{"id":4739,"date":"2009-11-13T18:56:15","date_gmt":"2009-11-13T23:56:15","guid":{"rendered":"http:\/\/spacingmontreal.ca\/?p=4739"},"modified":"2013-01-21T11:46:11","modified_gmt":"2013-01-21T16:46:11","slug":"ipam-sets-the-stage-for-more-inclusive-long-term-planning","status":"publish","type":"post","link":"https:\/\/spacing.ca\/montreal\/2009\/11\/13\/ipam-sets-the-stage-for-more-inclusive-long-term-planning\/","title":{"rendered":"IPAM sets the stage for more inclusive long-term planning"},"content":{"rendered":"<p><a href=\"http:\/\/www.ipamontreal.org\/images\/Logo_Ipam_FINAL_LowRes.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"http:\/\/www.ipamontreal.org\/images\/Logo_Ipam_FINAL_LowRes.jpg\" alt=\"\" width=\"148\" height=\"148\" \/><\/a>Just when Montreal was <a href=\"https:\/\/spacing.ca\/montreal\/2009\/10\/22\/photo-du-jour-city-seeks-superhero\/\">in need of a superhero<\/a>, the <a href=\"http:\/\/www.ipamontreal.org\/\"><em>Institut de Politiques Alternatives de Montreal<\/em><\/a> enters the scene with an all-star team to tackle urban issues.<\/p>\n<p>At the helm are three well-known names: Phyllis Lambert, Founding Director of the <a href=\"http:\/\/www.cca.qc.ca\/en\">Canadian Centre for Architecture<\/a>, Dinu Bumbaru, Policy Director of <a href=\"http:\/\/www.heritagemontreal.org\/fr\/\">H\u00e9ritage Montr\u00e9al<\/a>, and Dimitri Roussopoulos, founder of the <a href=\"http:\/\/www.ecologieurbaine.net\/\">Montr\u00e9al Urban Ecology Centre<\/a>.<\/p>\n<p>\u201cOur assumption is that there\u2019s a lot of value in <em>Montrealness<\/em>\u201d said Dinu Bumbaru in a conversation earlier this week. \u201cMontreal is a city which has an urban space which is still characterized by a fairly substantial mixity of use, of social demographics and so on.\u201d While this city&#8217;s diversity this has often been credited for inspiring our vibrant arts scene, Bumbaru says it also plays out in the way we act upon our city.<\/p>\n<p>Our <em>Montrealness<\/em> is expressed through the way our civil society is organised: the city counts nearly 5000 different community organizations and 30 neighbourhood round-tables which bring together merchants, community organizations and elected officials, plus a number of academic researchers that focus on urban issues.<\/p>\n<p>Evidently we\u2019re not short of people with ideas and expertise to make Montreal a better place. What is lacking is, perhaps, space to exchange and synthesize ideas, a unified voice, and a podium from which to speak. Enter IPAM.<\/p>\n<p>\u201cThis is not a cookie-cutter initiative,\u201d Bumbaru says, \u201cIts is rooted in the way that Montreal is organised.\u201d<\/p>\n<p>IPAM\u2019 first action was to fire off a letter to Mayor Tremblay requesting that he organize a summit in spring 2010 where the civil society can come together to help to establish the guidelines for the administration\u2019s new mandate.<\/p>\n<p>\u201cDecision-making in a city is not the monopoly of elected officials,\u201d Bumbaru points out.<\/p>\n<p>Such a summit would be particularly pertinent as Montreal&#8217;s urban plan is up for review this year.<\/p>\n<p>\u201cIn terms of master planning and urbanism, Montreal has lived through a number of setbacks in the last few years,\u201d Bumbaru says. He describes a city\u2019s master plan as the highest level of pact between a city and its citizens.<\/p>\n<p>But this pact has not been upheld: projects that profoundly change the urban landscape have received only cursory consultation in the final stages, and the outcome of public consultation largely ignored.<\/p>\n<p>Phyllis Lambert, who will act as President of IPAM, stresses that rather than critiquing individual projects, IPAM will be think tank focused on developing policy and a long-term vision for the city.<\/p>\n<p>\u201cWe want to reinforce citizen participation,\u201d Lambert says. She sees the urban plan, the city&#8217;s 375th anniversary (in 2017), and <a href=\"http:\/\/www.montreal2025.com\/\">Montreal 2025<\/a> as concrete long-term projects which could benefit from a spin in the think-tank.<\/p>\n<p>But when I spoke to Phyllis Lambert and Dinu Bumbaru this week, a lot of the details had yet to be worked out, including how interested folks like us &#8211; and those 5000 community organisations &#8211; can get involved.<\/p>\n<p>Disjointed community initiatives and lack of coherence within city-wide planning are nothing new. Perhaps our unique brand of Montreal mixity can as divisive as it can be inspiring.<\/p>\n<p>Will this team be able to give weight to widespread calls for more meaningful public consultation and a broader scope for urban planning?<\/p>\n<p>One thing is for sure: IPAM&#8217;s founders expect Mr Tremblay to embark on their proposal for a summit this spring.
