{"id":2826,"date":"2009-05-29T14:30:28","date_gmt":"2009-05-29T19:30:28","guid":{"rendered":"http:\/\/spacingmontreal.ca\/?p=2826"},"modified":"2013-01-21T11:45:00","modified_gmt":"2013-01-21T16:45:00","slug":"the-latest-on-the-lower-main","status":"publish","type":"post","link":"https:\/\/spacing.ca\/montreal\/2009\/05\/29\/the-latest-on-the-lower-main\/","title":{"rendered":"The latest on the Lower Main"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2827\" title=\"2-22-and-quadrilatere-saint-laurent\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/5\/2009\/05\/2-22-and-quadrilatere-saint-laurent.jpg\" alt=\"2-22-and-quadrilatere-saint-laurent\" width=\"500\" height=\"275\" \/><\/p>\n<p>Spacing commentor Louis Rastelli called me out on this one: it doesn&#8217;t make a whole lot of sense to <a href=\"https:\/\/spacing.ca\/montreal\/2009\/05\/27\/2-22-ste-catherine-a-whole-new-street\">critique the plans for 2-22 Ste-Catherine East<\/a> without taking the <em>Soci\u00e9t\u00e9de D\u00e9veloppement Angus<\/em> &#8216; plans for the lower Main into account.<\/p>\n<p>Last month <a href=\"https:\/\/spacing.ca\/montreal\/2009\/05\/07\/lower-main-may-be-razedagain\/\">I wrote about the historic buildings<\/a> that would be threatened by the development, but I have been hesitant to delve into the SDA&#8217;s <em>Quadrilat\u00e8re Saint-Laurent <\/em>because it seemed to me that they were far from set in stone. After all, the developer still doesn&#8217;t own four of the properties that they plan to integrate into their 12-story retail and office complex: the buildings that house the Main Grocery, Montreal Pool Room, Caf\u00e9 Cleopatra and the building that faces Ste-Catherine.<\/p>\n<p>These businesses have clearly weathered the decades on the Main because they dish up what locals (and visitors) crave, be it affordable groceries, hot dogs or scintillating strip shows.<\/p>\n<p>But my good faith was woefully misplaced. According to an <a href=\"http:\/\/www.cyberpresse.ca\/actualites\/regional\/montreal\/200905\/15\/01-857061-cest-ma-vie-ici.php\">article in La Presse<\/a> the city has no qualms about expropriating the holdout occupants.<\/p>\n<blockquote><p><em>&#8220;Le 28 avril dernier, le conseil municipal a autoris\u00e9 la d\u00e9molition de tous les b\u00e2timents du boulevard Saint-Laurent situ\u00e9s du c\u00f4t\u00e9 ouest entre la rue Sainte-Catherine et le Monument-National, incluant ceux qui ne sont toujours pas vendus. \u00c0 moins d&#8217;une recommandation contraire de l&#8217;Office de consultation publique, et en admettant que celle-ci soit accept\u00e9e par les \u00e9lus, cela signifie que les [propri\u00e9taires] seront expropri\u00e9s avant longtemps pour permettre la mise en chantier du Quadrilat\u00e8re Saint-Laurent.&#8221;<\/em><\/p><\/blockquote>\n<p><!--more--><\/p>\n<p>This stretch of the Main has certainly seen better days (it has seen glorious, legendary, iconic days). New life is needed, but do we really need <em>this much<\/em> of it? Does it have to be <em>this new<\/em>? And do we need it all at once? Does a revitalization project necessarily have to be an <em>ilot<\/em>, a <em>quadrilat\u00e8re<\/em>, or a <em>quartier<\/em>? Can&#8217;t the SDA be content to rebuild on the lots that they have acquired without topping it all off with a glass tower? Can&#8217;t the site be allowed to develop organically &#8211; as the Main has always done &#8211; evolving to meet new demands as the completion of the <em>Quartier des Spectacles<\/em> brings fresh faces to the neighbourhood?<\/p>\n<p>John Zouboulakis, the owner of Caf\u00e9 Cleopatra doesn&#8217;t want to sell his business when things are just starting to get more lively on the block. At a public meeting on May 20th, he spoke of the injustice of expropriation:<\/p>\n<blockquote>\n<p style=\"text-align: left;\"><em>&#8220;Pourquoi nous autres nous souffrons une expropriation, nous souffrons une humiliation de l\u2019expropriation apr\u00e8s 33 ans de service sur la Main, on a fait notre meilleur pour tenir la Main, pourquoi nous souffrons une expropriation?