{"id":37143,"date":"2024-08-01T13:00:43","date_gmt":"2024-08-01T20:00:43","guid":{"rendered":"https:\/\/spacing.ca\/vancouver\/?p=37143"},"modified":"2024-08-01T12:21:08","modified_gmt":"2024-08-01T19:21:08","slug":"_________-oriented-development-please-fill-in","status":"publish","type":"post","link":"https:\/\/spacing.ca\/vancouver\/2024\/08\/01\/_________-oriented-development-please-fill-in\/","title":{"rendered":"_________ Oriented Development (Please fill in)"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large\" src=\"http:\/\/spacingmedia.com\/spacingvancouver\/wp-content\/uploads\/features\/indepth_feature-VAN.gif\" width=\"600\" height=\"72\"><\/p>\n<p class=\"p1\">Ok, so we Lower Mainlanders are well positioned to land world capital in the form of new addresses that will continue to pay their property taxes (whether folks live in the units or not) for decades to come.<span class=\"Apple-converted-space\">&nbsp; <\/span>An expanded tax base is the gift that keeps on giving.<span class=\"Apple-converted-space\">&nbsp; <\/span>Good for us, maybe.<\/p>\n<p class=\"p1\">The so-called best practice of <b><i>TOD <\/i><\/b>(<i>Transit Oriented Development<\/i>) continues to be referenced as justification for higher densities near transit services.<span class=\"Apple-converted-space\">&nbsp; <\/span><b><i>BTW <\/i><\/b>(<i>by the way<\/i>) <b><i>TOD<\/i><\/b> is the same as <b><i>TOA<\/i><\/b> (Transit Oriented Areas) which is more recent professional planning lingo (read justification) for dropping towers near stations and exchanges adjacent to established neighbourhoods.&nbsp;<\/p>\n<p class=\"p1\">What happens when <b><i>TOD<\/i><\/b> aspirations collide with service reductions given the recently announced transit budget shortfall ($4.7 billion by 2033)?<span class=\"Apple-converted-space\">&nbsp; <\/span>Shouldn\u2019t such budgetary drama, at a time when we justify blockbusting as \u201cbest practice rationale\u201d, also mean <b><i>NSNT<\/i><\/b> \u201c<i>No Service No Towers<\/i>\u201d?&nbsp;<\/p>\n<p class=\"p1\">Should tower heights be cut in half if transit service is reduced by 50%?&nbsp;<\/p>\n<p class=\"p1\">We are heading down a dangerous road (transit arterial) when we pre-justify and don&#8217;t deliver the services, especially when daily lives become even less affordable because transit costs will increase thereby impacting the ability to pay for <b><i>NECTBAH<\/i><\/b> \u201c<i>not even close to being affordable housing<\/i>\u201d.<span class=\"Apple-converted-space\">&nbsp; <\/span>The province, with its housing mandate that overrides municipal zoning, can&#8217;t have it both ways.<span class=\"Apple-converted-space\">&nbsp; <\/span>The same goes for the costs of infrastructure upgrades and expansion.<\/p>\n<p class=\"p1\">Remember, more density is supposed to mean stabilized\/lower taxes by expanding the base unless your neighbourhood zoning policy creates more lucrative \u201chighest and best use\u201d potential.<span class=\"Apple-converted-space\">&nbsp; <\/span>You will be forced to sell out and relocate (assuming you can find housing elsewhere) when you can no longer afford to pay property taxes that reflect the government\u2019s speculative behavior embodied in each successive planning policy overlay.<span class=\"Apple-converted-space\">&nbsp; &nbsp;<\/span><\/p>\n<p class=\"p1\">Let\u2019s (playfully) extrapolate where this is all going by inventing some new \u201cbest practice terms\u201d that help pay for the daily services we all currently cherish.