The <a href=\"http:\/\/bit.ly\/3ZmKO3\">one<\/a> <a href=\"http:\/\/bit.ly\/4dfofi\">I wouldn\u2019t<\/a> <a href=\"http:\/\/bit.ly\/46POwA\">shut up<\/a> about? Well apparently it wasn\u2019t extensive or expensive enough.<\/p>\n<p>City staff <a href=\"http:\/\/bit.ly\/77F0mZ]\">asked for more money<\/a> to further study two aspects of public transit \u2013 the <a href=\"http:\/\/bit.ly\/6RsnZl\">Access-a-Bus<\/a> program and the city\u2019s <a href=\"http:\/\/bit.ly\/79LUe4\">ferry service<\/a> \u2013 at last night\u2019s regional council meeting.<\/p>\n<p>How much more money, you ask? Only about $69,100 [<a href=\"http:\/\/bit.ly\/8YvFFu\">PDF<\/a>]. Of course, that\u2019s $69,100 on top of $258,200.16 already paid out to the IBI Group, the independent consulting firm behind the Metro Transit Five-Year Strategic Operations Plan [<a href=\"http:\/\/bit.ly\/8s3dqK\">PDF<\/a>]. That\u2019s 26.76% of the value of the original contact.<\/p>\n<p>Council approved.<\/p>\n<p>The report, from the desk of Halifax\u2019s Chief Administrative Officer Dan English, states that it \u201coriginates from the need for additional projects that have arisen from work completed on the Metro Transit Five-Year Strategic Operations Plan.\u201d Or, the study determined that more study was necessary.<\/p>\n<p>Which happens. Anyway, the report goes on to recommend that council approve the request for more funding, and also asks that council authorize that same IBI Group to conduct the study.<\/p>\n<p>Which also makes sense. If the IBI Group conducted a supposedly comprehensive study of Halifax\u2019s transit system, why not use that same contractor to do more in-depth and focused study?<\/p>\n<p><!--more--><\/p>\n<p>What\u2019s weird is the timing. Perhaps I\u2019m a touch cynical after sitting through the recent council sessions where the transit plan was discussed; that wonderful circus of councilors being truly concerned about which bus routes will be affected (what about <em>my<\/em> riding?), Blumenthal yammering on about the olds (in <em>his<\/em> district), and all the other wonderful bullshit that comprises municipal affairs.<\/p>\n<p>Or perhaps it\u2019s the bad taste left in the mouth when staffers announce that the city is facing a <a href=\"http:\/\/bit.ly\/4SqYyH\">$30 million deficit next year<\/a> from one mouth, and ask for more money out of another. It hits too close to home. It\u2019s like every conversation I\u2019ve had with my father.<\/p>\n<p>Maybe it\u2019s the fact that all study and no action makes Jack a dull municipality.
