From <a title=\"The unfortunate killing of Mr. Robert Dzieka\u0144ski\" href=\"http:\/\/www.youtube.com\/watch?v=6wYEBd-Mpus\">Vancouver<\/a>, to <a title=\"Police chief reaches out, but stays mum on off-duty officer accused of [road rage] attack\" href=\"http:\/\/www.ottawacitizen.com\/news\/Police+chief+reaches+stays+duty+officer+accused+attack\/1597688\/story.html\">Ottawa<\/a>; from the <a title=\"The unfortunate killing of Mr. Fredy Villanueva\" href=\"http:\/\/www.thestar.com\/News\/Canada\/article\/477401\">underprivileged<\/a> to the <a title=\"Squirrelgate : Man gets $50 fine for feeding squirrel in Westmount Park\" href=\"http:\/\/www.montrealgazette.com\/Technology\/gets+fine+feeding+squirrel+Westmount+Park\/1562225\/story.html\">affluent<\/a>; from our city <a title=\"Policing our parks\" href=\"https:\/\/spacing.ca\/montreal\/2008\/07\/27\/policing-our-parks\/\">parks<\/a> to our city <a title=\"Student fined $628 for sitting in a park\" href=\"https:\/\/spacing.ca\/montreal\/2008\/04\/25\/student-fined-628-for-sitting-in-a-park\/\">squares<\/a>, it seems that some of our men and women in blue (or, up until recently, <a title=\"Montreal police put away pyjamas, camouflage pants after deal struck\" href=\"http:\/\/www.cbc.ca\/canada\/montreal\/story\/2009\/04\/07\/mtl-policepants-0406.html\">pyjamas and camo pants<\/a>) are taking an austere interpretation of the expression \u00ab <em>the strong arm of the law<\/em> \u00bb.<\/p>\n<p>At first, one may say : \u00ab Are these not just examples of a few rotten apples spoiling the pie? \u00bb<\/p>\n<p>But this holiday weekend, another instance of officious policing was exposed, this time in Laval, Qu\u00e9bec. The sleepy suburb to our north is no stranger to <a title=\"Man acquitted of killing Laval police officer during a botched raid on his home\" href=\"http:\/\/www.theglobeandmail.com\/servlet\/story\/RTGAM.20080613.wlaval13\/BNStory\/National\/?page=rss&amp;id=RTGAM.20080613.wlaval13\">controversy<\/a> involving their agents of the law, although now, it has been taken from the streets to the m\u00e9tro. I do not believe the STM had this in mind when they extended the orange line to Montmorency, for even they admit that they have never heard of someone being arrested for not holding the handrail on the escalator.<\/p>\n<p>Yes, my <em>compatriotes<\/em>.<\/p>\n<p>You read correctly.<\/p>\n<p>If you have not already heard and expressed your outrage or support, Laval police <a title=\"Woman cuffed for not holding escalator handrail\" href=\"http:\/\/www.theglobeandmail.com\/servlet\/story\/RTGAM.20090515.wescalator16\/BNStory\/National\/home\">handcuffed<\/a> and <a title=\"Une amende de 420$ pour ne pas avoir tenu la rampe\" href=\"http:\/\/www.cyberpresse.ca\/actualites\/regional\/montreal\/200905\/16\/01-857328-une-amende-de-420-pour-ne-pas-avoir-tenu-la-rampe.php\">fined<\/a> Bela Kosoian, a 38-year-old law student and mother of two, <strong>$420<\/strong> for not gripping the disease-factory also known as <em>the handrail<\/em> whilst riding the escalator. This being in the province where pedestrians take traffic signals as mere suggestions and gangs on certain two-wheeled vehicles hold turf wars in our streets.<\/p>\n<p>Let us first deal with the legal aspects of this case. According to <a title=\"R\u00e8glement R-o36 de la STM\" href=\"http:\/\/www.stm.info\/en-bref\/R036.htm\">R\u00e8glement R-036<\/a> de la Soci\u00e9t\u00e9 de Transport de Montr\u00e9al, Section III, sous-section I, paragraphe 4e :<\/p>\n<ul>\n<li>Dans ou sur un immeuble ou du mat\u00e9riel roulant, il est interdit \u00e0 toute personne de d\u00e9sob\u00e9ir \u00e0 une directive ou un pictogramme, affich\u00e9 par la Soci\u00e9t\u00e9.<\/li>\n<li><em>In a building or moving vehicle, it is forbidden for all persons to disobey a directive or a pictogram posted by the Soci\u00e9t\u00e9.<\/em><\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2631\" title=\"I am Pictogram. You must obey.