{"id":23607,"date":"2013-09-30T13:53:49","date_gmt":"2013-09-30T17:53:49","guid":{"rendered":"http:\/\/spacing.ca\/montreal\/?p=23607"},"modified":"2013-09-30T13:59:20","modified_gmt":"2013-09-30T17:59:20","slug":"angell-woods-political-fragmentation-begets-ecological-fragmentation","status":"publish","type":"post","link":"https:\/\/spacing.ca\/montreal\/2013\/09\/30\/angell-woods-political-fragmentation-begets-ecological-fragmentation\/","title":{"rendered":"Angell Woods: Political Fragmentation Begets Ecological Fragmentation."},"content":{"rendered":"<p>Angell Woods is one of the few old-growth forests and wetland areas remaining on the island of Montreal, undisputedly, an area of <a href=\"http:\/\/www.beaconsfield.ca\/en\/angell-woods.html\">significant ecological value<\/a>.\u00a0The 2011 Metropolitan development plan (PMAD) aims to increase protected areas in Greater Montreal from 9% to 17%, with a focus on conserving of forested areas and wetlands.<\/p>\n<p>Should be a simple equation, right?<\/p>\n<p>Currently, just under half of Angell Woods is owned publicly, by the City of Beaconfield, the City of Montreal, Transport Qu\u00e9bec, as well as by Ducks Unlimited Canada. The majority of the land is held by private owners, including a real estate developer (source: APAW memoir,\u00a0<a href=\"http:\/\/www.apaw.ca\/wp-content\/uploads\/2011\/09\/memoire-apba1.pdf\">PDF<\/a>) and is zoned for residential use although, since 2010, an interim control bylaw has put a hold on development\u00a0and the private lands are valued at $1 for taxation purposes.<\/p>\n<p>Covering 85 hectares, between the highway 20 and highway 40, Angell woods represents about 13% of Beaconsfield&#8217;s territory.\u00a0The town of Beaconsfield, a wealthy suburb with about 20,000 residents, says it doesn&#8217;t have the resources to buy up and protect the remaining land.<\/p>\n<p>To the rescue: the\u00a0<a href=\"http:\/\/www.ledevoir.com\/politique\/montreal\/387749\/feu-vert-controverse-a-un-projet-immobilier-dans-un-boise-de-beaconsfield\">City of Montreal<\/a> is ready to back the preservation of this site of regional ecological importance.\u00a0Montreal officials contacted the landowners this summer, who expressed interest in selling their land for the conservation project.<\/p>\n<p>But now, just a month before Beaconsfield will hold elections, the town has presented a plan to allow condo development within a 200-metre wide strip near the commuter train station. While\u00a0talks between the City and the landowners had <a href=\"http:\/\/westislandgazette.com\/news\/story\/2013\/09\/23\/montreal-never-started-negotiating-for-angell-woods-lots-owners-claim\/\">barely begun<\/a>,\u00a0the sudden decision to put development back on the table will be a game-changer in terms of negotiating with the landowners.<\/p>\n<p><em>&#8220;The solution that was at hand would have delivered a fair exit to the last remaining landowners and would have allowed Angell Woods to be saved in its entirety,&#8221; <\/em>writes\u00a0Sylvia Oljemark, a member of the <a href=\"http:\/\/www.apaw.ca\/\">Association for the Protection of Angell Woods<\/a>.<em>\u00a0&#8220;Not only did they not work actively to pursue that opportunity, it now appears that this past summer they managed to sabotage the efforts of the City of\u00a0Montreal\u00a0to save the Woods.&#8221;<\/em><\/p>\n<p>300 people attended a town hall meeting last September 24th to voice support for the conservation of Angell Woods.
