JOHN&#8217;S &#8211; <\/strong>One of our favourite discoveries during the 2009 API Conference in St. John\u2019s, Newfoundland was, of all things, their garbage. We were \u201clucky\u201d enough to be in the city for garbage day. Street after street was lined with garbage bags covered in green and blue polyester nets. We assumed that this was a quirky Newfoundland tradition that highlighted the importance of the fishing industry to St. John\u2019s economy \u2013<em> they\u2019ve got so many nets they\u2019re even using them to cover their garbage!<\/em> Ah the ignorance of a visiting tourist.<\/p>\n<p><!--more--><\/p>\n<p>It should have come as no surprise\u00a0that garbage issues are just as controversial in St. John\u2019s as they are in most other cities. In response to lobbying efforts by members of the City\u2019s Clean and Beautiful Program and following a 2006 pilot project, City Council amended the <em><a href=\"http:\/\/www.stjohns.ca\/cityservices\/garbage\/mandatorycover.jsp\" target=\"_blank\">St. John\u2019s Covering of Garbage Placed for Collection By-Law<\/a><\/em>. The amendment, which came into effect in July 2007, requires all residents of St. John\u2019s to take the necessary measures to prevent their garbage bags from being ripped open by birds (namely gulls we assume based on the thousands of them we saw flying around).<\/p>\n<p>First and foremost, residents can only place garbage outside their homes between 6:00am and 8:00am of garbage day \u2013 so no taking out the trash the night before. Secondly, residents have three choices for what to do with their bags: place their bags in watertight garbage containers; cover their garbage with blankets \u201cdeemed acceptable by the inspector\u201d; or drape nylon or polyester nets over the bags. It seems that because of the hilly terrain, most residents (at least those living in the heart of the city) opted for the nets over the containers \u2013 which could easily roll down the steep streets.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-2650  alignnone\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/8\/DSCN38611.JPG\" alt=\"Photo by Andrew Matheson\" width=\"313\" height=\"438\" \/><\/p>\n<p>The somewhat controversial bylaw amendment was met with mixed reviews by residents, many of whom vented their displeasure with <em>punny <\/em>op-eds and articles: \u201c<a href=\"http:\/\/www.cbc.ca\/canada\/newfoundland-labrador\/story\/2007\/03\/06\/nets-garbage.html\" target=\"_blank\">More net, less gross<\/a>\u201d; \u201c<a href=\"http:\/\/www.thetelegram.com\/index.cfm?sid=32398&amp;sc=87\" target=\"_blank\">Garbage bylaw for the birds<\/a>\u201d; \u201c<a href=\"http:\/\/www.gulfnews.ca\/index.cfm?sid=50146&amp;sc=345\" target=\"_blank\">New garbage bylaw really stinks<\/a>\u201d.<\/p>\n<p>While one can question the practicality of mesh nets keeping hungry gulls away from garbage, aesthetically, net-lined streets\u00a0are a comparatively charming alternative to the bulky plastic garbage bins which line the sidewalks in most other cities.<\/p>\n<p><em>photos by Andrew Matheson<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Cowritten by Giovanni Paquin ST.