\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/5\/2009\/05\/img_6457.jpg\" alt=\"I am Pictogram. You must obey.\" width=\"500\" height=\"208\" \/><\/p>\n<ul><em><\/em><\/ul>\n<p>Technically, it <strong>IS<\/strong> illegal not to hold the handrail. Those drawings of the father and son gleefully riding the escalator are not there just to look pretty.<\/p>\n<p>Nonetheless, the fact that someone has ended up in handcuffs for non-compliance, raises a bigger question: How should police interact with the community they are mandated to both <strong>serve<\/strong> and <strong>protect<\/strong>? Clearly, these recent examples do not provide the answer.<\/p>\n<p><!--more--><strong>Community policing<\/strong><\/p>\n<p><a href=\"http:\/\/www.flickr.com\/photos\/pepperspictures\/2624463502\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" title=\"Toronto police engaged at the 2008 Pride Parade [photo by Digital Kangaroo Photography]\" src=\"http:\/\/farm4.static.flickr.com\/3267\/2624463502_f78cf731b1.jpg?v=0\" alt=\"\" width=\"500\" height=\"333\" \/><\/a><em><\/em><\/p>\n<p><em>photo by <\/em><em><a href=\"http:\/\/www.digitalkangaroo.com\/\">Digital Kangaroo Photography<\/a><\/em><\/p>\n<p>Maybe I am too traditional and old-fashioned, but was life not better when police officers were members of the community; much like a teacher, a coach, a doctor, or a clergyman? They would come to school, talk with the kids, and acquaint them with different topics on safety. They would participate in festivals and parades. They would be on horseback and pose for pictures with tourists. They would help little old ladies cross the street or get cats down from trees. They would command respect and yet they would still figure into part of the neighbourhood fabric. In essence, they would be community leaders; <strong>serving<\/strong> the citizens of their respective districts and <strong>protecting<\/strong> them from crime. This is what community policing is all about.<\/p>\n<p>A lesson may be enviously learnt from Toronto. The Toronto Police Service has many programmes invovled in getting their members to increase collaboration with local communities. These include:<\/p>\n<p><a title=\"ProAction Cops &amp; Kids\" href=\"http:\/\/www.copsandkids.ca\/\"> ProAction &#8211; Cops &amp; Kids<\/a>: establishing a positive relationship between cops and kids at risk<a title=\"Youth In Policing Initiative (YIPI)\" href=\"http:\/\/www.torontopolice.on.ca\/yipi\/\"><br \/>\nYouth In Policing Initiative (YIPI)<\/a>: summer work experience for youth at risk in the police service<strong><br \/>\n<\/strong><a title=\"Community Consultative Volunteers\" href=\"http:http:\/\/www.torontopolice.on.ca\/communitymobilization\/ccc.php\/\/\">Community Consultative Volunteers<\/a>, <a title=\" \t  Community Mobilization Workshop \" href=\"http:\/\/www.torontopolice.on.ca\/communitymobilization\/cmw.php\"><span class=\"pn-title\">Community Mobilization Workshops<\/span><\/a>, <a href=\"http:\/\/www.torontopolice.on.ca\/communitymobilization\/volunteer.php\">Various community volunteer programmes<\/a>, Newcomer Outreach, &#8230;<\/p>\n<p>and this is not including the police officers that are at the schools, at the charity events, and dancing up a storm at the Pride Parade. This level of community partnership provides numerous benefits:<\/p>\n<ul>\n<li>Officers develop an intricate knowledge of the area in which they are working.<\/li>\n<li>Members of the community feel comfortable in approaching said officers.<\/li>\n<li>There is increased cooperation between the police and other community leaders.<\/li>\n<li>Puts a \u00ab human face \u00bb on the police forece.<\/li>\n<li>Shatters the <em>us vs. them<\/em> image between the police and community residents that is becoming much too prevalent in urban centres across Canada.<\/li>\n<\/ul>\n<p>This is not to say that Montr\u00e9al area police services are not trying. It does nevertheless appear that they are not <strong>actively<\/strong> attempting to create connections with the citizens of this region.
