{"id":10666,"date":"2010-04-23T20:15:20","date_gmt":"2010-04-24T00:15:20","guid":{"rendered":"http:\/\/spacingtoronto.ca\/?p=10666"},"modified":"2013-01-21T15:25:09","modified_gmt":"2013-01-21T20:25:09","slug":"city-hall-set-to-erect-new-keep-out-sign","status":"publish","type":"post","link":"https:\/\/spacing.ca\/toronto\/2010\/04\/23\/city-hall-set-to-erect-new-keep-out-sign\/","title":{"rendered":"City Hall set to erect new &#8220;KEEP OUT&#8221; sign"},"content":{"rendered":"<p><a rel=\"attachment wp-att-14753\" href=\"https:\/\/spacing.ca\/toronto\/2010\/04\/23\/city-hall-set-to-erect-new-keep-out-sign\/153367604_fdcc89fdd2_o-2\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14753\" title=\"153367604_fdcc89fdd2_o\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2010\/04\/153367604_fdcc89fdd2_o.jpg\" alt=\"\" width=\"576\" height=\"432\" srcset=\"https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/04\/153367604_fdcc89fdd2_o.jpg 576w, https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/04\/153367604_fdcc89fdd2_o-300x225.jpg 300w\" sizes=\"auto, (max-width: 576px) 100vw, 576px\" \/><\/a><\/p>\n<p><em>Dave Meslin leading <a href=\"http:\/\/cityidol.to\/\">City Idol<\/a> contestants on a tour of City Hall&#8217;s second floor in May 2006.\u00a0 Photo by <a href=\"http:\/\/www.flickr.com\/photos\/photopia\/153367582\/in\/set-72157594145366872\/\">HiMY SYeD<\/a>.<\/em><\/p>\n<p>An A+ way to sheepishly admit something of which you&#8217;re not proud is to <a href=\"http:\/\/wx.toronto.ca\/inter\/it\/newsrel.nsf\/7017df2f20edbe2885256619004e428e\/0801d4720b69dda78525770e006f7133?OpenDocument\">put out a release<\/a> at 4:16 on a Friday afternoon.\u00a0 Hence, we can infer that the City is not terribly keen on the press picking up on the <a href=\"http:\/\/www.toronto.ca\/corporatesecurity\/visitorsignin.htm\">draconian new measures<\/a> taking effect in just over a week&#8217;s time that will fundamentally alter the way that the public \u2014 advocates, lobbyists, guests, friends, constituents, involved residents, and even some media \u2014 engages with City Hall.<\/p>\n<p>The issue regards the &#8220;outer ring&#8221; of the building&#8217;s second floor, where councillors&#8217; offices are located.\u00a0 Functioning with a kind of <a href=\"https:\/\/spacing.ca\/toronto\/2006\/12\/25\/ye-old-merry-christmas\/\"><em>Sesame Street<\/em> urbanism<\/a> (the hallways are even named &#8220;A Street,&#8221; &#8220;B Street,&#8221; and &#8220;C Street&#8221;), the outer ring is where virtually all of this city&#8217;s politics take place: literally, the corridors of power.\u00a0 It is a welcoming environment that encourages casual wandering and is more than conducive to dropping by offices where you have a friendly relationship with a councillor and\/or his or her staff.\u00a0 As it is, only those with City Hall pass cards (councillors, staff, official members of the press gallery) can freely enter this area, but for anyone else it&#8217;s just a matter of knowing one person on the inside who&#8217;ll tell the receptionist that it&#8217;s cool to let you in.<\/p>\n<p>Under the <a href=\"http:\/\/www.toronto.ca\/corporatesecurity\/visitorsignin.htm\">new rules<\/a> set to take effect on May 3rd, however, all of this changes:<\/p>\n<p><!--more--><\/p>\n<p>Visitor  Sign-In\/Out Procedures \u2013 During Business  Hours<\/p>\n<blockquote>\n<ul>\n<li>1. During business  hours, Council Reception staff will greet visitors at  the reception  desk and contact the applicable Councillor\u2019s office.<\/li>\n<li>2. If the visitor is to enter the secured space, the visitor will  sign the  appropriate Visitor Log. This log is a system with a visitor  badge that  contains fields that are completed by both the visitor and  the receiving party.