{"id":53719,"date":"2015-12-07T07:00:44","date_gmt":"2015-12-07T12:00:44","guid":{"rendered":"http:\/\/spacing.ca\/toronto\/?p=53719"},"modified":"2015-12-07T06:10:35","modified_gmt":"2015-12-07T11:10:35","slug":"revenue-tools-the-force-awakens","status":"publish","type":"post","link":"https:\/\/spacing.ca\/toronto\/2015\/12\/07\/revenue-tools-the-force-awakens\/","title":{"rendered":"LORINC: Revenue Tools \u2014\u00a0The Force Awakens?"},"content":{"rendered":"<p><a href=\"http:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2013\/06\/feature-lorinc.gif\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-44316\" src=\"http:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2013\/06\/feature-lorinc.gif\" alt=\"feature-lorinc\" width=\"600\" height=\"85\" \/><\/a><\/p>\n<p>Notwithstanding his conversion this week on the toll road to Damascus, Mayor John Tory\u2019s <a href=\"http:\/\/spacing.ca\/toronto\/2015\/02\/12\/scarborough-subway-smart-track-collide\/\">looming financial problems were abundantly visible<\/a> to anyone who spent more than a few minutes tallying up his platform promises last year and then the price tag on the policy files he\u2019s supported since taking office.<\/p>\n<p>He has insisted, against the advice of every sentient planner this side of Winnipeg, on pressing ahead with the Scarborough subway, which is going to cost way more than the budgeted $3.5 billion as sure as the sun will rise tomorrow. (By way of merely one piece of evidence, look at the overruns on the Spadina extension.)<\/p>\n<p>Tory also has to find $2.7 billion, but likely more, for Smart Track. He\u2019s got to conjure up $400 million for the Gardiner and <a href=\"http:\/\/www.torontohousing.ca\/sogr_repair_needs\">$1.73 billion<\/a> to fix Toronto Community Housing\u2019s crumbling apartments. Tory\u2019s big bang economic development scheme \u2013 the Canary Wharf-ization of the Lever Brothers site on Eastern Ave. \u2013 requires hundreds of millions for a flood control berm at the mouth of the Don. And he\u2019s got a shiny new anti-poverty strategy that is, um, begging for cash.<\/p>\n<p>And on.\u00a0And on.\u00a0And on. As\u00a0Tory admitted\u00a0in his <a href=\"http:\/\/www1.toronto.ca\/wps\/portal\/contentonly?vgnextoid=df180ef10d361510VgnVCM10000071d60f89RCRD&amp;vgnextchannel=c08332d0b6d1e310VgnVCM10000071d60f89RCRD\">state of the city speech<\/a> last week, Toronto has $17.9 billion in un-funded projects on the books.<\/p>\n<p>So, one cheer for Tory for <em>finally<\/em> backing a modest new \u201clevy\u201d &#8212; a move that arrives\u00a0excruciatingly late in the day, and won\u2019t come anywhere close to bridging the aforementioned fiscal chasm (the proposed levy will raise $70 million annually for transit and housing; after 60 years or so, that tax will have raised enough to cover the city\u2019s share of Smart Track and the TCHC renos).<\/p>\n<p>Two-and-a-half cheers to\u00a0the new city manager Peter Wallace for reading Tory <em>et al<\/em> the riot act, and pledging to come forward with a suite of new revenue tool options. And three for David Miller, who, way back when, had the jam to stare down the realtors\u2019 hysteria and push through the land transfer tax &#8212; the revenue from which has saved the city\u2019s bacon, year after year.<\/p>\n<p>Indeed, wouldn\u2019t it be nice to hear the mayor, and his coterie of pop-up tax fighters, give Miller a shout out on that score when council convenes this week to genuflect about the 2016 budget and mull over the Tory Tax\u2122? (Don\u2019t wait up.)<\/p>\n<p>While the timing of the pronouncements from Wallace and then Tory have much to do with the budget cycle and the positioning for the coming scramble for federal infrastructure dollars, it\u2019s difficult to overlook the reality, however grim, that Tory now has far more political space to advocate such measures because the ailing Rob Ford is sufficiently out of commission that he hasn\u2019t done much else besides issue a <a href=\"http:\/\/www.torontosun.com\/2015\/12\/03\/rob-ford-slams-mayors-tax-hike-proposal\">statement<\/a> denouncing the mayor\u2019s reversal.