So, that is the question. Montreal finally got its preview of summer, but street food in the shape of moving carts selling stuff like kebab sandwiches or a 2$ chow mein, is likely not something that we’ll see this season. The pictures on this post were taken during my week in Taiwan last year, where I almost exclusively received nourishment through food sold on the side of a street or alley.<\/p>\n

In Toronto, street food come in the shape of hot dog stands, but also entire restaurant-trucks such as University of Toronto fixture Wokking On Wheels<\/a>.<\/p>\n

This week, La Presse<\/em> columnist (and notorious foodie) Marie-Claude Lortie wrote a piece on the Montreal street food conundrum. Here are excerpts of the article<\/a> re-published on Cyberpresse:<\/p>\n

Je pensais \u00e9crire une chronique pour demander \u00e0 la Ville de Montr\u00e9al de changer sa r\u00e9glementation sur la vente de nourriture dans la rue afin qu’on puisse nous aussi r\u00eaver d’avoir un jour acc\u00e8s \u00e0 des barbecues cor\u00e9ens roulants comme \u00e0 Los Angeles ou \u00e0 des bars \u00e0 p\u00e2tisseries mobiles, dans la rue, comme \u00e0 New York (sans parler des triporteurs \u00e0 kebab). Mais je ne suis plus du tout certaine que ce soit la bonne approche.<\/p>\n

En tentant de comprendre ce dossier, je me suis pris le pied dans un tel jeu de ping-pong entre la ville centre et les arrondissements que je peux tr\u00e8s bien comprendre tous ceux qui ont un jour r\u00eav\u00e9 de partir en affaires comme restaurateurs roulants d’avoir d\u00e9j\u00e0 recycl\u00e9 et redirig\u00e9 leurs r\u00eaves vers d’autres horizons moins opaques.<\/em><\/p><\/blockquote>\n

Voici la r\u00e9ponse que la ville centre m’a donn\u00e9e quand j’ai abord\u00e9 le sujet: Ce sont les arrondissements qui d\u00e9livrent les permis aux cantines mobiles, triporteurs de cr\u00e8mes glac\u00e9es et compagnie. Les permis sont octroy\u00e9s \u00e0 la pi\u00e8ce et dans le cadre de certains \u00e9v\u00e9nements, notamment des festivals comme Juste pour rire. Comment? \u00abIl faut leur demander, nous notre responsabilit\u00e9, c’est d’inspecter\u00bb, m’a r\u00e9pondu la chef de division de l’inspection des aliments, Christine V\u00e9zina, chez qui on m’a dirig\u00e9e lorsque j’ai appel\u00e9 au bureau du maire pour savoir \u00e0 qui m’adresser.<\/p>\n

On peut demander des ordonnances sp\u00e9ciales pour certains \u00e9v\u00e9nements, mais sinon, il n’y en a pas\u00bb, m’a expliqu\u00e9 Jacques-Alain Lavall\u00e9e, porte-parole de l’arrondissement.<\/em><\/p><\/blockquote>\n

Marie-Claude Lortie’s most “knock-out” argument was that elected members of the municipal government are also normal human beings and citizens, and might also happen to be foodies themselves. If the original reason for forbidding street food in Montreal was hygiene, so many years ago, then does this still hold true today?<\/p>\n

You could do like Singapore and have these government-rated (for cleanliness, etc) hawker stalls in what are called hawker centres<\/a>, sorts of outdoor food courts. But that would take all the fun away of simple pleasures such as “waiting in line for marrons<\/em> or a bowl of noodles”.<\/p>\n
