Since the on-line version is password protected, here are some interesting snippets:<\/p>\n<blockquote><p><em>[New York Mayor Michael Bloomberg] joined radical leftist Ken Livingstone, mayor of London, and several top-ranked corporate leaders to denouce government foot-dragging on climate change and promote such policies as congestion charges to reduce dependence on private cars. \u00e2\u20ac\u0153We can no longer just sit back and hope that national governments around the world will take the lead in fighting climate change,\u00e2\u20ac\u009d Mr. Bloomberg said. \u00e2\u20ac\u0153The world is looking to cities for leadership.<\/em><\/p>\n<p><em>\u00e2\u20ac\u00a6<\/em><\/p>\n<p><em>Cities will act if national governments fail, according to Mr. Bloomberg. \u00e2\u20ac\u0153And shame on them,\u00e2\u20ac\u009d he added. \u00e2\u20ac\u0153But we cannot sit around and watch our environment deteriorate and put this world in jeopardy. The public wants action, and if you have a void, the mayors are going to fill that void.<\/em><\/p><\/blockquote>\n<p>Bloomberg and Livingstone are meeting with other mayors, including our own David Miller, for the <a href=\"http:\/\/www.nycclimatesummit.com\/\">C40 Summit on climate change<\/a>, taking place in New York. According to Barber, one of the hottest topics has been congestion charges (a.k.a. road tolls).<\/p>\n<blockquote><p><em>London&#8217;s Mr. Livingstone commended Mr. Bloomberg for his \u00e2\u20ac\u0153courageous\u00e2\u20ac\u009d decision to introduce congestion charging in Manhattan below 86th Street &#8212; and offered pungent advice on dealing with critics. <\/em><\/p>\n<p><em>\u00e2\u20ac\u0153Ignore them,\u00e2\u20ac\u009d he said. \u00e2\u20ac\u0153We can&#8217;t solve the problems of climate change without getting a better balance between mass transit and the motor car.\u00e2\u20ac\u009d<\/em><\/p><\/blockquote>\n<p>Next to this aggressive piece of advice, Miller&#8217;s idea for an internet site that will allow citizens in different cities to calculate their \u00e2\u20ac\u0153carbon foot-print\u00e2\u20ac\u009d seems rather feeble. (Besides, don&#8217;t these kind of <a href=\"http:\/\/www.carboncounter.org\/offset-your-emissions\/personal-calculator.aspx\">on-line calculators<\/a> <a href=\"http:\/\/www.nature.org\/initiatives\/climatechange\/calculator\/\">already<\/a> <a href=\"http:\/\/www.mycarbonfootprint.eu\/\">exist<\/a>  &#8212; whatever happened to the <a href=\"http:\/\/www.onelesstonne.ca\/\">One Tonne Challenge<\/a>?) But here&#8217;s where it gets really embarrassing:<\/p>\n<blockquote><p><em>While fellow politicians packed Mr. Livingstone&#8217;s seminar on \u00e2\u20ac\u0153beating congestion and surviving your next election,\u00e2\u20ac\u009d none attended the concurrent session where Toronto Mayor David Miller introduced his plan for a Web-based program to encourage individuals to reduce personal emissions.<\/em><\/p><\/blockquote>\n<p>Ouch.<\/p>\n<p>Well, at least this would have freed up Miller to attend Livingstone&#8217;s seminar as well.
