It includes a <a href=\"http:\/\/www.thestar.com\/NASApp\/cs\/ContentServer?pagename=thestar\/Layout\/Article_Type1&#038;c=Article&#038;cid=1148766615136&#038;call_pageid=968332188492&#038;col=968793972154&#038;t=TS_Home\">big fat feature<\/a> by Leslie Scrivener and a <a href=\"http:\/\/www.thestar.com\/static\/PDF\/060529_manifesto.pdf\">cycling manifesto<\/a> by Jennifer Wells.<\/p>\n<blockquote><p>Toronto may be decades away from being North America&#8217;s Amsterdam &#8212; (half of that city&#8217;s population cycles every day) or years away from catching up to Portland, Oregon, where instead of ticketing cyclists who biked at night without lights, police give away bike lights and help install them.<\/p>\n<p>Now halfway in, Toronto is woefully behind its ambitious and visionary 10-year bike plan. The city was to double the number of cycling trips, build a 1000-kilometre network of paths and cycling lanes, and ensure no one is more than a five-minute ride away from some kind of bikeway. There is now scant hope that the plan will be in place by 2011.<\/p><\/blockquote>\n<p>Best part is the <a href=\"http:\/\/www.thestar.com\/NASApp\/cs\/ContentServer?pagename=thestar\/Layout\/Article_Type1&#038;call_pageid=971358637177&#038;c=Article&#038;cid=1148766615188\">10 improvements Toronto could implement<\/a> to make this city a leader in urban cycling.
