Whatever its final outcome, the STM says, the court ruling will set the delivery of new metro cars back by another year. Here&#8217;s more <a href=\"http:\/\/www.cyberpresse.ca\/article\/20080110\/CPACTUALITES\/80109256\/6488\/CPACTUALITES\">background from La Presse<\/a>:<\/p>\n<blockquote><p><i>C\u2019est le ministre B\u00e9chard qui a ouvert le bal en juillet 2005 en d\u00e9clarant que le gouvernement cherchait \u00e0 accorder le contrat de remplacement des 336 voitures MR-63 du m\u00e9tro de Montr\u00e9al \u00e0 Bombardier Transport sans appel d\u2019offres. \u00c0 l\u2019\u00e9poque, M. B\u00e9chard \u00e9tait ministre du D\u00e9veloppement \u00e9conomique, de l\u2019Innovation et de l\u2019Exportation (MDEIE). Mais il \u00e9tait aussi, et l\u2019est encore aujourd\u2019hui, d\u00e9put\u00e9 de la circonscription de Kamouraska-T\u00e9miscouata, dans laquelle se trouve l\u2019usine de Bombardier \u00e0 La Pocati\u00e8re.<\/p>\n<p>Le 11 mai 2006, le gouvernement qu\u00e9b\u00e9cois a annonc\u00e9 en grande pompe que le contrat de 1,2 milliard serait effectivement n\u00e9goci\u00e9 de gr\u00e9 \u00e0 gr\u00e9 avec Bombardier Transport. Le nouveau ministre du D\u00e9veloppement \u00e9conomique, Raymond Bachand, a soutenu que le gouvernement pouvait l\u00e9galement proc\u00e9der ainsi parce qu\u2019il n\u2019y avait qu\u2019un manufacturier de voitures de m\u00e9tro au Canada, Bombardier.<\/i><\/p><\/blockquote>\n<p>You have to admit that the government&#8217;s original plan to award Bombardier the metro contract reeks of patronage: its factory is located in Kamouraska-T\u00e9miscouata, the former economic development minister&#8217;s riding. Alstom&#8217;s factory, by contrast, is located in the PQ stronghold of Richelieu. <\/p>\n<p>If Quebec were a family, something tells me we&#8217;d be dysfunctional and prone to nepotism. It&#8217;s this kind of arrangement that got us stuck with a load of lemons made by Novabus, which was favoured over other bus companies simply because its factory is located in Saint Eustache. <\/p>\n<p>So while the bureaucrats in Quebec City figure out how to deal with the Bombardier\/Alstom mess, Montreal transit users will be stuck waiting for buses that don&#8217;t come and new metro cars that won&#8217;t arrive for another four years. <\/p>\n<p><i>Photo by Flowizm<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>After delays, bus shortages and unhappy drivers who might strike in February, there&#8217;s even more bad news for the STM.
