In the lobby. Ahead of the November 4 Planning and Growth Management Committee meeting at which the Billboard By-law and Tax were debated.<\/em><\/p>\n<p>Lobbying, as a profession and an industry, is an endlessly fascinating thing.\u00a0 Although I tend to think of lobbyists as mercenary influencers, one I know likes to joke that they&#8217;re simply &#8220;activists with better shoes&#8221; (and indeed her footwear is considerably nicer than my own).<\/p>\n<p>I used to be afraid of them.\u00a0 Well, afraid of writing about them.\u00a0 Knowing that they resent the recent regulation of their industry and would <a href=\"http:\/\/www.nowtoronto.com\/news\/story.cfm?content=149554&amp;archive=25,5,2005\">just <em>love<\/em><\/a> for community activists such as myself to become subject to the same rules, I generally tried to avoid provoking them too much.<\/p>\n<p>But then I finally realized that lobbyists gain their power from being able to operate quietly \u2014 the <a href=\"http:\/\/app.toronto.ca\/lobbyistsearch\/searchInput.do\">Registry<\/a>, which lets anyone track their movements, is something of which they are understandably not fond.\u00a0 Like a <a href=\"http:\/\/www.thestar.com\/News\/GTA\/article\/691400\">good PR firm<\/a>, lobbyists are most effective when they are invisible to the public, and so nothing causes them to bristle so much as being <a href=\"http:\/\/drivethrulies.wordpress.com\/2008\/11\/12\/tim-hortons-lobbying-against-environment-conundrum\/\">called out<\/a>.<\/p>\n<p>Here then is a guide to some of the more notable City Hall lobbyists <a href=\"http:\/\/illegalsigns.ca\/2009\/11\/27\/free-billboard-lobbyist-sanitizer-now-available-for-all-members-of-council\/\">shaking hands<\/a> on behalf of the outdoor advertising industry these days:<\/p>\n<p><!--more--><\/p>\n<p><strong>CHRIS KORWIN-KUCZYNSKI<\/strong><\/p>\n<p><a rel=\"attachment wp-att-14740\" href=\"https:\/\/spacing.ca\/toronto\/2009\/11\/30\/know-your-billboard-lobbyists\/kkuczynski-2\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14740\" title=\"kkuczynski\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2009\/11\/kkuczynski.jpg\" alt=\"\" width=\"160\" height=\"210\" \/><\/a><\/p>\n<p><strong>Firm:<\/strong> Airline Limousine Oporators Assc. (<em>sic<\/em>)<\/p>\n<p><strong>Client:<\/strong> Out-of-Home Marketing Association of Canada (OMAC), via Pattison Outdoor<\/p>\n<p><strong>Former job at City Hall:<\/strong> <a href=\"http:\/\/www.toronto.ca\/toronto_history\/councillors\/2001-2003\/kuczynski1.htm\">Councillor<\/a> representing the Parkdale-High Park area from 1981-2003<\/p>\n<p><strong>Registered to lobby on billboards since:<\/strong> May 27, 2008<\/p>\n<p><strong>Other clients include:<\/strong> Captain John&#8217;s (yes, that one)<\/p>\n<p><strong>Comments:<\/strong> Best remembered by many as the guy responsible for <a href=\"http:\/\/en.wikipedia.org\/wiki\/Barenaked_ladies#Early_Canadian_success\">inadvertently<\/a> giving the Barenaked Ladies their start, Korwin-Kuczynski is who you hire if you want someone who&#8217;s chummy with the politicians that comprise the Etobicoke York Community Council. His <a href=\"http:\/\/en.wikipedia.org\/wiki\/Chris_Korwin-Kuczynski\">Wikipedia profile<\/a> once <a href=\"http:\/\/en.wikipedia.org\/w\/index.php?title=Chris_Korwin-Kuczynski&amp;diff=163943449&amp;oldid=114469183\">erroneously claimed<\/a> that he adopted the latter part of his surname in order to appeal to Polish voters; it is, however, correct in its statement that his nickname is &#8220;K-K.&#8221; He and Paul Christie (below) were brought on by OMAC to supplement the work done by their own president, Rosanne Caron, who \u2014 in her inability to do anything but repeat the same five talking points over and over \u2014 had proven herself to be a singularly terrible lobbyist.  That said, although K-K is several notches above Caron, there&#8217;s still much room for improvement; last week, for example, he <em>missed<\/em> a scheduled meeting with a councillor with whom he should have considered himself lucky to have been able to arrange anything in the first place.