La  mani\u00e8re dont nous r\u00e9duirons la d\u00e9pendance \u00e0 l&#8217;automobile. L&#8217;agent  de\u00a0redynamisme\u00a0du tourisme \u00e0 Montr\u00e9al. L\u2019instrument de la cr\u00e9ation\u00a0d&#8217;une ville  plus \u00e9cologique, vivable, et durable.<\/p>\n<p>Apr\u00e8s\u00a0tous les prix,\u00a0les m\u00e9dailles, les troph\u00e9es et les distinctions, un  syst\u00e8me de v\u00e9lo en libre-service s&#8217;est lanc\u00e9 cette semaine : <a title=\"BIXI - Service de v\u00e9lo en libre-service \u00e0 Montr\u00e9al\" href=\"http:\/\/www.bixi.com\/\">BIXI<\/a>.<\/p>\n<p>Je ne vais pas bloguer sur l&#8217;avantage de ce syst\u00e8me, ni discuter le <em>sex  appeal <\/em>qu&#8217;il apporte aux transports en commun, ni le critiquer en tant qu&#8217;outil  de la gauche caviar, ni vous pr\u00e9senter d&#8217;autres moyens plus efficaces et moins  dispendieux afin de promouvoir le v\u00e9lo \u00e0 Montr\u00e9al, ni me plaindre que nous  favorisons davantage la mise en oeuvre des id\u00e9es europ\u00e9ennes\u00a0pour nos enjeux ici  au lieu de trouver des solutions \u00ab faites \u00e0 Montr\u00e9al \u00bb. Non. Aujourd&#8217;hui, nous  c\u00e9l\u00e9brerons notre r\u00e9alisation par\u00a0la seule fa\u00e7on dont on conna\u00eet : <a title=\"Plusieurs villes s'int\u00e9ressent au Bixi\" href=\"http:\/\/www.cyberpresse.ca\/environnement\/200905\/06\/01-853712-plusieurs-villes-sinteressent-au-bixi.php\">une <\/a><a title=\"Bixi, le concurrent canadien du V\u00e9lib\u2019\" href=\"http:\/\/www.europe1.fr\/Info\/Actualite-Economie-et-Societe\/Environnement\/Bixi-le-concurrent-canadien-du-Velib\/(gid)\/221477\">comparaison<\/a> avec d&#8217;autres services semblables.<\/p>\n<p><!--more--><\/p>\n<p>&#8212;&#8212;<\/p>\n<p><strong>LYON<\/strong> &#8211; <em>Oui. Paris. Paris. Paris, la plus belle ville du monde. Paris, je t&#8217;aime. Paris, France. Paris, Paris. Quand on parle de la France, il y a Paris et puis il y a le reste. L&#8217;on penserait qu&#8217;une discussion sur le v\u00e9lo-partage fran\u00e7ais engendre ipso facto une analyse du V\u00e9lib. Au contraire, mes amis. Prenons l&#8217;exemple de Lyon et son <a title=\"Grand Lyon - V\u00e9lo'v\" href=\"http:\/\/www.velov.grandlyon.com\/\">V\u00e9lo&#8217;v<\/a><\/p>\n<p>Il \u00e9tait une fois, Lyon fut la capitale de la France (Gaule). Lyon fut la capitale du v\u00e9lo-partage, il \u00e9tait une fois. Cr\u00e9\u00e9 en 2005, le V\u00e9lo&#8217;v r\u00e9gnait en tant que syst\u00e8me le plus important du monde. Il a abdiqu\u00e9 son r\u00f4le au V\u00e9lib de Paris, mais il continue \u00e0 fournir un service sans bavure dans tous ses 9 arrondissements, et m\u00eame \u00e0 la ville avoisinante, Villeurbanne. JCDecaux, un groupe industriel fran\u00e7ais sp\u00e9cialis\u00e9 dans la publicit\u00e9 urbaine, g\u00e8re les 300+ stations et l&#8217;entretien de v\u00e9los. Tr\u00e8s abordable (1 \u20ac &#8211; 10 \u20ac\/ an) et enti\u00e8rement financ\u00e9 par les recettes publicitaires, l&#8217;on dirait qu&#8217;il fut un succ\u00e8s.<\/p>\n<p>Toutefois, la ville bourgeoise n\u00e9glige les citoyens qui ont vraiment besoin de l&#8217;acc\u00e8s aux transports en commun, les banlieusards. Les arrondissements ais\u00e9s (le 1er, 4e, et 6e) sont remplis de stations de v\u00e9lo tandis que dans le 9e (La Duch\u00e8re) et le 8e (Mermoz, Les \u00c9tats-Unis) ainsi que dans les banlieues Vaulx-en-Velin et les Minguettes, il n&#8217;existe gu\u00e8re ces \u00e9quipements.<\/p>\n<p>Points forts :<\/p>\n<ul>\n<li>Un service extr\u00eament abordable.<\/li>\n<li>Facilit\u00e9 de l&#8217;inscription et de l&#8217;utilisation.<\/li>\n<\/ul>\n<p>Points faibles :<\/p>\n<ul>\n<li>Les touristes ont besoin d&#8217;une carte \u00e0 puce (\u00e0 l&#8217;europ\u00e9enne) pour s&#8217;abonner \u00e0 courte dur\u00e9e.<\/li>\n<li><em>Victim of its own success<\/em> : Stations souvent pleines quand on veut rendre un v\u00e9lo ou vides quand on en a besoin.<\/li>\n<\/ul>\n<p>\u00c0 lire :<\/p>\n<p><a title=\"10 000 v\u00e9los \u00e0 louer \u00e0 Lyon\" href=\"http:\/\/www.metrofrance.com\/x\/metro\/2009\/02\/02\/eWwQgYAhI5En6\/index.xml\">10 000 v\u00e9los \u00e0 louer \u00e0 Lyon<\/a><br \/>\n<em><\/em>Le M\u00e9tro France &#8211; 02\/02\/09<\/p>\n<p>&#8212;&#8212;<\/p>\n<p><strong>BARCELONE <\/strong>&#8211; <em>M&#8217;estic enamorant de tu.