During the weekday, permit holders park their cars in the sunken pit.\u00a0 In its off-hours, it has hosted a multitude of unsanctioned activities. On the weekend,\u00a0<a href=\"http:\/\/www.thecoast.ca\/halifax\/art-meets-hockey\/Content?oid=993606\">a regular crowd plays street hocke<\/a><a href=\"http:\/\/www.thecoast.ca\/halifax\/art-meets-hockey\/Content?oid=993606\">y<\/a>, and at night, car enthusiasts gather there to compare engines. The green space that surrounds the parking lot serves as an unofficial park; a place for people to hang out and for the homeless to sleep. It has been the backdrop for countless music videos and photo shoots, and a battling ground for freestylers. The most evident feature of this unique pseudo-public space is the wall that encapsulates the parking lot that operates as a <a href=\"http:\/\/celebratecanada.wordpress.com\/2009\/03\/28\/day-175-of-a-365-day-portrait-of-canada-still-discovering-halifax\/\">dynamic open-air gallery for graffiti artists<\/a>.<\/p>\n<p style=\"text-align: center;\">\n<figure style=\"width: 614px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" title=\"The Pit\" src=\"http:\/\/farm3.static.flickr.com\/2517\/4136839118_b0be5179b1_b.jpg\" alt=\"The Pit: parking lot and former legal wall. NSP offices under construction in the background.<\/figcaption><\/figure>\n<p>Up until very recently, the pit was considered a legal wall (or &#8216;free wall&#8217;) \u2014 the only place in the city where graffiti artists could freely practice their skills without fearing arrest. Since September, this freedom has been revoked. Without any formal communication to the artist community or surrounding neighbours, police began to crack down on graffiti activity in the pit, telling artists they were unwelcome and that what they were doing was illegal.<\/p>\n<p>What gives?\u00a0 What changed?<\/p>\n<p><!--more--><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-1889\" title=\"bird\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/8\/bird-600x400.jpg\" alt=\"bird\" width=\"600\" height=\"400\" srcset=\"https:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/bird-600x400.jpg 600w, https:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/bird-300x200.jpg 300w, https:\/\/spacing.ca\/atlantic\/wp-content\/uploads\/sites\/8\/bird.jpg 1024w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/p>\n<p>Well&#8230; lots.\u00a0<a href=\"https:\/\/spacing.ca\/atlantic\/2009\/11\/16\/hollis-morris\/\">The Victoria Apartments<\/a>, a well-known building that has housed artists and musicians for decades on the corner of Hollis and Morris streets is on the verge of demolition, and the city will soon see a 10 storey condo in its place. Nova Scotia Power \u2014 the owner of the pit \u2014<span style=\"color: #ff0000;\"> <\/span>is currently in the process of converting <a href=\"http:\/\/www.nspower.ca\/en\/home\/community\/lowerwaterstreetrelocation\/history.aspx\">the former Electropolis<\/a> into a modern facility that will house their corporate offices right across the street.\u00a0 CanPark Services Ltd. has been managing the parking lot for years, but as of December 19th 2009, NSP is taking it back.<\/p>\n<p style=\"text-align: center;\">\n<figure style=\"width: 614px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" title=\"memo\" src=\"http:\/\/farm3.static.flickr.com\/2566\/4136838556_344f248b35_b.jpg\" alt=\"Closing?\" width=\"614\" height=\"410\" \/><figcaption class=\"wp-caption-text\">Closing?<\/figcaption><\/figure>\n<p>According to David Rodenhiser, spokesperson for NSP, the pit will be filled in to a level grade with Lower Water Street. The materials used to fill in the pit will be &#8220;recycled materials and concrete masonry from the demolition of the Lower Water project.&#8221; There has been no decision made about what the leveled-off lot will eventually be used for, but reconverting its usage for parking still remains a possibility.<\/p>\n<p>Nova Scotia Power attributes their decision to level off the lot to their <a href=\"http:\/\/www.thecoast.ca\/halifax\/blood-coal\/Content?oid=996001\">commitment to being good neighbours<\/a>.\u00a0 According to Rodenhiser, there has been a growing number of noise complaints about the car enthusiasts who gather in the pit at night, and an alarming rate of drinking and drug use that has gotten out of hand. Noticeably, graffiti is <em>not<\/em> one of the activities cited as a reason NSP has decided to level off the pit.