But observationally, I can say with certainty that I have been seeing a steadily growing number of riders who are absorbed by their phones while in motion, including the guy who almost drove into my (parked) car not long ago.<\/p>\n<p>Be honest: you have, too.<\/p>\n<p>It seems to me that this habit \u2013 yet another chapter in the larger societal narrative about chronic mobile\/digital distraction \u2013 may soon produce some kind of crisis or turning point: either a cyclist fatality, or an accident involving a vehicle or a pedestrian precipitated by someone who\u2019s paying attention to their phone instead of the road. Indeed, the imminent opening of the Bloor Street bike lanes, plus the promised acceleration of the city\u2019s cycling infrastructure, will lead to increased bike traffic and, therefore, more instances of distracted cycling.<\/p>\n<p>My goal with this column is not to call for regulations or fines, although <a href=\"http:\/\/www.pewtrusts.org\/en\/research-and-analysis\/blogs\/stateline\/2015\/11\/17\/cities-and-states-try-to-crack-down-on-distracted-bicycling\">several U.S. cities<\/a>, including Chicago, Austin and Philadelphia, have already imposed penalties for distracted cycling, and it\u2019s hardly a stretch to imagine calls for similar rules here. (Calgary <a href=\"http:\/\/www.calgary.ca\/cps\/Pages\/Traffic\/Bicycle-safety.aspx\">will also fine distracted cyclists<\/a>.)<\/p>\n<p>Rather, I\u2019d argue that there\u2019s a strong case to be made for a robust public conversation, including public service announcements by bike advocacy groups, about the hazards associated with cycling and texting, as well as further research into the question of what precisely is the nature of the risk.<\/p>\n<p>Given the recent <a href=\"http:\/\/www.ryerson.ca\/news\/media\/General_Public\/20160726_rn_cyclingstreetcars.html\">Ryerson University study<\/a> showing the extremely high incidence of cycling incidents involving streetcar tracks \u2013 the infrastructure, the researchers found, is implicated in about a third of all accidents \u2013 the case for <em>less<\/em> distraction is surely compelling, even allowing for the expansion of bike lanes.<\/p>\n<p>According to a <a href=\"http:\/\/kitchener.ctvnews.ca\/cyclists-motorists-find-each-other-annoying-survey-1.3004937\">State Farm Canada poll<\/a> released last month, over a third of cyclist respondents said they had texted while riding \u2013 \u201cadmitted\u201d is the word used in the news report. There are plenty of humorous videos online showing cyclists working their phones while riding. There are smart phone holders that can be attached to the handlebars to make it easier to check the screen and navigate at the same time, (I recognize they&#8217;re essential for the serious gear-heads riding the country roads).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"https:\/\/coresites-cdn.factorymedia.com\/twc\/wp-content\/uploads\/2014\/11\/bikecityguidemountedphone02.jpg\" width=\"680\" height=\"480\" \/><\/p>\n<p>In terms of sheer momentum and speed, there\u2019s obviously no equivalence between distracted cycling and distracted driving \u2014 a problem that has deservedly garnered a lot of public and political attention in recent years.<\/p>\n<p>But what happens when someone is riding in mixed traffic or in a bike lane and is also checking their phone or tapping out messages?<\/p>\n<p>Pedestrian advocates like my <em>Spacing<\/em> colleague Dylan Reid have argued that distracted walking has been overblown as a public safety issue. Indeed, the annual level of collisions leading to injury or death due to pedestrian distraction has remained fairly constant in Ontario for almost twenty years, <a href=\"http:\/\/globalnews.ca\/news\/2640893\/reality-check-distracted-walking-isnt-a-big-problem-distracted-driving-is\/\">according to Global News<\/a>.<\/p>\n<p>I haven\u2019t been able to find much comparable data around distracted cycling. A <a href=\"http:\/\/www.ncbi.nlm.nih.gov\/pubmed\/26323983\">2016 study<\/a> on cycling habits in Manhattan that was published in the <a href=\"rates%20of%20technology-related%20distraction%20were%20low,%20with%20headphone%20use%20being%20most%20prevalent.\">Journal of Community Health<\/a> found that \u201crates of technology-related distraction were low, with headphone use being most prevalent.\u201d<\/p>\n<p>But this <a href=\"https:\/\/www.youtube.com\/watch?v=KlKYOrSplCw\">public service video made in The Netherlands<\/a> cites evidence gathered in that country suggesting an elevated risk of accidents among those who ride and use their phones at the same time. Indeed, according to a\u00a0May, 2016, <em><a href=\"http:\/\/globalnews.ca\/news\/2725624\/distracted-cycling-dutch-looking-at-banning-use-of-cellphones-on-bikes\/\">Associated Press <\/a><\/em><a href=\"http:\/\/globalnews.ca\/news\/2725624\/distracted-cycling-dutch-looking-at-banning-use-of-cellphones-on-bikes\/\">report<\/a>, the Dutch government is now considering a ban on smartphone use by cyclists. Dutch authorities quoted in the story say that about smart phones \u201cplayed a role\u201d in about a fifth of young cyclists involved in accidents.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/KlKYOrSplCw\" width=\"853\" height=\"480\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Are bans the solution? Absolutely not.<\/p>\n<p>But I would say that municipal officials and cycling advocacy organizations should be moving quickly to develop public safety campaigns geared at urging cyclists to keep their phones in their pockets while they\u2019re riding. From what I can find, most cycling safety guides, such as <a href=\"https:\/\/bikehub.ca\/sites\/default\/files\/imce\/hub_cyclist_handbook_web.pdf\">this one<\/a> from Vancouver or <a href=\"http:\/\/www.mto.gov.on.ca\/english\/safety\/pdfs\/cycling-skills.pdf\">this Government of Ontario document<\/a>, have nothing to say about distracted cycling. The City of Toronto\u2019s <a href=\"http:\/\/www1.toronto.ca\/wps\/portal\/contentonly?vgnextoid=1526970aa08c1410VgnVCM10000071d60f89RCRD\">cycling safety page<\/a> is also silent on this topic.<\/p>\n<p>The point is that the urban cycling environment remains fraught with all the familiar risks. In those conditions, distracted cycling is the equivalent of a self-inflicted injury. So as smart phones become increasingly difficult to sheath, we should be talking openly about this topic instead of ignoring it.