<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2568\" title=\"Barcelone (Catalogne), Espagne [Bicing]\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/5\/2009\/05\/bicing-barcelone-espagne.jpg\" alt=\"Barcelone (Catalogne), Espagne [Bicing]\" width=\"500\" height=\"375\" \/>Dans son article du <a title=\"Le Devoir d'histoire - \u00c9lection municipale 2009: que ferait Jean Drapeau?\" href=\"http:\/\/www.ledevoir.com\/2009\/05\/09\/249615.html\">Devoir<\/a> du 09 mai 2009, Richard Bergeron, chef et fondateur de Projet Montr\u00e9al a dit : \u00ab Montr\u00e9al fait d\u00e9sormais p\u00e2le figure face \u00e0 Barcelone, une ville que l&#8217;on regardait de haut il y a 30 ans. \u00bb La comp\u00e9tition continue avec notre ville jumelle, qui a con\u00e7u <a title=\"La bici a Barcelona, un nou concepte de transport p\u00fablic urb\u00e0\" href=\"http:\/\/www.bicing.com\">Bicing<\/a>, un service de v\u00e9lo-partage, en 2007.<\/p>\n<p>Trente euros (par an) accordent \u00e0 un usager l&#8217;acc\u00e8s \u00e0 la location d&#8217;un v\u00e9lo, gratuit pendant les 30 premi\u00e8res minutes, pendant jusqu&#8217;\u00e0 2 heures. Mais faites attention ! L&#8217;on risque la perte de son abonnement si l&#8217;on d\u00e9passe souvent la limite de 2 heures de location. En outre, contrairement aux autres services europ\u00e9ens, il faut attendre 10 minutes entre chaque location de v\u00e9lo afin d&#8217;en prendre un autre.<\/p>\n<p>Malheureusement, seulement les r\u00e9sidents de la Catalogne peuvent acc\u00e9der \u00e0 ce syst\u00e8me de v\u00e9lo en libre-service ; les touristes ne circuleront jamais \u00e0 v\u00e9lo Bicing en ville. Dans le cas de Berlin, il n\u2019existe pas vraiment des stations physiques de v\u00e9lo\u00a0sur le mod\u00e8le\u00a0d\u2019autres exemples europ\u00e9ens\u00a0de v\u00e9lo-partage. Ici, l\u2019on trouve un v\u00e9lo dans les rues (soit par hasard, soit en appelant <em>Call-a-Bike<\/em> pour vous en trouver dans les environs), on le prend et, lorsque l\u2019on arrive \u00e0 sa destination, on le verrouille et on le laisse.<\/p>\n<p>Comment peut-on obtenir l\u2019acc\u00e8s au r\u00e9seau de v\u00e9los ?\u00a0Il faut d&#8217;abord s\u2019inscrire soit par t\u00e9l\u00e9phone (avec des frais), soit par Internet. Cette\u00a0inscription se permettrait de\u00a0rouler\u00a0en ville pour :<\/p>\n<ul>\n<li> 0,08 \u20ac \/ minute<\/li>\n<li> 9 \u20ac \/ 24hrs<\/li>\n<li> 36 \u20ac \/ semaine<\/li>\n<\/ul>\n<p>Il existe aussi des forfaits annuels entre 25 \u20ac et 99 \u20ac (les frais de location\u00a0seraient\u00a0factur\u00e9s\u00a0apr\u00e8s les\u00a030 premi\u00e8res minutes).<\/p>\n<p>Points forts :<\/p>\n<ul>\n<li>Il ne faut pas chercher pour une station vide afin de rendre le v\u00e9lo.<\/li>\n<li>Les v\u00e9los sont th\u00e9oriquement partout.<\/li>\n<\/ul>\n<p>Points faibles :<\/p>\n<ul>\n<li>Difficult\u00e9 \u00e0 trouver des v\u00e9los sans des stations physiques.<\/li>\n<li>Hack-a-Bike : Vuln\u00e9rable aux hackers,\u00a0l&#8217;on\u00a0peut prendre gratis un v\u00e9lo, sans avoir obtenu un code d\u2019acc\u00e8s. N\u00e9anmoins, dans le pays o\u00f9 la voiture domine et le p\u00e9trole coute quatre sous, ce nouveau service constitue un pas dans la bonne direction pour adopter des politiques sur les transports durables aux \u00c9tats-Unis.<\/p>\n<p>Semblable \u00e0 Bicing \u00e0 Barcelone (Clear Channel, un groupe de m\u00e9dia am\u00e9ricain, g\u00e8re les deux syst\u00e8mes ainsi que 11 autres en Europe), SmartBike fonctionne plus ou moins comme ses homologues. Un abonnement annuel, accessible par Internet, est offert pour 40 $. La location dure 3 heures \u00e0 la fois, mais il semble que l&#8217;on ne risque pas une amende si on le garde plus que 3 heures. Simple comme bonjour, n&#8217;est-ce pas ?<\/p>\n<p>Il existe toutefois des pi\u00e8ges. Avez-vous moins de 18 ans ? SmartBike vous interdit l&#8217;utilisation du syst\u00e8me. Avez-vous besoin d&#8217;un v\u00e9lo avant 6 h et apr\u00e8s 22 h ? Tant pis. Les heures de service ne vous conviendront pas. Un <em>arr\u00eat-pipi<\/em> en route ?
