The exhibit, on now at the\u00a0<\/em><a href=\"http:\/\/www.urbanspacegallery.ca\/\" target=\"_self\"><em>Urbanspace Gallery<\/em><\/a><em>, considers possible avenues to break down the barriers to participation in civic life that exist at Toronto&#8217;s City Hall.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>In previous posts, we\u2019ve discussed how <a href=\"https:\/\/spacing.ca\/toronto\/2011\/12\/16\/fourth-wall-our-elections-back-to-basics\/\">City communications<\/a> and <a href=\"https:\/\/spacing.ca\/toronto\/2011\/12\/20\/fourth-wall-choosing-when-we-choose\/\">election scheduling<\/a> could help to improve Toronto\u2019s elections. In this post, we\u2019ll discuss changes that could be made at the ballot box.<\/p>\n<p>Elections are supposed to deliver a City Council that represents and reflects the views of voters. Yet, in practice, our current municipal voting system misses the mark. \u2018Winners\u2019 in local races often do not represent a majority of voters. Indeed, Councillors have been recently elected with as little as 17% of the vote. Campaigns often turn negative as candidates try to persuade voters that their opponent is a poor choice. Voters resort to \u2018strategic voting\u2019 and new candidates are pushed out of local races to avoid vote splitting.<!--more--><\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/spacing.ca\/toronto\/2011\/12\/27\/fourth-wall-hop-to-it-instant-runoff-voting\/rabit\/\" rel=\"attachment wp-att-24584\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-24584 aligncenter\" title=\"rabit\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2011\/12\/rabit.jpg\" alt=\"\" width=\"148\" height=\"136\" \/><\/a><\/p>\n<p>The <a href=\"http:\/\/www.123toronto.ca\/\">Ranked Ballot Initiative of Toronto<\/a> is trying to change all of this. The voting system they propose, Instant Runoff Voting, allows voters to rank candidates on their ballot. If no candidate gets a majority on the first count, then the candidate with the least votes is dropped off the ballot and voters\u2019 subsequent choices are used. With a ranked ballot, this entire process happens almost instantaneously.<\/p>\n<p>Ranked ballots ensure majority support, eliminate vote splitting, reduce strategic voting, and encourage more candidates to run. There tends to be increased turnover in jurisdictions with runoff voting and campaigns, vying for \u2018second choice\u2019 supporters, tend to be more positive.<\/p>\n<p>Ranked ballots are used in almost every American city for local elections, by every Canadian political party to choose their candidates and leader, by the Academy for selecting the winner of the Oscar for Best Picture, and by the NHL and NBA for player awards.<\/p>\n<p>What do you think of a ranked ballot system?
