in North Dartmouth, one\u00a0is in Woodside, and one is in Fairview.<\/p>\n<p>Operationally, Old\u00a0HRM\u00a0might see those four rinks as four budget lines coming together. But New Halifax should see in this plan four distinct communities with different socio-economic conditions and needs losing recreational facilities.<\/p>\n<p>&nbsp;<\/p>\n<h1><span style=\"text-decoration: underline\"><strong>Fairview\u2019s loss to Dartmouth?<\/strong><\/span><\/h1>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-15407\" src=\"http:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/2014\/07\/centennial-600x368.jpg\" alt=\"centennial\" width=\"600\" height=\"368\" srcset=\"https:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/2014\/07\/centennial-600x368.jpg 600w, https:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/2014\/07\/centennial-300x184.jpg 300w, https:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/2014\/07\/centennial.jpg 846w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/p>\n<p>Initially, according to the <a href=\"\/\/www.halifax.ca\/council\/agendasc\/documents\/120814cow4ii.pdf\">Long Term Arena Strategy 10 Year Action Plan<\/a>, Fairview\u2019s Centennial Arena was recommended to only be \u201cre-evaluated for consolidation after the Dartmouth consolidation is complete.\u201d<\/p>\n<p>Well, that wasn\u2019t the case.<\/p>\n<p>Something changed in the last 23 months, and Centennial\u00a0now has its fate lumped in\u00a0with the decision\u00a0on\u00a0the Dartmouth mega-arena and\u00a0the closure of Lebrun in Bedford, Bowles and Gray Memorial Arenas in Dartmouth. There is an option for its recapitalization if Council decides that the Dartmouth mega-arena is to be a three-pad, but a four-pad mega-arena would see Centennial shut down over the next few years.<\/p>\n<p>While the staff report keeps mentioning the age of the building (as it does with all the old rinks) it also mentions the structure is in good shape. It\u2019s been an important part of the community, and ever more important in a neighbourhood that is severely lacking in HRM recreational facilities or much HRM investment in recent memory.<\/p>\n<p>I wonder if there is a unique opportunity here.<\/p>\n<p>Imagine if we looked at transitioning Centennial Arena\u00a0into\u00a0a multi-district facility\u00a0<b>&#8212;<\/b>\u00a0\u201cidentified as important service delivery hubs in the region (CFMP 2008)\u00a0that\u00a0provide various sport, recreation, and community gathering multi-use alternatives for citizens.\u201d<\/p>\n<p>Are there synergies here? Can auxiliary\u00a0programming, government cost sharing, and renovations and additions\u00a0enable Centennial to become a hub of the community? Fairview is long overdue for its fair share of community resources and facilities.<\/p>\n<p>&nbsp;<\/p>\n<h1><span style=\"text-decoration: underline\"><strong>And about the Halifax consolidation?<\/strong><\/span><\/h1>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-15406\" src=\"http:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/2014\/07\/forum-600x352.png\" alt=\"forum\" width=\"600\" height=\"352\" srcset=\"https:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/2014\/07\/forum-600x352.png 600w, https:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/2014\/07\/forum-300x176.png 300w, https:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/2014\/07\/forum.png 900w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/p>\n<p>The\u00a0<a href=\"\/\/www.halifax.ca\/facilities\/CFMP\/documents\/AppendixC-JDAArchitectsConceptDesignandSiteAnalysisreLTASPro....pdf\">LTAS Consultant Report<\/a>\u00a0recommended the Halifax Forum site as the preferred Halifax mega-arena location stating, \u201cbenefit from the urban character and excellent access for multiple transportation modes: walking, cycling, public transportation and vehicles.\u201d<\/p>\n<p>But HRM Staff recommended the DND proposal instead. Devonshire is in terrible condition and while the building may go, the land will be kept for future recreational uses. The Forum plan (renovating to a 3-pad) makes the most sense to me as it ensures the ice, community, and multi-use space remain available and accessible.<\/p>\n<p>Removing community facilities is no small matter. In an era where more and more are seeking to live within the urban core and thrive within their chosen neighbourhoods, mixed-use development ensuring those neighbourhoods are strong and \u201ccomplete\u201d is the key to our regional planning goals. Let\u2019s keep talking about optimizing land use, encouraging reuse of sites and infill that decreases impact of greenfield development, and prioritizing multi-modal forms of transportation.<\/p>\n<p>In my view, any public arena or facility consolidation effort should have been discussed with those neighbourhoods and communities affected on their short and long-term vision of them. These facilities will be\u00a0with us for decades. If we want sustainable, multi-modal, strong neighbourhoods, and complete communities, let every decision we make ensure it.<\/p>\n<p>Save the Forum. Save the Centennial.
