{"id":70623,"date":"2025-08-07T08:30:57","date_gmt":"2025-08-07T12:30:57","guid":{"rendered":"https:\/\/spacing.ca\/toronto\/?p=70623"},"modified":"2025-08-07T14:13:47","modified_gmt":"2025-08-07T18:13:47","slug":"toronto-parks-need-a-reboot","status":"publish","type":"post","link":"https:\/\/spacing.ca\/toronto\/2025\/08\/07\/toronto-parks-need-a-reboot\/","title":{"rendered":"Toronto Parks Need a Reboot"},"content":{"rendered":"<p>Recent <a href=\"https:\/\/www.torontoauditor.ca\/reports\/auditee\/parks-forestry-and-recreation\/\">Auditor General reports<\/a> exposed deep-rooted inefficiencies and systemic issues in Toronto\u2019s Parks &amp; Recreation (P&amp;R) Division. Despite these challenges, P&amp;R is staffed by many dedicated public servants who understand the problems facing Toronto\u2019s parks and work tirelessly to address them within innumerable constraints.<\/p>\n<p>Chronic underfunding, poor oversight, and outdated management have left parks visibly deteriorating\u2014broken benches, dead trees, and neglected playgrounds are common. The pandemic and a lack of supportive housing further strained the system, turning parks into shelters for unhoused residents. Meanwhile, absurdly restrictive rules\u2014such as <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/toronto-tobogganing-ban-45-hills-1.7082845\">bans on tobogganing<\/a>, limits on gatherings, or <a href=\"https:\/\/www.torontotoday.ca\/local\/city-hall\/toronto-park-bylaws-josh-matlow-10473657\">ball games<\/a>\u2014alienate users and limit engagement.<\/p>\n<p>Toronto has over 1,500 parks, many built decades ago, often without a designer on record, and they no longer meet the needs of the diverse communities they serve. For example, many parks are predominantly comprised of single-purpose sports fields that are rarely used. Can these public assets do more?<\/p>\n<p>While the \u201cRecreation\u201d arm of the division remains robust, parks today extend far beyond leisure and sport; they are a form of critical urban infrastructure with <a href=\"https:\/\/www.canada.ca\/en\/public-health\/services\/reports-publications\/health-promotion-chronic-disease-prevention-canada-research-policy-practice\/vol-39-no-4-2019\/climate-change-health-green-space-co-benefits.html\">overlapping benefits<\/a>. Parks mitigate climate risks (heat, pollution, stormwater), support biodiversity, improve health (physical and mental), and boost economic vitality; yet they&#8217;re treated as expendable.<\/p>\n<p>At the University of Toronto\u2019s Centre for Landscape Research, initiatives such as <a href=\"https:\/\/parks-in-action.webflow.io\/\"><em>Parks in Action<\/em><\/a> and <a href=\"https:\/\/livingatlasofquality.ca\/search-center\/resilient-parks\/\"><em>Quality in Canada\u2019s Built Environment: Roadmaps to Equity, Social Value and Sustainability<\/em><\/a> reimagine parks as essential to a resilient 21<sup>st<\/sup>-century city.<\/p>\n<p><a href=\"https:\/\/www.thestar.com\/news\/gta\/we-need-visionaries-some-eye-changes-to-torontos-green-spaces-as-city-and-head-of\/article_4b5b079a-9720-45c1-b9a2-02bb2a6a28b8.html\">As the City searches for a new P&amp;R Director<\/a>, we have a chance for bold, systemic reform.\u00a0Here are eight key actions Toronto could adopt:<\/p>\n<h2>1. Consider Parks as Urban Infrastructure<\/h2>\n<p>We don\u2019t debate investment in roads or electricity grid upgrades, so why treat parks as secondary services? Parks should be integrated into the municipal spatial and physical planning structure. One meaningful change would be relocating P&amp;R from \u201cCommunity &amp; Emergency Services\u201d to \u201cDevelopment and Growth Services,\u201d aligning parks with City Planning, Housing, and Development. This signals a paradigm shift towards parks as essential components of how the city is physically shaped. Other cities \u2014 from <a href=\"https:\/\/www.nyc.gov\/assets\/home\/downloads\/pdf\/office-of-the-mayor\/misc\/NYC-Organizational-Chart.pdf\">New York<\/a> to <a href=\"https:\/\/www.melbourne.vic.gov.au\/leadership-and-structure\">Melbourne<\/a> \u2014 already do this.