Say this for Adam Giambrone’s long-shot run for mayor (which he launches tonight at Revival): As TTC chair, his very presence in the race all but guarantees that we will have a roiling, gloves-off debate about the future of transit in Toronto.<\/p>\n

Coming off last week’s mea culpa and the launch of the external customer service review, Giambrone says his top priority for the TTC is completing all of Transit City. Rocco Rossi, by contrast, has pledged to put the multi-billion dollar project “on hold,” pending a financial review. George Smitherman wants to press ahead, but blames the city’s “leadership” for the $40 million cost over-run on the St. Clair right-of-way.<\/p>\n

During council last week, Spacing asked all city councillors (except chair Sandra Bussin) to identify their top priority for improving the TTC.<\/p>\n

Here are the replies, grouped by theme:<\/p>\n

CUSTOMER SERVICE:<\/strong>
\nBrian Ashton<\/strong>: Paradigm shift to customer service culture.
\nBill Saundercook<\/strong>: Expect every operator to be an ambassador for the ridership.
\nPaula Fletcher<\/strong>: Enhance customer service by permitting riders to buy tokens with credit and debit cards, and allowing convenience stores to sell Metropasses.
\nPeter Milczyn<\/strong>: Change the culture so everything the TTC does is viewed through a customer service lens.
\nJoe Mihevc<\/strong>: Institute a service culture from top to bottom.
\nAnthony Perruzza<\/strong>: Re-focus the TTC’s business delivery model from a transit system into a service provider.
\nGloria Lindsay Luby<\/strong>: Improve driver safety while providing more customer service training for operators.<\/p>\n

<\/p>\n

FARE COLLECTION\/SMART CARDS<\/strong>
\nCliff Jenkins<\/strong>: Implement an integrated GTA-wide fare card.
\nAdrian Heaps<\/strong>: Automate labour-intensive activities, such as fare collection.
\nAdam Vaughan<\/strong>: Introduce a smart-card that can be used not just for TTC fares but for other city services, including libraries, Green-P parking, etc.
\nJohn Parker<\/strong>: Automate the ticketing system to deal with problems such as hording tokens, counterfeit tickets, etc.
\nKaren Stintz<\/strong>: Establish a fare card system to allow more creative fare policies, as well as eliminate tokens and ticket collectors.<\/p>\n

GOVERNANCE REFORM:<\/strong>
\nKyle Rae<\/strong>: Give it to Metrolinx for a complete overhaul.
\nDoug Holyday:<\/strong> Change the composition of the board so it is not controlled by politicians.
\nFrank DiGiorgio<\/strong>: Bring people with transportation expertise onto the commission board.
\nMichael Feldman<\/strong>: Turn the TTC over to the province.
\nPaul Ainslie<\/strong>: Add business people, finance experts and transportation planners to the TTC board.
\nMichael Walker<\/strong>: Reconstitute the TTC board to include only one city councilor and a Metrolinx representative, with the rest of the commissioners as citizen appointees.
\nCase Ootes<\/strong>: Give the subway system to Metrolinx so it can be combined with GO.<\/p>\n

MANAGEMENT CHANGES:<\/strong>
\nMichael Thompson<\/strong>: Change many of the senior staff in order to modernize the management culture so the organization can think outside the box.
\nDenzil Minnan-Wong<\/strong>: Complete overhaul of senior management, with an eye to improving the TTC’s project management track record.
\nShelley Carroll<\/strong>: Ensure that when senior staff goes abroad to study other cities’ transit systems, they come back with clear insights into how to implement changes and expansions, not just recommendations for vehicle purchases.
\nChin Lee<\/strong>: Improve efficiency and reduce operating costs by eliminating the problem of bunching streetcars and buses along major routes.
\nHoward Moscoe<\/strong>: Radically de-centralize TTC management by allow local citizen groups to set priorities and budgets for individual stations.
\nNorm Kelly<\/strong>: Contract out the operation of the subway lines.<\/p>\n

APPEARANCE:<\/strong>
\nDavid Shiner<\/strong>: Make sure TTC vehicles and station areas are clean and operating properly.
\nJoe Pantalone<\/strong>: Go back to basics with cleaner vehicles and friendlier operators.<\/p>\n

FUNDING:<\/strong>
\nDavid Miller<\/strong>: Establish a national transit strategy with the feds and the provinces that provides stable and predictable operating subsidies.
\nJanet Davis<\/strong>: Give the TTC stable, reliable and adequate funding.
\nGlen De Baeremaeker<\/strong>: Provide the TTC with an extra billion dollars to make up for a decade of underfunding.
\nMaria Augimeri<\/strong>: Re-establish the pre-Mike Harris provincial subsidy policy (half of non-fare operating costs and three-quarters of capital outlays).<\/p>\n

SERVICE EXPANSION:<\/strong>
\nMark Grimes<\/strong>: Build subways, using the excavated fill to expand waterfront parks.
\nSuzan Hall<\/strong>: Accelerate construction and implementation of Transit City.
\nGord Perks<\/strong>: Add buses, streetcars and subway cars, as well as the necessary operating funds, because service sells itself.
\nPam McConnell<\/strong>: Improve service to riders in the 416 suburbs, as well as commuters coming in to the city from the 905.
\nJohn Filion<\/strong>: Add shuttle bus service between high density apartment clusters and subway stations to increase TTC ridership.
\nRon Moeser<\/strong>: Build the Malvern LRT route linking the Kennedy subway station and the University of Toronto’s Scarborough campus.
\nRaymond Cho<\/strong>: Expand the planned LRT network into north-east Scarborough and the 905.
\nGiorgio Mammoliti:<\/strong> Build subways into under-serviced areas in northern regions of Scarborough and North York, and Etobicoke.<\/p>\n

MISCELLANEOUS: <\/strong>
\nCesar Palacio<\/strong>: Learn from the mistakes of the St. Clair West right-of-way.
\nFrances Nunziata:<\/strong> Bring down the recent fare increase.
\nRob Ford<\/strong>: Designate the TTC an essential service to prevent strikes.
\nMike Del Grande<\/strong>: Put all transit vehicles in tunnels.<\/p>\n
