{"id":10202,"date":"2023-03-20T07:00:56","date_gmt":"2023-03-20T11:00:56","guid":{"rendered":"https:\/\/spacing.ca\/national\/?p=10202"},"modified":"2023-03-21T13:53:54","modified_gmt":"2023-03-21T17:53:54","slug":"tools-to-address-the-affordable-housing-crisis-facing-canada","status":"publish","type":"post","link":"https:\/\/spacing.ca\/national\/2023\/03\/20\/tools-to-address-the-affordable-housing-crisis-facing-canada\/","title":{"rendered":"Tools to address the affordable housing crisis facing Canada"},"content":{"rendered":"<p>In 2019, Canada adopted the <em>National Housing Strategy Act<\/em>, which commits all governments in Canada to \u201cprogressive realization of the right to adequate housing,\u201d with an emphasis on \u201cimproving housing outcomes for those in greatest need.\u201d<\/p>\n<p>But many recent mid-way evaluations of the current <a href=\"https:\/\/laws-lois.justice.gc.ca\/eng\/acts\/N-11.2\/FullText.html\">National Housing Strategy<\/a> make clear that all levels of government \u2014 local, regional, provincial\/territorial, and the federal \u2014 have failed to provide new homes that are affordable or suitable to those who are unhoused or in core housing need. A growing consensus is reflected from sources as diverse as the <a href=\"https:\/\/chra-achru.ca\/wp-content\/uploads\/2022\/11\/Blueprint-for-Housing_CHRA-2022.pdf\">Canadian Housing Renewal Association<\/a> (the industry association for non-profit housing providers) and <a href=\"https:\/\/www.scotiabank.com\/ca\/en\/about\/perspectives.articles.economy.2023-01-social-housing-scotiabank-report.html\">Scotiabank<\/a>, which concluded that doubling non-profit housing is a necessary jump start towards the homes Canadians need.<\/p>\n<figure id=\"attachment_10209\" aria-describedby=\"caption-attachment-10209\" style=\"width: 600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-10209\" src=\"http:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/efq-1-600x250.png\" alt=\"\" width=\"600\" height=\"250\" srcset=\"https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/efq-1-600x250.png 600w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/efq-1-300x125.png 300w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/efq-1-768x320.png 768w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/efq-1-1536x640.png 1536w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/efq-1-940x392.png 940w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/efq-1.png 1860w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-10209\" class=\"wp-caption-text\">A table showing the affordable housing deficit by household size and income category in Canada, based on the 2016 census.<\/figcaption><\/figure>\n<p>Central to the problem of steering the right supply is the absence of shared, replicable, comparable and equity-focused data to measure housing need, as well as a lack of understanding of the best policies that can provide the right supply for who needs what kinds of housing where.<\/p>\n<p>The Housing Assessment Resource Tools (HART) project, based at the University of British Columbia (UBC), aims to solve that problem. On Wednesday March 29 at 10am PST\/ 1pm EST, we will be launching our new website with three tools that can help governments, community organizations and developers better address the affordable housing and homelessness crisis facing Canada. <a href=\"https:\/\/ubc.zoom.us\/meeting\/register\/u5MqcO-srzIvEt01fFiTKZGhp3_WXdXp5243\">Register your place here.<\/a><\/p>\n<h3>The Housing Need Assessment Tool: a new way to plan for affordable homes<\/h3>\n<p>This tool will allow the analysis of census data on core housing need by income category, household size and priority populations. Currently, most government programs do not use the CMHC\u2019s standard definition of \u201caffordable housing,\u201d which is no more than 30% of pre-tax household income. They also do not focus on low- and moderate-income categories, as did affordable housing programs from the 1940s to the 1990s, when the federal government abandoned responsibility for national housing policy.<\/p>\n<p>We use five income categories, each based on area median household income or AMHI (since incomes vary so much by community):<\/p>\n<ol>\n<li>Very low income: These households, earning less than 20% of AMHI, are mostly on fixed incomes.<\/li>\n<li>Low income: Households earning 21- 50% of AMHI, the Low Income Cut Off or poverty line. Many are reliant on <a href=\"https:\/\/policyalternatives.ca\/sites\/default\/files\/uploads\/publications\/National%20Office\/2019\/07\/Unaccommodating%20-%20Rental%20Wage%20in%20Canada.pdf\">minimum wage<\/a>.<\/li>\n<li>Moderate income: These households earn between 51-80% of AMHI and have also <a href=\"https:\/\/chfcanada.coop\/wp-content\/uploads\/2022\/11\/The-Co-op-Difference-report.pdf\">benefitted in the past<\/a> from public and other non-profit housing.<\/li>\n<li>Median income: These households earn between 81-120% of AMHI, and have traditionally been able to afford homeownership. However, <a href=\"https:\/\/www.scotiabank.com\/ca\/en\/about\/economics\/economics-publications\/post.other-publications.insights-views.social-housing--january-18--2023-.html\">first time homeownership<\/a> is unaffordable in most Canadian communities, forcing <a href=\"https:\/\/institute.smartprosperity.ca\/sites\/default\/files\/Ontario's%20Need%20for%201.5m%20More%20Homes-SPI%20August%202022.pdf\">long commutes<\/a> for many young families.<\/li>\n<li>Higher income: Households earning over 121% of AMHI. There is simply not enough housing supply available for both one person and multiple person households at the costs these households can afford.<\/p>\n<p>If the federal government wants to achieve its targets of 530,000 households removed from core housing need by 2028 (out of a total of 1.7 million households in 2016), halving the number of those chronically homeless (at least 25,000 people, not included in census calculations of core housing need), and addressing the needs of students, people in congregate housing such as long-term care homes, and farm workers (none of whom are included in census calculations of core housing need), it will need clear targets for housing costs and household sizes.