{"id":8186,"date":"2009-12-07T19:18:17","date_gmt":"2009-12-08T00:18:17","guid":{"rendered":"http:\/\/spacingtoronto.ca\/?p=8186"},"modified":"2013-01-21T15:18:08","modified_gmt":"2013-01-21T20:18:08","slug":"city-council-votes-for-a-beautiful-city","status":"publish","type":"post","link":"https:\/\/spacing.ca\/toronto\/2009\/12\/07\/city-council-votes-for-a-beautiful-city\/","title":{"rendered":"City Council votes for a Beautiful City"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" title=\"Billboard, by Kevin Steele\" src=\"http:\/\/farm1.static.flickr.com\/37\/113540456_3072bedd30.jpg\" alt=\"\" width=\"500\" height=\"333\" \/><\/p>\n<p>&#8220;It&#8217;s David and Goliath, not <a href=\"https:\/\/spacing.ca\/toronto\/2009\/12\/04\/councillor-kelly-wants-your-neighbourhood-to-look-like-dundas-square\/\">Solomon<\/a>,&#8221; observed Councillor Joe Mihevc.<\/p>\n<p>&#8220;The lobbying has been transparent,&#8221; said Mayor Miller. &#8220;You can&#8217;t hide <a href=\"https:\/\/spacing.ca\/toronto\/2009\/11\/30\/know-your-billboard-lobbyists\/#more-7958\">Chris Korwin-Kusczynski<\/a>!\u00a0 He&#8217;s right over there!&#8221;<\/p>\n<p>In every deputation I gave on the new Sign Bylaw and Tax, I made sure to mention how wonderful it was to be speaking in favour of something for once, rather than against it.\u00a0 Public space advocates are used to having to schlep to City Hall to counter billboard lobbyists&#8217; <a href=\"https:\/\/spacing.ca\/toronto\/2009\/10\/15\/how-to-succeed-in-advertising-by-taking-municipal-governments-for-suckers\/\">latest attempts<\/a> to ingratiate their clients into the fabric of this city; so when City staff put forward a brilliantly positive new initiative to control that industry in a fair, thoughtful, and substantial way, it&#8217;s cause for celebration.\u00a0 Similarly, I am not used to writing things along the lines of: Uh&#8230; <a href=\"http:\/\/www.mondoville.com\/2009\/12\/billboard-activists-told-to-get-jobs-billboard-lobbyists-forced-to-join-them\/\">we won<\/a>.\u00a0 City Council <a href=\"http:\/\/torontoist.com\/2009\/12\/signed_and_delivered.php\">voted to uphold all of staff&#8217;s recommendations<\/a> and <a href=\"http:\/\/torontocitycouncil.blogspot.com\/2009\/12\/votes-and-motions-on-sign-by-law.html\">then some.<\/a><\/p>\n<p><!--more--><\/p>\n<p>Okay, so the tax wasn&#8217;t earmarked for arts but will rather be dealt with through the standard budget process.\u00a0 That&#8217;s fine.\u00a0 The Budget Committee knows where this money came from and why it&#8217;s there and will allocate it transparently and democratically.\u00a0 Every single member of that Committee (Carroll, Heaps, Perks, Mihevc, Augimeri, and Rae) has, at one time or another, stated that the money should go to arts.<\/p>\n<p>Unexpected and thoroughly delightful, however, was a motion by Councillor Cliff Jenkins, refined by a friendly amendment from John Filion, that will make the variance process even tighter than staff had envisioned.\u00a0 A variance is a permission to deviate from the provisions of a bylaw, and applications for them are currently decided on by the relevant community council, which in turn tend to go in whichever direction suits the particular tastes of the ward councillor.\u00a0 Staff had recommended a new citizen-driven Sign Variance Committee, to be modelled on the Committees of Adjustment, that would adjudicate on these applications in an apolitical context.\u00a0 This was vastly preferable to the current, supremely political system, but some councillors were legitimately concerned that this committee might become overly generous in granting variances.\u00a0 The Jenkins-Filion motion takes care of this by allowing community councils to reconsider Sign Variance Committee decisions but only in those cases when the Committee has opted to <em>grant<\/em> a variance.<\/p>\n<p>The City of Toronto has decided to bring the sign industry under control once and for all.<\/p>\n<p>As the founder of the Toronto Public Space Committee set as his Facebook status:<\/p>\n<div class=\"UIIntentionalStory_Header\">\n<blockquote>\n<p class=\"UIIntentionalStory_Message\"><span class=\"UIIntentionalStory_Names\"><a href=\"http:\/\/www.facebook.com\/meslin?ref=mf\">Dave Meslin<\/a> <\/span><span class=\"UIStory_Message\">stepped onto an elevator full of outdoor advertising lobbyists and execs, moments after we beat them at City Hall. They knew who I was and we all stood there, silently and awkwardly, as the elevator took us to the lobby. They were thinking &#8220;you little shits.&#8221; I was thinking &#8220;You lost.