<\/p>\n<p>&#8211; &#8211; &#8211; &#8211; &#8211; &#8211; &#8211;<\/p>\n<p><strong>JAMIE BESNER<\/strong><\/p>\n<p><a rel=\"attachment wp-att-14741\" href=\"https:\/\/spacing.ca\/toronto\/2009\/11\/30\/know-your-billboard-lobbyists\/besner-2\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14741\" title=\"Besner\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2009\/11\/Besner.jpg\" alt=\"\" width=\"160\" height=\"210\" \/><\/a><\/p>\n<p><strong>Firm:<\/strong> <a href=\"http:\/\/www.sussex-strategy.com\/\">Sussex Strategy Group<\/a><\/p>\n<p><strong>Client:<\/strong> Clear Channel Outdoor<\/p>\n<p><strong>Former job at City Hall:<\/strong> Executive Assistant to Councillor David Shiner<\/p>\n<p><strong>Registered to lobby on billboards since:<\/strong> February 24, 2008<\/p>\n<p><strong>Other clients include:<\/strong> <a href=\"http:\/\/www.onestopmedia.com\/\">Onestop Media Group<\/a>, Cadillac Fairview, Redpath Sugar, Tim Hortons, Procter &amp; Gamble<\/p>\n<p><strong>Comments:<\/strong> Besner is arguably the slickest and most effective lobbyist at City Hall. His bio on the Sussex site isn&#8217;t exaggerating too much when it boasts that he&#8217;s &#8220;represented a client in virtually every major initiative that the City of Toronto has announced in the last 7 years.&#8221;\u00a0 Remember Tim Hortons&#8217; fight over coffee cups? The TTC&#8217;s <a href=\"http:\/\/torontoist.com\/2008\/03\/just_a_chump_to_1.php\">sudden extension<\/a> of their sole-source contract with Onestop?\u00a0 Or, more recently, the campaign waged by that <a href=\"http:\/\/www.thestar.com\/news\/gta\/article\/706632--city-facing-a-fight-over-dumped-bid\">sore-loser garbage-hauler<\/a>?\u00a0 Those were him.\u00a0 It&#8217;s a delicious irony that the city&#8217;s best municipal lobbying firm has been retained by a billboard company that, while powerful elsewhere, is only a minor player in Toronto and not even a member of OMAC.\u00a0  If Sussex were organizing the opposition to the new bylaw and tax, it would not have made it through committee so easily.<\/p>\n<p>&#8211; &#8211; &#8211; &#8211; &#8211; &#8211; &#8211;<\/p>\n<p><strong>PAUL SUTHERLAND<\/strong><\/p>\n<p><a rel=\"attachment wp-att-14742\" href=\"https:\/\/spacing.ca\/toronto\/2009\/11\/30\/know-your-billboard-lobbyists\/sutherland-2\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14742\" title=\"Sutherland\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2009\/11\/Sutherland.jpg\" alt=\"\" width=\"160\" height=\"210\" \/><\/a><\/p>\n<p><strong>Company:<\/strong> <a href=\"http:\/\/www.sutherlandassociates.ca\/\">Sutherland &amp; Associates<\/a><\/p>\n<p><strong>Clients:<\/strong> Abcon Media, <a href=\"http:\/\/www.allvision.com\/index.php\">Allvision<\/a><\/p>\n<p><strong>Former jobs at City Hall:<\/strong> North York city councillor 1985-97, North York deputy mayor 1994-97, Toronto city councillor 2000-03<\/p>\n<p><strong>Registered to lobby on billboards since:<\/strong> July 31, 2008<\/p>\n<p><strong>Other clients include:<\/strong> Toronto Police Association, Zipcar, Autoshare<\/p>\n<p><strong>Comments:<\/strong> According to his <a href=\"http:\/\/www.toronto.ca\/toronto_history\/councillors\/2001-2003\/sutherland1.htm\">official bio<\/a>, Sutherland &#8220;was the first Councillor who initiated and successfully implemented a 0 per cent tax increase, for six consecutive years.&#8221;\u00a0 To some, this makes him a hero.\u00a0 To most, this makes him the guy who almost irreparably screwed up the City&#8217;s finances for decades.\u00a0 He left Council to run for the Progressive Conservatives in the 2003 provincial election, but was handily beaten for the Don Valley East seat by incumbent Liberal David Caplan.