<\/p>\n<p>I don\u2019t know what Wallace plans to put in his tool kit, but there are several obvious candidates, including the vehicle registration tax, additional right-of-way levies on private utilities, and taxes on alcohol, cigarettes and parking (all have been <a href=\"http:\/\/www.toronto.ca\/legdocs\/mmis\/2015\/ex\/bgrd\/backgroundfile-83510.pdf\">considered<\/a> and dismissed). Then there are others not presently permitted by the province, such as a local sales tax, highway tolls and an occupancy tax on visitors.<\/p>\n<p>The dearth of the latter is a classic example of how Queen\u2019s Park has caved for years to lobbying, in this case by a globalized hotel\/convention industry that knows perfectly well its members\/customers foot those kinds of surcharges in virtually every major city, especially those, like Toronto, on the convention circuit (e.g., <a href=\"http:\/\/www.sanfrancisco.travel\/faqs-about-city\">San Francisco, 14%<\/a>; <a href=\"https:\/\/austintexas.gov\/faq\/what-city-austin%E2%80%99s-hotel-occupancy-tax-rate\">Austin, 9%<\/a>; <a href=\"https:\/\/www.airbnb.ca\/help\/article\/653\/in-what-areas-is-occupancy-tax-collection-and-remittance-by-airbnb-available\">Amsterdam, 5%<\/a>; <a href=\"http:\/\/www.businesstravelnews.com\/Hotel-News\/Chicago-s-hotel-tax-on-Jan--1-increased-to-16-4-percent\/?a=proc\">Chicago, 16.4%<\/a>, etc., etc.)<\/p>\n<p>According to this <a href=\"https:\/\/www1.toronto.ca\/City%20Of%20Toronto\/Strategic%20Communications\/City%20Budget\/2015\/PDFs\/Briefing%20Notes\/BN36%20OP%20EDC%20BU%204.4.17BN%20Hotel%20Tax%20Feb%2012%202015%20final_3FIN.pdf\">briefing note<\/a> presented last year during the budget process, the harmonized sales tax rate on hotel rooms in Ontario is actually lower than for others goods and services. This one seems like a gimme, but Tory will have to take a little stroll up to the Pink Palace and actively persuade finance minister Charles Sousa to pass regulations allowing such a tax.<\/p>\n<p>Finally, I\u2019m guessing we\u2019re heading towards a conversation\u00a0about asset sales that goes beyond the usual rinse cycle of developable city-owned land. Reliable sources have told me that there\u2019s an active discussion in the Ontario electricity industry about a potential privatization or partial privatization of Toronto Hydro, mirroring, perhaps, the gradual sell off of 60% of Ontario Hydro.<\/p>\n<p>Should that idea be on the table? Considering that the province\u2019s motivation in divesting \u00a0control of Hydro One is to raise capital for transit, the policy rational should apply here, too.<\/p>\n<p>Kathleen Wynne\u2019s Liberals stuck to their guns and began the Hydro One sale last month in the face of significant opposition. I\u2019d say it\u2019s worth at least debating here, too: after all, the capital for those costly city-building\/city-defining projects \u2013 I\u2019m thinking here of the $1 billion flood protection berm at the mouth of the Don or the $500 million Queen\u2019s Quay LRT \u2013 has to come from somewhere. A portion may be covered by federal infrastructure dollars, but definitely not 100%.<\/p>\n<p>Mostly, what I hope we\u2019ll see in the next few months is an intelligent debate, as opposed to the fear-mongering and tantrums we\u2019ve witnessed whenever this subject has come up in the past. Tory\u2019s got a huge role to play in setting the tone of that debate: he can pander to council&#8217;s chest-thumpers\u00a0and the perennially outraged groups like Canadian Federation of Independent Business, or he can act like a grown up mayor and face the fact that what he and council want to build will cost money the city does not currently have.<\/p>\n<p>The mayor\u00a0signalled last week that he wants to take the high road, but time will tell.\u00a0Indeed, if Tory and council retreat back to the inanities of yester-year, I hope Wallace will have the nerve to recommend that they\u00a0vote to cancel or ice some of these big ticket projects.
