You’d know if you were part of the South Asian community, familiar with the Newton area\u00a0of\u00a0 Surrey.\u00a0 In fact, you might have celebrated your marriage here.<\/p>\n

It’s the “Payal Business Centre” \u00a0at 8128 128th Street (map here<\/a>).<\/p>\n

Among the offices for jewellers, lawyers, realtors and All Seasons Radiators, there are four banquet halls –\u00a0all typically full on Thursday to Sunday nights, especially during wedding season.\u00a0\u00a0They’re\u00a0also used for political events, birthday parties,\u00a0anniversaries and other events important to this community.\u00a0\u00a0And given that the average hall fits anywhere from 600 to 800 people (with some\u00a0up to and over a thousand), this complex\u00a0may\u00a0have\u00a0the \u00a0busiest concentration of cultural events in the Lower Mainland.<\/p>\n

Says Sukh Johal, who gave me a drive-by tour: “These halls are used all year round and make for a great focal point. On weekends,\u00a0there’s always something\u00a0going on, especially with the community being so tightly knit. Of course the property has sufficient parking, which is\u00a0usually\u00a0one of the major issues when the city gives a green light for a banquet hall.”<\/p>\n

Ah yes, the parking.\u00a0 Other than that planted strip along 128th and a few divider beds, the centre is wall-to-wall asphalt – a not surprising landscape for an industrial zone, originally\u00a0created by the railway line which angles across\u00a0the centre’s southwest\u00a0side.<\/p>\n

There’s the irony: a place to celebrate a society’s most personal moments could only find a home where industrial zoning accommodates the kind of places a suburban community needs: big boxes and parking lots.\u00a0\u00a0 Jane Jacobs’s dictum – “new uses need old buildings” – means that these\u00a0strip malls\u00a0and\u00a0business parks\u00a0will be the places where innovation and change find a home.\u00a0 Especially, in this case, if that rail line becomes a rapid-transit route, and at least some of that\u00a0asphalt gets transformed into another kind of celebratory public space appropriate for the uses that are actually there..<\/p>\n","protected":false},"excerpt":{"rendered":"