\u00a0 He took a job with <a href=\"http:\/\/www.hillandknowlton.ca\/index.php\/practices\/public_affairs\/public_affairs_1.html\">Hill &amp; Knowlton<\/a> (which included representing Cemusa on their <a href=\"http:\/\/www.thestar.com\/Article\/175672\">aborted street furniture bid<\/a>) before striking out on his own for reasons <a href=\"https:\/\/spacing.ca\/toronto\/2008\/06\/25\/ballot-questions\/\">we speculated about<\/a> earlier this year.<\/p>\n<p>&#8211; &#8211; &#8211; &#8211; &#8211; &#8211; &#8211;<\/p>\n<p><strong>PAUL CHRISTIE<\/strong><\/p>\n<p><a rel=\"attachment wp-att-14743\" href=\"https:\/\/spacing.ca\/toronto\/2009\/11\/30\/know-your-billboard-lobbyists\/christie-2\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14743\" title=\"Christie\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2009\/11\/Christie.jpg\" alt=\"\" width=\"160\" height=\"210\" \/><\/a><\/p>\n<p><strong>Company:<\/strong> M.L. Christie Consulting Ltd.<\/p>\n<p><strong>Client:<\/strong> Out-of-Home Marketing Association of Canada (OMAC), via Pattison Outdoor<\/p>\n<p><strong>Former jobs at City\/Metro Hall:<\/strong> City councillor representing the Beaches area from 1985-88, Metro councillor representing East Toronto from 1988-97, chair of the TTC from 1994-98<\/p>\n<p><strong>Registered to lobby on billboards since:<\/strong> March 4, 2008<\/p>\n<p><strong>Other clients include:<\/strong> Bombardier, Airport Limousine Operators&#8217; Association<\/p>\n<p><strong>Comments:<\/strong> <a href=\"http:\/\/en.wikipedia.org\/wiki\/Paul_Christie\">Christie<\/a> was the guy appointed by Ernie Eves to assume autocratic control over the Toronto District School Board in 2002, when the elected trustees failed to submit a deficit-free budget.\u00a0 (My co-editor at my high school newspaper penned an editorial headlined &#8220;Mr. Christie, you don&#8217;t make good budgets.&#8221;)\u00a0 His reign ended with the election of the Liberals the following fall, and he went back to being a lobbyist under the banner of <a href=\"http:\/\/www.centre55.com\/coty_mary.htm\">his wife<\/a>&#8216;s consulting firm. He and K-K are running OMAC&#8217;s campaign as though they once had a dream about an industry association&#8217;s successful crusade against a new tax and are basing their strategies on whatever little bits from it they can vaguely recall.  More to the point, although the two of them have some influence among the hard right-wingers and some of the middle folk, they bring with them an awful lot of political baggage, severely limiting their credibility with a large portion of Council. (In 2003, she carried the NDP banner in the provincial race for Etobicoke\u2014Lakeshore, coming in third.) Astral Media was quite late to the lobbying game, not bothering to retain a firm until the end of 2008, by which time all the good ones were taken (and just after Global Public Affairs&#8217; only credible municipal person had defected to Sussex).\u00a0 Astral brought them on in order to ram through variances for <a href=\"http:\/\/illegalsigns.ca\/2009\/04\/22\/buildings-department-quickly-backtracks-on-led-permits-granted-to-astral-media\/\">a dozen new video screens<\/a> they wanted to build across the city \u2014 including a number in residential neighbourhoods \u2014 having correctly guessed that the new bylaw would not permit such a thing.\u00a0 Their plan, however, <a href=\"http:\/\/www.thestar.com\/News\/GTA\/article\/625379\">leaked to the media<\/a>, causing remarkable public and political <a href=\"http:\/\/illegalsigns.ca\/2009\/05\/13\/astral-media-abandon-permit-applications-to-build-video-screns-across-city-as-city-staff-recommend-refusal-of-1552-avenue-road\/\">backlash<\/a>.\u00a0 So far, Jones and colleague <a href=\"http:\/\/www.globalpublicaffairs.ca\/abowles.html\">Andrew Bowles<\/a> have only been successful in obtaining variances in Etobicoke (which, really, anyone with a pulse could do), with all the other sign applications being defeated or deferred until the new bylaw comes in.<\/p>\n<p><em>Jonathan Goldsbie is a campaigner (not a lobbyist) with the <a href=\"http:\/\/twitter.com\/tpsc\">Toronto Public Space Committee<\/a><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Lobbyists.
