The\u00a0concern:\u00a0<span style=\"color: #3d3d3c;\">does this come at the cost of neighborhood character as change brings new height and density increases to the community?<\/span><\/p>\n<p>As a resident since the 2010 Olympics, I&#8217;ve witnessed this eclectic community transform, drawing an increasing number of visitors to its highly desirable amenities. The lingering scent of Olympia&#8217;s greek food, peaceful sounds of chirping birds, and Denman Street\u00a0intersection road rage from &#8220;over-walkability&#8221;, are all atmospheric staples. Nowadays, the sounds of excavators\u00a0and dumptrucks, mainstream commercial establishments such as Burger King and C-Lovers taking over beloved local shops, and multiple re-zoning permits, makes one curious as to what&#8217;s in store for this developing urban landscape.<\/p>\n<p>The <a href=\"http:\/\/resider.ca\/neighborhood\/bc\/vancouver\/vancouver-west\/west-end\" target=\"_blank\">West End neighborhood<\/a> was officially established in 1969, and is a 204 hectare area bounded by Georgia Street to the North, Denman Street to the West, and Burrard Street to the East. The population is approximately 44,543 (Census 2011), with the majority (48%) in the 20-39 age group, at an average of 218 persons occupying each hectare.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1272\" src=\"http:\/\/resider.ca\/blog\/wp-content\/uploads\/2014\/04\/west-end-boundaries-e1398872919352.png\" alt=\"West End Boundaries | Resider\" width=\"750\" height=\"468\" \/><\/p>\n<p>Mid-rise and high-rise condominiums make up the majority of housing, with 63% (20,000 units) being purpose-built market rentals which is over 18% of the City&#8217;s total rental stock. Since the 1980s, dwelling sizes have averaged over 1,000 square feet, and typical rental and vacancy rates for the West End\/Stanley Park proper are around $1,239 and 0.8% respectively (<a href=\"https:\/\/www03.cmhc-schl.gc.ca\/catalog\/productDetail.cfm?lang=en&amp;cat=117&amp;itm=3&amp;fr=1398807781615\" target=\"_blank\">CMHC<\/a>\u00a0Oct. 2013).\u00a0There are heritage houses that still remain, grouped mainly along Broughton, Barclay, Nicola, and Bute street, as well as\u00a0landmark buildings like the vine covered Sylvia Hotel overlooking English Bay on Gilford St.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1275 size-full\" src=\"http:\/\/resider.ca\/blog\/wp-content\/uploads\/2014\/04\/west-end-housing-types-e1398873081549.png\" alt=\"West End Housing Types | Resider\" width=\"600\" height=\"469\" \/><\/p>\n<p>What makes the West End a highly livable community is its walkability and the preservation of nature. The green, leafy character remains intact, as evident with continuous tree canopies down virtually every street. With the various deciduous trees strewn along walkways and around buildings, shade is provided during the summer, and sunlight penetration during the winter. Included in the City of Vancouver&#8217;s <a href=\"https:\/\/vancouver.ca\/green-vancouver\/greenest-city-2020-action-plan.aspx\" target=\"_blank\">Greenest City 2020 Action Plan<\/a> is the planting of 150,000 more trees.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1260\" src=\"http:\/\/resider.ca\/blog\/wp-content\/uploads\/2014\/04\/west-end-tree-canopies-e1398872133365.jpg\" alt=\"West End Tree Canopies | Resider\" width=\"600\" height=\"400\" \/><\/p>\n<p>Traffic calming devices such as traffic circles, mini-parks, and diverters, route travellers accordingly, with the downside being high congestion on connecting streets such as Denman. Laneways in the West End are wider than normal at 33 feet compared to the City&#8217;s typical 20 feet. They serve as secondary walking routes.