{"id":11461,"date":"2010-06-01T10:13:31","date_gmt":"2010-06-01T14:13:31","guid":{"rendered":"http:\/\/spacingtoronto.ca\/?p=11461"},"modified":"2013-01-21T13:12:54","modified_gmt":"2013-01-21T18:12:54","slug":"smitherman-to-curb-your-bike-lanes-enthusiasm","status":"publish","type":"post","link":"https:\/\/spacing.ca\/toronto\/2010\/06\/01\/smitherman-to-curb-your-bike-lanes-enthusiasm\/","title":{"rendered":"Smitherman to Curb Your Bike Lanes, Enthusiasm"},"content":{"rendered":"<p><a href=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2010\/05\/SmiFlaMi.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-11471\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2010\/05\/SmiFlaMi.jpg\" alt=\"\" width=\"600\" height=\"400\" srcset=\"https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/05\/SmiFlaMi.jpg 600w, https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/05\/SmiFlaMi-300x200.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p>At his Transportation Policy Launch \/ $250-a-plate fundraiser on Friday, George Smitherman delivered a 3251-word speech.\u00a0 (I&#8217;m going by his official <a href=\"http:\/\/www.georgesmitherman.com\/news\/118-george-smitherman-releases-plan-to-get-toronto-moving-again.html\">&#8220;speaking notes,&#8221;<\/a> to which he stuck very, very close.)\u00a0 After 1059 words of introduction, he addressed the following topics, in order:<\/p>\n<p>\u2022 Expansion of public transit (including a broadly-sketched financial rationale): 1383 words<\/p>\n<p>\u2022 Cycling policies: 170 words<\/p>\n<p>\u2022 Vehicle registration tax and disruptions to motorists: 80 words<\/p>\n<p>\u2022 Limited free TTC rides for seniors: 85 words<\/p>\n<p>Not necessarily an unreasonable ratio, but enough to make clear that everything other than public transit is an afterthought in the context of Smitherman&#8217;s &#8220;Integrated Transportation Plan.&#8221;\u00a0 (The &#8220;backgrounder&#8221; distributed to media \u2014 and posted online <a href=\"http:\/\/www.georgesmitherman.com\/issues.html#transportation\">here<\/a> \u2014 is actually more interesting than the speech itself, and also has a section concerning what Smitherman would do for pedestrians.)<\/p>\n<p><a href=\"https:\/\/spacing.ca\/toronto\/2010\/05\/31\/lorinc-furious-george-takes-the-subway\/\">John Lorinc<\/a>, <a href=\"http:\/\/stevemunro.ca\/?p=3846\">Steve Munro<\/a>, and just about <a href=\"http:\/\/www.theglobeandmail.com\/news\/national\/toronto\/smithermans-plan-simply-a-transit-lovers-fantasy\/article1585411\/\">everyone<\/a> <a href=\"http:\/\/www.torontosun.com\/comment\/columnists\/sueann_levy\/2010\/05\/28\/14178256.html\">else<\/a> (<a href=\"http:\/\/news.nationalpost.com\/2010\/05\/31\/the-posted-toronto-political-panel-transit-plan-jumps-the-rails\/\">including me!<\/a>) have already written extensively about the transit stuff, so let&#8217;s now take a look at the 170 words about cycling initiatives:<\/p>\n<p><!--more--><\/p>\n<blockquote><p><em>&#8220;As an advocate of an integrated transportation approach, I believe we  must also introduce a coordinated roads policy \u2013 including a balanced  cycling policy.&#8221;<\/em><\/p><\/blockquote>\n<p>This earned some applause from the 1200-person audience.\u00a0 Not as much as his earlier statement that &#8220;My Transit Delivered Plan does not depend on road tolls or congestion  charges of any form,&#8221; but an encouraging amount nonetheless.<\/p>\n<blockquote><p><em>&#8220;What greater indication can there be of City Hall&#8217;s leadership  failures than to realize that Toronto can be distracted so deeply by a  debate about where to put bike lanes? It drives me up the wall.&#8221;<\/em><\/p><\/blockquote>\n<p>Good, good. If I hadn&#8217;t been furiously tweeting, I would have been nodding in approval.<\/p>\n<blockquote><p><em>&#8220;So here&#8217;s what I will do. If I am elected Mayor, there will be an  immediate adjustment in our cycling priorities. We will take a time out  on new bike lanes but we will move swiftly to ensure that current  cycling routes are made safer and are better maintained.&#8221;<\/em><\/p><\/blockquote>\n<p>No applause for this one.\u00a0 Even before a crowd that&#8217;s far better healed than the average person, proclaiming a moratorium on new bike lanes \u2014 even if it means rededicating resources to current lanes \u2014 does not seem to be a popular position.\u00a0 There&#8217;s no doubt that many roads are in terrible condition and that cyclists suffer from this at least as much as motorists do, but this is just a convenient excuse to avoid the sadly divisive debates about new lanes.\u00a0 Sidestepping the subject is a different kind of &#8220;leadership failure.&#8221;<\/p>\n<p>Sherbourne&#8217;s patchy paving, for example, makes it a brutal street to ride on, despite its bike lanes.\u00a0 This is a key reason I&#8217;m grateful that accommodations for cyclists are being integrated into the reconstruction of Jarvis, three blocks over.\u00a0 Painting new lanes and improving the conditions of existing ones are hardly mutually exclusive strategies and priorities.\u00a0 While there&#8217;s <a href=\"http:\/\/www.thestar.com\/news\/gta\/transportation\/article\/816520--city-s-bike-plan-switches-gears\">something to be said<\/a> for a &#8220;quality over quantity&#8221; argument, such &#8220;quality&#8221; is more about filling in and completing the current network than it is just about simple upkeep.<\/p>\n<blockquote><p><em>&#8220;Moving forward, we will focus on curbing bike lanes to create  physical separation of cycling areas from drivers.&#8221; <\/em><\/p><\/blockquote>\n<p><a href=\"http:\/\/twitter.com\/goldsbie\/status\/14918076065\">Much cheering!<\/a> Impressive! I wonder if the people in attendance were similarly enthusiastic about the City&#8217;s University Avenue proposal. Oh, but!\u00a0 Smitherman clarified in the press conference afterward that these curbed bike lanes would not be new ones but rather existing lanes to which a curb would be added.\u00a0 So presumably no University Ave.\u00a0 Asked by several reporters to cite examples of current lanes where this modification might be appropriate, Smitherman failed to name a single one.\u00a0 And Steve Munro pointed out the &#8220;duh&#8221; factor: curbing many, if not most, existing lanes would significantly screw over street parking.\u00a0 Maybe that&#8217;s not such a bad thing (we could all stand to be doored less), but no real consideration has been given to the fact that this would not be any more politically &#8220;safe&#8221; than building new lanes.<\/p>\n<p>There&#8217;d be no new money for this, either.\u00a0 The cash would come from the current capital budget set aside for constructing bike lanes.<\/p>\n<blockquote><p><em>&#8220;We will expedite the  expansion of dedicated bike paths with an emphasis on so-called  &#8216;expressways&#8217; through parks, ravines and hydro-corridors. We will urge  strict enforcement of traffic laws.