&#8230; la Ville, \u00e7a prend une d\u00e9cision sans consulter personne, mon travail de 33 ans \u00e7a compte pour rien?&#8221;<\/em><\/p>\n<\/blockquote>\n<p style=\"text-align: left;\">The full transcript of the May 20th meeting is available <a href=\"http:\/\/www2.ville.montreal.qc.ca\/ocpm\/pdf\/P38\/7a.pdf\">here<\/a>.<\/p>\n<p><a href=\"http:\/\/www.montrealmirror.com\/2009\/052809\/news2.html\">Rastelli&#8217;s article in the Mirror<\/a> yesterday also questions the need for 12 stories of mostly office space in the performing arts district:<\/p>\n<blockquote><p><em>&#8220;[SDA] insist the tower\u2019s height can\u2019t be reduced or else it wouldn\u2019t meet Hydro-Qu\u00e9bec\u2019s needs. However, a Hydro-Qu\u00e9bec spokesperson told the <em>Mirror<\/em> they don\u2019t need new permanent office space and don\u2019t plan on relocating workers from other buildings.&#8221;<\/em><\/p><\/blockquote>\n<p style=\"text-align: left;\">Sigh. I know the answer to this question. Building is expensive. It&#8217;s not just expensive, its <em>inordinately<\/em> expensive. Construction costs in Montreal have outpaced, and even lapped inflation in the past ten years. In order to break ground, they&#8217;ve got make space for a whole bunch of high-paying tenants.<\/p>\n<p style=\"text-align: left;\">During the public meeting on May 21st, SDA president Christan Yacciardi said that they&#8217;ve got no backup plan for the site in the case that the OCPM consultation process does not approve the proposal in its current form:<\/p>\n<blockquote>\n<p style=\"text-align: left;\"><em>&#8220;il y a un plan Z qui est qu\u2019on coule parce qu\u2019on va se retrouver avec six terrains qu\u2019on ne saura pas trop quoi faire pour les d\u00e9velopper. Il n\u2019y a aucun, aucun, aucun plan B.&#8221;<\/em><\/p>\n<\/blockquote>\n<p>The full transcript of the May 21st meeting is available <a href=\"http:\/\/www2.ville.montreal.qc.ca\/ocpm\/pdf\/P37\/7b.pdf\">here<\/a> (PDF).<\/p>\n<p>So what does plan A look like?<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2831\" title=\"quad-stl-sketch\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/5\/2009\/05\/quad-stl-sketch.jpg\" alt=\"quad-stl-sketch\" width=\"500\" height=\"458\" \/><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-2830\" title=\"quad-stl\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/5\/2009\/05\/quad-stl.jpg\" alt=\"quad-stl\" width=\"500\" height=\"244\" \/><\/p>\n<p><em>Images from SDA, Aedifica, Gilles Huot and Paul Andres, presented to the OCPM May 26th 2009 (<a href=\"http:\/\/www2.ville.montreal.qc.ca\/ocpm\/pdf\/P38\/3j2.pdf\">PDF<\/a>).<\/em><\/p>\n<p>I have<em> <\/em>to admit that I&#8217;m rather smitten with the broad, curvaceous design that Andreu has proposed in this case. Furthremore, it would be insane do pooh-pooh the plans to turn grimy, faceless Clark street into a lively pedestrian mall with caf\u00e9s and art galleries. And, at the risk of being labled a hipster or a yuppie, I am actually in favour of the fair-trade, eco-friendly and locally-produced stuff that this commercial centre will promote.<\/p>\n<p>But not so smitten that I&#8217;m gung ho for razing the Main as we know it. Expropriating property owners and businesses on behalf of a private developer is a terrible precedant for the city to set, and expropriating established businesses located in centennial buildings in a national historic site is downright incoherant.<\/p>\n<p>Can we find a comprimise between plan A and plan Z?<\/p>\n<p>At the public meeting on May 21st, Yaccarini told Deniz Hadjien, son of the owner of the Montreal Pool Room, that he was open to discussing a place for the classig hot-dog joint within the new <em>Quadrilat\u00e8re<\/em>.<\/p>\n<p>Bring on the fair-trade hot dogs.<\/p>\n<p><em>Public hearings will be held <strong>Monday June 9th<\/strong> for the Quadilat\u00e8re Saint-Laurent. Opinions must be submitted in writing by June 4th &#8211; see instructions in <a href=\"http:\/\/www2.ville.montreal.qc.ca\/ocpm\/pdf\/P38\/2gen.pdf\">english<\/a> or <a href=\"http:\/\/www2.ville.montreal.qc.ca\/ocpm\/pdf\/P38\/2g.pdf\">french<\/a>.
