The snow has mostly melted and the temperature has climbed above the freezing mark — what to do? Protest, of course. <\/p>\n

Tomorrow, east end residents opposed to the Notre Dame highway project<\/a> will take to the streets in a “grand tintamarre” that aims to catch the attention of the muncipal and provincial officials who want to transform the eastern portion of Notre Dame Street<\/a> into an expressway. They’ve already earned the support of 24 well-known academics, politicians and activists<\/a>, including architect Phillys Lambert and Hochelaga MNA Louise Harel, who signed a declaration in support of public transit projects instead of the Notre Dame expansion.<\/p>\n

Park Avenue’s Urban Ecology Centre, which was born in the fight against the Cit\u00e9 Concordia project that would have razed most of the McGill Ghetto, has also come out against the Notre Dame scheme. Yesterday, it issued a statement outlining its concerns:<\/p>\n

Un tel am\u00e9nagement contribuera \u00e0 accro\u00eetre significativement la capacit\u00e9 du r\u00e9seau routier montr\u00e9alais et am\u00e8nera 50 000 nouveaux v\u00e9hicules vers le centre\u2010ville. Il s\u2019agit d\u2019une aberration inconcevable en regard de nos connaissances sur les effets n\u00e9fastes d\u2019une forte circulation motoris\u00e9e (pollution de l\u2019air, \u00e9missions de gaz \u00e0 effet de serre, impacts sur la sant\u00e9 de la population riveraine des grandes art\u00e8res, risques d\u02b9accidents dans les quartiers qui doivent absorber le surplus de circulation, etc.). En outre, toutes les \u00e9tudes d\u00e9montrent que les effets positifs recherch\u00e9s par une augmentation de la capacit\u00e9 routi\u00e8re, principalement la r\u00e9duction de la congestion, ne sont que de tr\u00e8s courte dur\u00e9e puisqu\u2019ils sont annul\u00e9s, en quelques ann\u00e9es, par le trafic induit par l\u2019offre accrue.<\/i><\/p><\/blockquote>\n

The impact of increased traffic and pollution seem to be the highway project’s greatest drawbacks, but what is truly frustrating about the plan is that it feels like a half-baked compromise between provincial transport officials, who wanted a full-fledged expressway, and city officials, who wanted an “urban boulevard” that would be more integrated into east end neighbourhoods. It seems likely that, even with an increase of capacity, the new highway will quickly become congested, especially as the port—to which Notre-Dame is the main link—aims to increase its cargo traffic. What will happen then?<\/p>\n
