{"id":9156,"date":"2010-02-01T10:30:55","date_gmt":"2010-02-01T15:30:55","guid":{"rendered":"http:\/\/spacingtoronto.ca\/?p=9156"},"modified":"2013-01-21T12:54:37","modified_gmt":"2013-01-21T17:54:37","slug":"city-seeking-members-for-new-sign-variance-committee","status":"publish","type":"post","link":"https:\/\/spacing.ca\/toronto\/2010\/02\/01\/city-seeking-members-for-new-sign-variance-committee\/","title":{"rendered":"City seeking members for new Sign Variance Committee"},"content":{"rendered":"<p><a rel=\"attachment wp-att-14721\" href=\"https:\/\/spacing.ca\/toronto\/2010\/02\/01\/city-seeking-members-for-new-sign-variance-committee\/miccheck-2\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14721\" title=\"MicCheck\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2010\/02\/MicCheck.jpg\" alt=\"\" width=\"500\" height=\"375\" srcset=\"https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/02\/MicCheck.jpg 500w, https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/02\/MicCheck-300x225.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p><a href=\"http:\/\/www.insidetoronto.com\/news\/local\/article\/402554\">As<\/a> <a href=\"http:\/\/illegalsigns.ca\/2008\/04\/15\/john-barber-comments-on-dominelli-variance-approval\/\">we<\/a> <a href=\"http:\/\/www.thestar.com\/news\/gta\/article\/648322\">have<\/a> <a href=\"http:\/\/www.thestar.com\/news\/gta\/article\/635350\">seen<\/a>, allowing politicians to adjudicate on new billboard applications can be, well, <a href=\"https:\/\/spacing.ca\/toronto\/2009\/11\/26\/karen-stintz-billboards-and-how-to-get-around-the-lobbyist-registry\/\">problematic<\/a>.\u00a0 That&#8217;s why City Council is setting up a new citizen-led <a href=\"http:\/\/www.toronto.ca\/public-appointments\/board-sign-variance.htm\">Sign Variance Committee<\/a> to make sound decisions based on planning principles rather than personal preferences (or lobbying, or campaign contributions, or any of the other complicating factors of politics).<\/p>\n<p>On Thursday night, City staff held a voluntary information session for potential applicants, helpfully clarifying a lot of the details that aren&#8217;t fully explained <a href=\"http:\/\/www.toronto.ca\/public-appointments\/board-sign-variance1.htm\">online<\/a>.\u00a0 Two dozen people came out (including me), which would have been more encouraging if all but one hadn&#8217;t been men (including me).<\/p>\n<p><a href=\"http:\/\/www.toronto.ca\/public-appointments\/board-sign-variance.htm#application\">Applications<\/a> are due at 4:30 p.m. on Thursday, February 11, so there&#8217;s still time to get your name in.\u00a0 Committee members will get $250 per meeting attended, and it&#8217;s expected that the committee will meet monthly, so if you&#8217;re an urban policy wonk (and, for goodness sake, why are you reading this if you&#8217;re not?), it should sound like a pretty sweet gig.\u00a0 Read on for details.<\/p>\n<p><!--more--><\/p>\n<p>Though the particular procedural rules have yet to be drafted, the Sign Variance Committee (SVC) will be more or less modelled on the <a href=\"http:\/\/www.toronto.ca\/planning\/comm_adj.htm\">Commmittee of Adjustment<\/a>, <a href=\"http:\/\/www.toronto.ca\/licensing-tribunal\/index.htm\">Licensing Tribunal<\/a>, and <a href=\"http:\/\/www.toronto.ca\/property-standards\/index.htm\">Property Standards Committee<\/a> \u2014 quasi-judicial bodies consisting of citizens appointed by Council that meet on a regular basis to arbitrate on matters of contention.\u00a0 The SVC, as its name implies, will be ruling on requests for variances to the Sign By-law, or in other words, whether to grant permission to erect a sign that minorly deviates from the provisions of the bylaw.\u00a0 In the case of first-party (business identification) signs, the SVC will serve as the body to which decisions of the Chief Building Official can be appealed; in the case of third-party (billboard) signs, the SVC will be the primary decision-making entity.\u00a0 (Council has, however, reserved for itself the right to &#8220;reconsider&#8221; the SVC&#8217;s decisions in those cases where it feels the committee should have refused a variance that it ultimately approved.)<\/p>\n<p>The current volume of third-party variance requests is 120\u2013150 a year, so although no one knows what to expect under the new system, the intention is for the five-member panel to meet monthly; meetings will be held at City Hall during the day, with the length of the meeting dependent on the number of applications being heard.\u00a0 The City is looking for <a href=\"http:\/\/www.toronto.ca\/public-appointments\/board-sign-variance.htm#qualifications\">people with<\/a> a &#8220;broad knowledge&#8221; in the areas of &#8220;law, planning, architecture,&#8221; and\/or\u00a0 \u2014 and this is where your ears should perk up \u2014 &#8220;citizen advocacy.&#8221;<\/p>\n<p><a rel=\"attachment wp-att-14722\" href=\"https:\/\/spacing.ca\/toronto\/2010\/02\/01\/city-seeking-members-for-new-sign-variance-committee\/checkone-2\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14722\" title=\"CheckOne\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/4\/2010\/02\/CheckOne.jpg\" alt=\"\" width=\"500\" height=\"57\" srcset=\"https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/02\/CheckOne.jpg 500w, https:\/\/spacing.ca\/toronto\/wp-content\/uploads\/sites\/4\/2010\/02\/CheckOne-300x34.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><\/p>\n<p><em>(Check &#8220;yes&#8221; or &#8220;no.&#8221;)<\/em><\/p>\n<p>But when the enabling bylaw was making its way through Council, Adam Vaughan \u2014 who chairs the <a href=\"http:\/\/www.toronto.ca\/committees\/civic-appointments.htm\">Civic Appointments Committee<\/a> that will select the SVC&#8217;s members \u2014 also slipped in some wording to exclude the people they <em>don&#8217;t<\/em> want: namely, ad industry lackeys.\u00a0 You are not allowed to be part of the Sign Variance Committee if you&#8217;re &#8220;an owner, employee or  agent of an advertising agency, communications or media relations agency&#8221; or if you&#8217;re &#8220;an employee, agent or owner of a business which owns, controls or  has shares in a media outlet.&#8221; So \u2014 unlike <a href=\"http:\/\/www.toronto.ca\/tpc\/index.htm\">certain committees<\/a> \u2014 don&#8217;t expect a solid bloc of <em>Spacing<\/em> editors on this one.<\/p>\n<p>What if, however, your relationship with the media isn&#8217;t really described by any of the above?\u00a0 Say, you&#8217;re a contributor to a blog or a freelancer for a newspaper?\u00a0\u00a0 City staff suggest you be &#8220;up front&#8221; about this in the Conflicts of Interest section of the application by describing the relationship and the remote possibility of a potential conflict; the Civic Appointments Committee is really only looking to weed out people who might have consistent conflicts, but it&#8217;s better to let them know about your situation than not.<\/p>\n<p>Members&#8217; appointments will officially wrap up when the current term of Council does (November 30, 2010) but will realistically be extended until a new batch of applicants has been solicited the following spring.