<\/li>\n<li>3. The Councillor or staff member from the Councillor\u2019s office must  attend  the reception desk to sign the visitor in. The badge will then  be issued to the  visitor to visibly wear at all times when in the  secured space.<\/li>\n<li>4. The Councillor or staff member will then escort the visitor into  the  secured space.<\/li>\n<li>5. Visitors must be escorted at all times when in the secured space.<\/li>\n<li>6. At the conclusion of meeting, visitors must be escorted back to a   reception desk by the Councillor or staff member.<\/li>\n<li>7. The Visitor Badge must be returned to the Council Receptionist and  the  Councillor or staff member will be asked to sign the visitor  \u201cout.\u201d<\/li>\n<\/ul>\n<\/blockquote>\n<blockquote><p>The memo sent to councillors today is even more unsettling and clarifies that &#8220;If a Visitor is attending another Councillors &lt;sic&gt; office after being signed in by the first Councillors office, the visitor must be escorted back out to the Reception desk so the next office can be appropriately notified of the visitor and can attend to receive them.&#8221;\u00a0 This shreds the ability to conduct in-person advocacy and establish a presence for one&#8217;s self and one&#8217;s organization at City Hall; if these rules had been in effect twenty years ago, I&#8217;m betting that neither Gord Perks nor the Toronto Environmental Alliance, for example, would be familiar names to you today.<\/p>\n<p>Media, too, are given a rough ride.\u00a0 Even the accredited members of the press gallery (most of whom are named in <a href=\"http:\/\/www.toronto.ca\/newsroom\/assets\/pdfs\/press_gallery_list.pdf\">this PDF<\/a>) have to abide by these rules if they want to be present in the outer ring before 8 in the morning, after 4:30 in the afternoon, or at any time on a weekend.\u00a0 And as for non-accredited folks \u2014 e.g. most people at Spacing and other online outlets, including yours truly \u2014 well&#8230; you&#8217;d likely blow some bureaucratic minds if you requested a badge.<\/p>\n<p>How did it come to this?\u00a0 Councillor Michael Thompson was once accosted by a panhandler <em>outside the front doors of<\/em> City Hall.\u00a0 Yes.\u00a0 <a href=\"http:\/\/network.nationalpost.com\/np\/blogs\/toronto\/archive\/2009\/04\/30\/city-hall-too-accessible-to-be-secure-councillors-say.aspx\">This <em>National Post<\/em> article<\/a> from almost exactly a year ago describes the complaints some councillors had when a basic &#8220;City-Wide Security Plan&#8221; did not include specific provisions regarding themselves.\u00a0 Thompson then <a href=\"http:\/\/www.toronto.ca\/legdocs\/mmis\/2009\/cc\/minutes\/2009-04-29-cc35-mn.htm\">made a motion<\/a> asking for staff to look at new measures for the second floor of City Hall:<\/p>\n<p><a rel=\"attachment wp-att-14751\" href=\"https:\/\/spacing.ca\/toronto\/2010\/04\/23\/city-hall-set-to-erect-new-keep-out-sign\/thompsonmotion-2\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14751\" title=\"ThompsonMotion\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2010\/04\/ThompsonMotion.jpg\" alt=\"\" width=\"600\" height=\"291\" srcset=\"https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/04\/ThompsonMotion.jpg 600w, https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/04\/ThompsonMotion-300x145.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>That report [<a href=\"http:\/\/www.toronto.ca\/legdocs\/mmis\/2009\/gm\/bgrd\/backgroundfile-23308.pdf\">PDF<\/a>] ended up going to the September 17th meeting of the Government Management Committee (which, in order to give them an illusion of control over City finances, Miller had <a href=\"http:\/\/www.toronto.ca\/committees\/government-management.htm\">stacked with right-wingers<\/a>), although all the pertinent stuff was contained in a pair of confidential attachments.