<\/p>\n<figure id=\"attachment_10213\" aria-describedby=\"caption-attachment-10213\" style=\"width: 600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-10213\" src=\"http:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/fuckthix-proipsdg-ljsbdfli-600x249.png\" alt=\"\" width=\"600\" height=\"249\" srcset=\"https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/fuckthix-proipsdg-ljsbdfli-600x249.png 600w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/fuckthix-proipsdg-ljsbdfli-300x124.png 300w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/fuckthix-proipsdg-ljsbdfli-768x318.png 768w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/fuckthix-proipsdg-ljsbdfli-1536x637.png 1536w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/fuckthix-proipsdg-ljsbdfli-2048x849.png 2048w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/fuckthix-proipsdg-ljsbdfli-940x390.png 940w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-10213\" class=\"wp-caption-text\">A chart showing the percentage of households in core housing need by priority population in Canada, based on the 2016 census.<\/figcaption><\/figure>\n<p>The current federal government has committed to a gender and intersectional equity approach to housing targets, but it has not analysed need for these groups. Ottawa has also announced sub-targets, for instance, <a href=\"https:\/\/www.cmhc-schl.gc.ca\/en\/nhs\/nhs-project-profiles\/2021-nhs-projects\/serving-women-children-through-national-housing-strategy\">33% of all federal housing funding<\/a> for women-led households. Those with physical, cognitive or mental health issues and household heads over 85 may have additional support needs. Lastly, the federal government has pledged to support separate For <a href=\"https:\/\/assets.cmhc-schl.gc.ca\/sites\/place-to-call-home\/pdfs\/report-recommendations-minister-housing-diversity-inclusion-urban-rural-nih-en.pdf\">Indigenous, By Indigenous<\/a> housing and more recently, created a fund for <a href=\"https:\/\/www.cmhc-schl.gc.ca\/en\/media-newsroom\/news-releases\/2022\/housing-applications-black-led-organizations#:\">Black-led housing<\/a> initiatives. Data would help in monitoring equitable outcomes.<\/p>\n<p>Our Housing Needs Assessment Tool will provide data on priority populations in core housing need for every community in Canada, to allow the development of provincial\/territorial, regional and municipal targets and sub-targets.<\/p>\n<h3>Land Assessment Tool: the most effective way governments can address housing need<\/h3>\n<p><a href=\"https:\/\/www3.weforum.org\/docs\/WEF_Making_Affordable_Housing_A_Reality_In_Cities_report.pdf\">International evidence agrees<\/a> that use of publicly-owned land for non-profit and affordable housing is the most effective way to meet the needs of low- and moderate-income households. Indeed, the combination of free land (either donated or free-leased) and non-profit development can deliver up to <a href=\"http:\/\/www.metrovancouver.org\/services\/regional-planning\/PlanningPublications\/ReducingBarrierHighLandCost.pdf\">50% of the cost of new homes<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_10216\" aria-describedby=\"caption-attachment-10216\" style=\"width: 600px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-10216\" src=\"http:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/sefasgreadg-1-600x405.png\" alt=\"\" width=\"600\" height=\"405\" srcset=\"https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/sefasgreadg-1-600x405.png 600w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/sefasgreadg-1-300x203.png 300w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/sefasgreadg-1-768x519.png 768w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/sefasgreadg-1-1536x1037.png 1536w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/sefasgreadg-1-2048x1383.png 2048w, https:\/\/spacing.ca\/national\/wp-content\/uploads\/sites\/3\/sefasgreadg-1-940x635.png 940w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-10216\" class=\"wp-caption-text\">A screenshot of our land assessment tool map of Ottawa, showing land that is well-placed and available to build affordable housing.<\/figcaption><\/figure>\n<p>Our Land Assessment Tool shows how to identify well-located government land that is suitable for <a href=\"https:\/\/chra-achru.ca\/wp-content\/uploads\/2022\/11\/Blueprint-for-Housing_CHRA-2022.pdf\">scaling up non-profit housing<\/a>, including \u201chousing on top\u201d of existing infrastructure like <a href=\"https:\/\/www.och-lco.ca\/news-release-carlington-community-ready-to-welcome-new-tenants\/\">health centres<\/a>, <a href=\"https:\/\/www.cityspaces.ca\/vancouver-public-librarys-newest-branch-opens-public\/?doing_wp_cron=1678816539.2347419261932373046875\">libraries<\/a>, and <a href=\"https:\/\/indwell.ca\/projects\/the-station\/\">fire stations<\/a>. Working with 12 government partners, we have identified thousands of sites that could be used to develop new affordable, transit-oriented homes to meet the needs of those who are homeless or in core housing need, and jumpstart the kind of supply that is most required for the socially, economically and environmentally sustainable communities of the future.<\/p>\n<h3>Acquisitions Tool: stopping the haemorrhage of affordable homes<\/h3>\n<p>Between 2011 and 2016, <a href=\"https:\/\/www.focus-consult.com\/why-canada-needs-a-non-market-rental-acquisition-strategy\/\">15 affordable homes renting at $750 or less a month were lost<\/a> for every non-profit home created in Canada. The reason is that the federal government has been largely absent in the development and acquisitions of affordable housing since the 1990s. There are growing calls for a <a href=\"https:\/\/www.ourcommons.ca\/Content\/Committee\/441\/HUMA\/Reports\/RP11961185\/humarp04\/humarp04-e.pdf\">national acquisition strategy<\/a> that transfers rental homes at risk of losing their affordability to the non-profit sector.