<\/p>\n<p>Given all the nearby amenities it is no surprise that walking is the preferred way for locals to get around. This was particularly evident in the <a href=\"http:\/\/vancouver.ca\/files\/cov\/pedestrian-study-volume-counts-2008.pdf\" target=\"_blank\">City&#8217;s 2008 pedestrian study<\/a>, where it was found that Robson Street ranked among the highest in pedestrian volume. In\u00a0August 2013, rush hour regulations were removed from Robson, Davie and west side of Denman, to assist local business and improve accessibility.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1159\" src=\"http:\/\/resider.ca\/blog\/wp-content\/uploads\/2014\/04\/west-end-laneway-e1398827236441.jpg\" alt=\"West End Lane Way | Resider\" width=\"600\" height=\"400\" \/><\/p>\n<p>So what&#8217;s in store for the West End&#8217;s future? The <a href=\"http:\/\/vancouver.ca\/files\/cov\/west-end-community-plan-2013-nov.pdf\" target=\"_blank\">Community Plan<\/a>\u00a0and <a href=\"http:\/\/vancouver.ca\/files\/cov\/profile-west-end-2012.pdf\" target=\"_blank\">Community Profile<\/a> provide us some interesting insight, predominantly\u00a0based on the following principles:<\/p>\n<p><strong>Principle 1<\/strong>\u00a0 Achieve a green, environmentally sustainable urban pattern.<\/p>\n<p><strong>Principle 2<\/strong>\u00a0 Support a range of affordable housing options to meet the diverse needs of the community.<\/p>\n<p><strong>Principle 3<\/strong>\u00a0 Foster a robust, resilient economy.<\/p>\n<p><strong>Principle 4<\/strong>\u00a0 Enhance culture, heritage and creativity in the city.<\/p>\n<p><strong>Principle 5<\/strong>\u00a0 Provide and support a range of sustainable transportation options.<\/p>\n<p><strong>Principle 6<\/strong>\u00a0 Protect and enhance public open spaces, parks and green linkages.<\/p>\n<p><strong>Principle 7<\/strong>\u00a0 Foster resilient, sustainable, safe and healthy communities.<\/p>\n<p>The key implementation tool is the Zoning and Development Bylaw. Following the trend of <a title=\"Laneway Housing\" href=\"http:\/\/resider.ca\/blog\/2013\/10\/03\/lane-way-housing-the-almost-house\/\" target=\"_blank\">laneway housing<\/a>, strategies are in place to allow low-rise infill development in the centre of the neighborhood, encourage larger outdoor residential balconies and decks, while the &#8216;fringe areas&#8217; will see taller structures.\u00a0Since 2006, these fringe areas have already seen completions of the 62-storey Shangri-la in 2008, and the 42-storey Patina in 2011, with the up-and-coming\u00a0Trump Tower Vancouver on the northern\u00a0side of Georgia Street.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1247\" src=\"http:\/\/resider.ca\/blog\/wp-content\/uploads\/2014\/04\/west-end-zoning-e1398871174760.png\" alt=\"West End Zoning Map | Resider\" width=\"600\" height=\"471\" \/><\/p>\n<p>In order to maintain Vancouver&#8217;s iconic skyline, and in fact make it more &#8216;dome-shaped&#8217;, <strong>floor space ratio<\/strong>\u00a0<strong>(FSR)<\/strong> stipulations\u00a0are essential. The FSR formula is a measurement of total covered area on all floors of a building in relation to the plot of land, ensuring development adheres to maintaining prevailing view corridors, etc. The highest FSR is found\u00a0along Burrard Street, as well as the Georgia-Alberni corridor. The next highest overall FSR is west of Denman and English-Bay\/Beach Avenue, with the lowest along Davie Street, Lower Robson, and Nelson Slopes.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1336\" src=\"http:\/\/resider.ca\/blog\/wp-content\/uploads\/2014\/04\/view-corridors.png\" alt=\"West End View Corridors | Resider\" width=\"464\" height=\"369\" \/><\/p>\n<p><em>West End view corridors.<\/em><\/p>\n<p>The Robson, Davie, and Denman villages are to be enhanced, strengthening their unique identities and character.