\u00a0 The public portion, however, did note that staff had studied Vancouver and Ottawa and concluded that &#8220;the current safeguards afforded to Councillors at the City of Toronto City Hall is &lt;sic&gt; equal to and beyond the measures afforded to Councillors in the benchmarked cities.&#8221;\u00a0 The next paragraph, though, points out that City Hall has fewer security measures in place than does Queen&#8217;s Park.<\/p>\n<p>The committee forwarded all the secret recommendations on to Council, which then adopted them unanimously.\u00a0 Portions of one of the confidential reports were later released in the <a href=\"http:\/\/www.toronto.ca\/legdocs\/mmis\/2009\/cc\/minutes\/2009-09-30-cc40-mn.htm\">minutes<\/a>, but <em>excuse me for not reading City Council minutes<\/em>.\u00a0 (Like most nerds who are into these things, I generally only read the agendas.)<\/p>\n<p><a rel=\"attachment wp-att-14752\" href=\"https:\/\/spacing.ca\/toronto\/2010\/04\/23\/city-hall-set-to-erect-new-keep-out-sign\/hewlett-packard\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14752\" title=\"Hewlett-Packard\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2010\/04\/153367582_9127307903_o.jpg\" alt=\"\" width=\"576\" height=\"432\" srcset=\"https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/04\/153367582_9127307903_o.jpg 576w, https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/04\/153367582_9127307903_o-300x225.jpg 300w\" sizes=\"auto, (max-width: 576px) 100vw, 576px\" \/><\/a><\/p>\n<p><em>The south-east corner of the outer ring overlooks the public library (and, at this particular moment, Councillor De Baeremaeker&#8217;s skin-tight spandex as well).\u00a0 Photo by <a href=\"http:\/\/www.flickr.com\/photos\/photopia\/153367582\/in\/set-72157594145366872\/\">HiMY SYeD<\/a>.<\/em><\/p>\n<p>But the people most affected by these changes are councillors&#8217; staff.\u00a0 Each councillor has an average of 3.5 people working for them (plus interns), and they are the ones who arrange meetings and receive guests, and are now also expected to serve as babysitters.\u00a0 &#8220;This new security policy is absolutely  RIDICULOUS,&#8221; one tells me.\u00a0 &#8220;I did a quick canvass of second floor staff, and most see it as not only antidemocratic but also supremely inconvenient.&#8221;\u00a0 That is, someone from each office now has to get up, walk to the entrance where the guest is, escort them back to the office, and then repeat this when the person is leaving.\u00a0 Some offices are a lot farther away from the entrances than others \u2014 your tax dollars at work.<\/p>\n<p>As the report noted, these parts of City Hall &#8220;were originally built with the principle of open access and were never originally designed to be protected against the security threats and issues faced today.&#8221;\u00a0 As Benjamin Franklin <a href=\"http:\/\/en.wikiquote.org\/wiki\/Benjamin_Franklin\">noted<\/a>, &#8220;They who can give up essential liberty to obtain a little temporary  safety, deserve neither liberty nor safety.&#8221;<\/p>\n<p><em>Jonathan Goldsbie was originally attracted to municipal politics by its relative accessibility compared to other levels of government.\u00a0 In his role as a campaigner for the <a href=\"http:\/\/www.publicspace.ca\">Toronto Public Space Committee<\/a>, he has found the ability to become an occasional presence on the second floor to be invaluable.<\/em><\/p>\n<p><em>Goldsbie is also coincidentally <a href=\"http:\/\/janeswalk.net\/walks\/view\/corridors_of_power\/\">leading a Jane&#8217;s Walk<\/a> on May 2nd that may include a tour of the second floor&#8217;s outer ring.<\/em><\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>Dave Meslin leading City Idol contestants on a tour of City Hall&#8217;s second floor in May 2006.\u00a0 Photo by HiMY SYeD.
