{"id":26436,"date":"2014-12-10T20:50:15","date_gmt":"2014-12-11T04:50:15","guid":{"rendered":"http:\/\/spacing.ca\/vancouver\/?p=26436"},"modified":"2014-12-10T20:53:51","modified_gmt":"2014-12-11T04:53:51","slug":"release-bye-bye-chinatown-call-action","status":"publish","type":"post","link":"https:\/\/spacing.ca\/vancouver\/2014\/12\/10\/release-bye-bye-chinatown-call-action\/","title":{"rendered":"RELEASE: Bye Bye Chinatown: A Call to Action (Dec 12th deadline)"},"content":{"rendered":"<p><em>\u201cApproving 105 Keefer would be like selling a little piece of Chinatown\u201d \u00a0&#8211; member of HREN<\/em><\/p>\n<p>If Chinatown means something to you, please take a moment to read this, and <a href=\"http:\/\/former.vancouver.ca\/commsvcs\/planning\/rezoning\/applications\/105keefer\/feedback.htm\" target=\"_blank\">send your comments to the City of <span class=\"il\">Vancouver<\/span> by this Friday, December 12.<\/a><\/p>\n<p>I have been working with several members of the <a title=\"Hua Ren Environmental Network\" href=\"http:\/\/www.huafoundation.org\/hren-environmental-network\/\">Hua Ren Environmental Network (HREN)<\/a> to engage\u00a0with discussions about the future of Chinatown. We are connected to Chinatown in a diversity of ways and we speak varying levels of Chinese languages (Cantonese, Mandarin, Toi San, Hoy Ping, just English).\u00a0We are increasingly concerned\u00a0about the pace and type of development happening in Vancouver&#8217;s Chinatown, specifically with regards to a <a href=\"http:\/\/former.vancouver.ca\/commsvcs\/planning\/rezoning\/applications\/105keefer\/index.htm\" target=\"_blank\">rezoning application for 105 Keefer Street and 544 Columbia Street<\/a>. The site would be rezoned from HA-1A (Historic Area) District to CD-1 (Comprehensive Development) District in order to build a 13-storey (120 feet\/36.6m) mixed-used building.<\/p>\n<div class=\"gmail_quote\">\n<div dir=\"ltr\">\n<div class=\"gmail_quote\">\n<div dir=\"ltr\">\n<div class=\"gmail_quote\">\n<div dir=\"ltr\">\n<div class=\"gmail_quote\">\n<div dir=\"ltr\">\n<h3>WHY ARE WE CONCERNED?<\/h3>\n<ul>\n<li>\n<p dir=\"ltr\">This is a missed opportunity for a cultural space: This site is of a unique importance culturally for Chinatown. Located across from the Sun Yat Sen Garden, beside Chinatown Memorial Square, and with multiple heritage buildings nearby, it offers an incredible opportunity to create a space that is a cultural anchor. This proposal does not reflect that cultural significance, nor does it integrate the development with its surrounding context.<\/p>\n<\/li>\n<li>\n<p dir=\"ltr\">Is it worth it? We have nothing against the building itself, nor the specific developer. Our concern is about the precedent it will set for the neighbourhood &#8211; that in the absence of implementation of a comprehensive vision for the future of the neighbourhood, pieces of Chinatown are being given up, for little or uncertain benefit to the community in return. We need to ask now: is it worth it?<\/p>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p dir=\"ltr\"><span style=\"color: #000000;\">Bye bye heritage: With the rezoning, the site will lose heritage designation, a designation created through a process intended to protect Chinatown. Will this erode heritage designation and preservation in the rest of Chinatown? <\/span><\/p>\n<\/li>\n<li>\n<p dir=\"ltr\"><span style=\"color: #000000;\">Pause, evaluate, plan: The dizzying pace of development and re-development in Chinatown\u00a0makes it hard to consider the dignity of its inhabitants. Before approving another rezoning, we should evaluate how the vision outlined in the <a href=\"http:\/\/vancouver.ca\/files\/cov\/chinatown-neighbourhood-plan.pdf\" target=\"_blank\">Chinatown Neighbourhood Plan<\/a> is being implemented, and whether the Community Amenity Contributions (CACs) generated from the last two recently approved rezoning sites on Main Street were a good deal for the community or not. \u00a0<\/span><\/p>\n<\/li>\n<\/ul>\n<h3>CALL TO ACTION<\/h3>\n<p dir=\"ltr\"><strong>1. Submit comments to the City of <span class=\"il\">Vancouver<\/span> by Friday December 12th.<\/strong><\/p>\n<p dir=\"ltr\">You can provide comments by filling out the City of <span class=\"il\">Vancouver<\/span>\u2019s<a href=\"http:\/\/former.vancouver.ca\/commsvcs\/planning\/rezoning\/applications\/105keefer\/feedback.htm\" target=\"_blank\"> online feedback form<\/a>. While comments will be accepted up to the Public Hearing date, you are encouraged to provide your comments by December 12, to allow staff to consider if any changes need to be made to the proposal and to represent your comments in the report to Council. <a href=\"https:\/\/docs.google.com\/document\/d\/1xft6VFMk6Yd0zEwQ9ru7BgmP9LTL3n1cHLAanqD7bO8\/edit?usp=sharing\" target=\"_blank\">Here\u2019s a comment template you can use<\/a>.<\/p>\n<p dir=\"ltr\"><span style=\"color: #000000;\"><strong>2. Let\u2019s get organized!<\/strong> <\/span><\/p>\n<p dir=\"ltr\"><span style=\"color: #000000;\">This re-zoning may go to a public hearing in the spring of 2015. In the lead-up to this, let\u2019s inform and organize ourselves, and be prepared to voice our concerns, and ideas for the future of the neighbourhood. Amplify the Message So We Don&#8217;t Have to Say Bye Bye Chinatown<\/b><\/span><\/p>\n<p dir=\"ltr\">To our knowledge, there is almost unanimous opposition to the rezoning, as expressed by many Chinatown associations and community leaders. Let\u2019s add our voices. All I know is that it would be heartbreaking to say &#8220;bye b<span class=\"text_exposed_show\">ye&#8221; to a neighbourhood that houses our elders, that holds collective cultural and linguistic memory for multiple communities, that has been and continues to be a site for community organizing and people-powered planning, that supports new arrivals to the city, that makes space for artists and small businesses, and whose webs of relationships will be hard to re-create once displaced.<\/span><\/p>\n<p><span class=\"text_exposed_show\">Following up on the discussions we\u2019ve had at past HREN events, including: <a href=\"http:\/\/www.huafoundation.org\/2014\/05\/16\/tong-yun-gai-chinatowns-past-present-future\/\" target=\"_blank\">Tong Yun Gai<\/a>, screenings of Julia Kwan\u2019s film <a href=\"https:\/\/www.nfb.ca\/film\/everything_will_be\" target=\"_blank\">Everything Will Be<\/a>, and the <a href=\"http:\/\/www.huafoundation.org\/2014\/11\/04\/all-candidates-chinatown\/\" target=\"_blank\">mayoral candidates debate in Chinatown<\/a>, and inspired by stories about the history of community organizing and grassroots planning that has helped shaped this neighbourhood, including <a href=\"http:\/\/thelasource.com\/en\/2014\/10\/06\/chinatown-activism-a-moment-in-time\/\" target=\"_blank\">resistance to the Quebec-Columbia Connector Freeway and the closure of BBQ meat stores<\/a>, let\u2019s keep engaged and in dialogue with each other and with the City of <span class=\"il\">Vancouver<\/span>.