<\/p>\n<figure style=\"width: 608px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" title=\"folks in the pit\" src=\"http:\/\/farm3.static.flickr.com\/2740\/4169669238_631d59312c_o.jpg\" alt=\"\" width=\"608\" height=\"378\" \/><figcaption class=\"wp-caption-text\">A gathering in the pit after Critical Mass, August 2009.<\/figcaption><\/figure>\n<p>Two weeks ago, city countil accepted the <a href=\"http:\/\/www.halifax.ca\/Corporate\/Graffiti\/GraffitiManagementPlan.html\">Graffiti Management Plan<\/a>, a thorough report about HRM&#8217;s current policies and approaches regarding graffiti, as presented by the <a href=\"http:\/\/142.176.33.196\/boardscom\/GraffitiTaskForceCommittee.html\">Graffiti Task Force<\/a>. On page 4 of the plan, HRM reports that &#8220;[g]raffiti leads to social decline including alcohol, drugs, litter, broken glass.&#8221; Sweeping statements like these risk nullifying the <span>legitimacy<\/span> of these reports. The correlation between the participation and\/or appreciation of graffiti culture and with other types criminal activity is often referenced in the report and frequently printed in the media<span style=\"font-family: Times New Roman; font-size: small;\">.<\/span><\/p>\n<figure style=\"width: 614px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" title=\"eva pit\" src=\"http:\/\/farm3.static.flickr.com\/2732\/4168999298_ae37fde679_b.jpg\" alt=\"\" width=\"614\" height=\"410\" \/><figcaption class=\"wp-caption-text\">Appreciation of graffiti culture has been linked to cycling without a helmet.<\/figcaption><\/figure>\n<p>Also included in the report was the emphatic notion that free walls do not work. Basing their findings on best practices learned from a trip to New York City in 2007, legal walls are now correlated with a negative spillover effect in the areas where they are located. Linda Mosher and her task force assert that graffiti &#8216;vandals&#8217; will tag their way to and from the site of legals walls, leaving the surrounding neighbour endangered. The Graffiti Management Plan cites experiences at the B.C. Silver School in Spryfield, but fails to make mention of the pit.<\/p>\n<p>If you have a chance, take a walk around the Lower Water and Morris area. Keep your eyes peeled for signs of graffiti that have &#8220;spilled over&#8221; into the neighborhood. While you many not find very many tags, you will find several graffiti-inspired murals, a stone&#8217;s throw from the pit. There&#8217;s Bearly&#8217;s on Barrington.\u00a0 <a href=\"http:\/\/maps.google.com\/maps?hl=en&amp;safe=off&amp;client=safari&amp;q=1313+hollis+halifax+map&amp;ie=UTF8&amp;hq=&amp;hnear=1313+Hollis+St,+Halifax,+Halifax+County,+Nova+Scotia,+Canada&amp;ei=g14eS62_O8OglAeR8OGQDA&amp;ved=0CA4Q8gEwAA&amp;ll=44.642521,-63.570263&amp;spn=0.008672,0.017166&amp;z=16&amp;iwloc=A&amp;layer=c&amp;cbll=44.642612,-63.570299&amp;panoid=cNse0CpWwnlBLUliZsjINg&amp;cbp=12,113.85,,1,0.24\">The jazz-inspired piece of the side of 1313 Hollis<\/a>. And another outside of O&#8217;Brien&#8217;s Hall. That&#8217;s just a walk around the block.<\/p>\n<dl style=\"width: 624px;\">\n<dt><img loading=\"lazy\" decoding=\"async\" title=\"bike pit\" src=\"http:\/\/farm3.static.flickr.com\/2541\/4168238043_a271f82693_b.jpg\" alt=\"\" width=\"614\" height=\"410\" \/><\/dt>\n<\/dl>\n<p>Council wants to designate all of HRM a zero-tolerance graffiti zone, but understands the importance of supporting other types (read: organized) of public art.\u00a0<a href=\"http:\/\/www.halifaxnewsnet.ca\/index.cfm?sid=302482&amp;sc=608\">The Community Mural Project has been a tremendous success<\/a>. Murals like these can help deter vandalism while simultaneously beautifying their surroundings. Another notable project is the painting of 31 <a href=\"http:\/\/www.flickr.com\/photos\/spacing\/4087169673\/sizes\/o\/in\/set-72157622639446829\/\">traffic control boxes<\/a> around the HRM. These are commendable projects that should continue to be supported.<\/p>\n<p>Meanwhile, a pseudo-public space in the South End of Halifax is facing an extreme makeover. \u00a0The changes will affect more than just the permit holders who park their cars there during the week. The ripple effects will be felt far beyond the collective psyche of the artist community. When the pit eventually becomes cordoned off to the public, Halifax will be left with one less space for its citizens, of various social backgrounds and classes, to overlap and intersect.<\/p>\n<p>How do Halifax&#8217;s policies on graffiti compare with those of other Canadian cities?