<\/p>\n<h2>2. Create Nuanced Park Typologies<\/h2>\n<p>Toronto\u2019s current park classification system allocates maintenance dollars primarily based on size, overlooking crucial factors like usage and location. According to the Auditor General <a href=\"https:\/\/www.torontoauditor.ca\/reports\/auditee\/parks-forestry-and-recreation\/\">report<\/a>: \u201cDistrict Managers and Supervisors consider factors such as parks classification\/size, location, and usage, in determining whether certain parks need a higher level of maintenance than set out in the service level standards\u201d and there is a \u201ca lack of consistency\u2026 resulting in discrepancies across Supervisors in terms of the span of their oversight.\u201d This often means that high-use small downtown parks may receive less maintenance than larger, less-used suburban parks. There are also fewer Park Supervisors managing these busy parks. Toronto needs a classification system recognizing diverse park types\u2014from ravine-edges such Riverdale Park East and West and Christie Pits to linear parks under hydro corridors. In denser areas, new categories like <a href=\"https:\/\/worldlandscapearchitect.com\/square-or-park\/?v=5435c69ed3bc\">urban plazas or green squares<\/a> for social gathering \u2014\u201cplace\u201d as they are called in Montreal\u2014can clarify expectations of what is possible in small sites.\u00a0Take the proposed \u201cparks\u201d at <a href=\"https:\/\/www.toronto.ca\/city-government\/planning-development\/construction-new-facilities\/park-facility-projects\/new-park-at-464-470-queen-street-west\/\">464\u2013470 Queen Street West<\/a> or <a href=\"https:\/\/www.toronto.ca\/city-government\/planning-development\/construction-new-facilities\/park-facility-projects\/new-park-at-229-richmond-street-west\/\">229 Richmond Street West<\/a>. These are small, dense spaces that cannot realistically meet community demands for playgrounds, splash pads, sports fields, and dog-off-leash areas. But by calling these sites an <em>urban plaza<\/em> from the onset, both public expectation \u2014 and design opportunities \u2014 shift.<\/p>\n<h2>3. Strengthen the Design\u2013Maintenance Nexus<\/h2>\n<p>Toronto&#8217;s main challenge is park maintenance. Adopting a stewardship model for parks that would involve neighbours, volunteers, and local groups working alongside unionized city-crews fosters civic pride, safety, and shared responsibility. This is very much like the <a href=\"https:\/\/torontonaturestewards.org\/what-is-tns\/\">Toronto Nature Stewards<\/a> who runs a stewardship program on public land in ravines and natural areas without direct City supervision,<\/p>\n<p>Park design standards, such as installing toe-rail guards and wood and wire snow fencing around plantings, as is done in cities across the world, should be mandatory. Additionally, measures should be taken to prevent <a href=\"https:\/\/www.blogto.com\/city\/2024\/02\/people-angry-trucks-tearing-toronto-parks\/\">damage from maintenance trucks<\/a>, snowplows, and dogs that can decimate plants (we really need better solutions for sharing park space with <a href=\"https:\/\/www.thestar.com\/news\/gta\/kids-versus-dogs-tensions-flare-at-toronto-schools-over-poop-unleashed-pets-and-a-lack\/article_856010fc-db2c-11ef-aa84-c34917c82be4.html\">dogs<\/a>). Place-keeping Acknowledges the Land<\/h2>\n<p>Toronto parks sit on land with Indigenous, cultural, and ecological significance. Stewardship models informed by indigenous place-keeping should guide park management. This would see the protection of sacred grounds and ecological areas as interrelated. Guidelines would transform to further respect natural features, from biodiverse pollinator meadows to medicinal gardens and trees, as culturally meaningful. The Japanese honour their old trees, but Toronto&#8217;s risk-averse policies often lead to <a href=\"https:\/\/www.thestar.com\/opinion\/contributors\/toronto-s-trees-provide-more-than-just-shade-so-why-are-city-council-s-tree\/article_c08094ed-d0c5-5ea6-a166-f62d2f5f151e.html\">removing mature trees unnecessarily<\/a>, not only on private land but also in parks; with proper care, many could be saved. Parks Are Cultural Assets<\/h2>\n<p>Toronto boasts award-winning parks designed by internationally renowned landscape architects, such as Love Park, Sugar Beach, Berczy Park, Trillium Park, and the Village of Yorkville Park\u2014spaces that deserve recognition as \u201cflagship\u201d parks and should be thought of as \u201chabitable public art\u201d. Create a Vibrant Park Economy<\/h2>\n<p>While monetizing parks can be contentious, small-scale economic activity can enrich parks without compromising their public nature. <a href=\"https:\/\/www.nrpa.org\/siteassets\/2022-nrpa-agency-performance-review.pdf\">Parks with concession or event income spend 23% less per acre on maintenance<\/a>. Toronto should permit concessions like caf\u00e9s, beer gardens, and kiosks featuring local vendors, food stands, and chair\/umbrella rentals. Imagine hammocks and lemonade at Trinity Bellwoods in the summer, or hot chocolate at Grange Park in the winter. Parks around the world offer diverse retail options that activate parks year-round, providing residents with grassroots entrepreneurial spaces that can empower various population segments in the adjacent communities. <a href=\"https:\/\/metcalffoundation.com\/metcalf-story\/cafe-opened-by-thorncliffe-park-womens-committee\/\">The caf\u00e9 by the Thorncliffe Park Women\u2019s Committee<\/a> totally transformed the once-neglected R.V. Burgess Park. The City should promote and encourage the use of its public lands to empower communities and build social capital.<\/p>\n<h2>7. Innovative Funding Sources<\/h2>\n<p><a href=\"https:\/\/www.ontario.ca\/laws\/statute\/90p13#BK69\">Bill 23, More Homes Built Faster Act,<\/a> previously <a href=\"https:\/\/www.ontario.ca\/laws\/statute\/90p13#BK69\">Section 42(3.3) of the Planning Act\u00a0<\/a>, requires all new development to contribute to the expansion and enhancement of the City\u2019s parks and open space system. However, the distribution of the funds and where they are spent can be murky \u2013 often, they might not go directly to maintaining adjacent parks. Mayor Olivia Chow\u2019s boost to the P&amp;R budget is a good start, but tax dollars alone won\u2019t ensure parks\u2019 long-term health. \u00a0<a href=\"https:\/\/centralpark.org\/central-park-conservancy\/\">New York\u2019s Central Park Conservancy funds 75%<\/a> of costs via private donations and endowments. <a href=\"https:\/\/brooklynbridgepark.org\/about\/brooklyn-bridge-park-conservancy\/\">Brooklyn Bridge Park<\/a> sets a precedent for <a href=\"https:\/\/www.ombrellosolutions.com\/civic-infrastructure-bond\/\">creative financing, such as smart covenants on adjacent real estate developments,<\/a> directly spurred by the creation of the park.<\/p>\n<p>Waterfront Toronto parks, such as <a href=\"https:\/\/www.toronto.ca\/explore-enjoy\/parks-recreation\/places-spaces\/beaches-gardens-attractions\/biidaasige-park\/\">Biidaasige Park<\/a> and <a href=\"https:\/\/www.waterfrontoronto.ca\/our-projects\/corktown-common\">Corktown Common<\/a>, are <a href=\"https:\/\/www.waterfrontoronto.ca\/our-projects\/don-mouth-naturalization-and-port-lands-flood-protection\">flood protection infrastructural park landscapes<\/a> that enabled the construction of <a href=\"https:\/\/www.waterfrontoronto.ca\/our-projects\/ookwemin-minising\">Ookwemin Minising<\/a> and the <a href=\"https:\/\/www.waterfrontoronto.ca\/our-projects\/scope-scale\/west-don-lands\">West Don Lands<\/a>, respectively. Their construction unlocked land values on public land using public funding that should be captured from developers. A covenant would ensure that a portion of the gains from the development is allocated to pay for the stewardship of these parks in perpetuity.<\/p>\n<p>While Privately Owned Public Spaces (POPS) have expanded the public realm, they often <a href=\"https:\/\/yorkspace.library.yorku.ca\/items\/d374c999-33f2-4741-b28e-a9b196b39d3a\">sacrifice accessibility and ecological considerations<\/a>. We can do better \u2014 but only with political will for novel funding.<\/p>\n<h2>8. Trust the Experts<\/h2>\n<p>Community consultation is essential, but excessive consultation can stall projects. The Trinity Bellwoods path redesign exemplifies <a href=\"https:\/\/nowtoronto.com\/news\/torontonians-are-wondering-why-the-city-is-taking-a-year-to-plan-changes-for-trinity-bellwoods-park\/\">this issue<\/a>\u2014years of consultations have delayed necessary upgrades. Empowering landscape architects and park planners to lead technical decisions while remaining accountable to community goals ensures timely and high-quality outcomes. Design excellence requires feedback, expertise, leadership, and decisive action.<\/p>\n<h2>The Bottom Line<\/h2>\n<p>Toronto\u2019s parks reflect our collective values and aspirations. Currently, they fall short\u2014not due to lack of innovation, but insufficient coordination and vision. Reimagining our parks means fundamentally rethinking how we govern, fund, design, and maintain them. These proposals aren\u2019t radical\u2014they\u2019re proven strategies from cities around the world.