<span class=\"Apple-converted-space\">&nbsp; <\/span>By overly relying on the \u201cmagic of exploiting density\u201d, local governments might start to excuse themselves from providing the necessary services that have somehow been delivered for decades (thank you Vancouver Parks Board for showing us how to do this before your operational budgets were taken over by previous councils).<\/p>\n<p class=\"p1\">Here are some future, intentionally exploitive, \u201c<i>Best Practices<\/i>\u201d:<\/p>\n<ul>\n<li class=\"p1\"><b><i>POD:<\/i><\/b> \u201c<i>Pool Oriented Development<\/i>\u201d which is the practice of introducing towers within 200 meters of an existing swimming pool (including wading pools).<span class=\"Apple-converted-space\">&nbsp; <\/span>Additional tower height will be considered to pay for lifeguards. This new best practice means that areas near Kits Pool, the West End Aquatic Centre, a new pool for Britannia, and the various \u201cdry\u201d wading pools throughout the city would be up-zoned.<\/li>\n<li class=\"p1\"><b><i>BOD:<\/i><\/b> \u201c<i>Beer Oriented Development<\/i>\u201d which is the practice of up-zoning neighbourhood pub locations, and then allowing pub sites to transfer their paper density into a <b><i>BDB <\/i><\/b>(<i>Beverage Density Bank<\/i>) thereby allowing the pub to remain in operation while the province and city exploit the drinking process towards expansion of the tax base.<\/li>\n<li class=\"p1\"><b><i>COD:<\/i><\/b> \u201c<i>Coffee Oriented Development<\/i>\u201d.<span class=\"Apple-converted-space\">&nbsp; <\/span>As with beer, exploiting coffee drinkers through up-zoning.<\/li>\n<li class=\"p1\"><b><i>VOD:<\/i><\/b> \u201c<i>Viewcone Oriented Development<\/i>\u201d.<span class=\"Apple-converted-space\">&nbsp; <\/span>As with pubs and coffee houses, if I am a landowner of a recently unlocked tower site within former view cones, I would be allowed to bank any density that potentially encroached, and then sell this density to other development sites for bigger and taller buildings, all in the name of view retention.<span class=\"Apple-converted-space\">&nbsp; <\/span><b>AKA<\/b> (<i>also known as<\/i>) <b><i>SGD<\/i><\/b> \u201c<i>Shell Game Density<\/i>\u201d.<\/li>\n<li class=\"p1\"><b><i>SOD:<\/i><\/b> \u201c<i>Soccer Oriented Development<\/i>\u201d.<span class=\"Apple-converted-space\">&nbsp; <\/span>This means site-specific up-zoning to generate <b><i>SACs<\/i><\/b> (<i>Soccer Amenity Contributions)<\/i> to help pay for the FIFA World Cup, including new sod.<\/li>\n<li class=\"p1\"><b><i>FOD:<\/i><\/b> \u201c<i>False Creek Oriented Development<\/i>\u201d.<span class=\"Apple-converted-space\">&nbsp; <\/span>This means up-zoning city-owned lands to generate funds to pay for unrelated costs of operating the city with the intended consequence of forcing established, multi-generational neighbourhoods to relocate or downsize.<span class=\"Apple-converted-space\">&nbsp; <\/span>Another intended consequence of eliminating such a successful laboratory for urban living would be to remove an internationally respected precedent for all neighbourhoods in favour of expanding the tax base by replacing it with towers (Assessment question: Will new towers reduce property taxes for those who lose their views?<span class=\"Apple-converted-space\">&nbsp; <\/span>Answer:<span class=\"Apple-converted-space\">&nbsp; <\/span>Hell no.)<\/li>\n<li class=\"p1\"><b><i>HOD:<\/i><\/b> \u201c<i>Housing Oriented Development<\/i>\u201d.<span class=\"Apple-converted-space\">&nbsp; <\/span>This means thoughtful, contextually sensitive, up-zoning without land assembly towards reducing project costs, and eliminating speculation, thereby delivering family-oriented units that sell or rent for less than the current definition of \u201caffordable\u201d.<span class=\"Apple-converted-space\">&nbsp; <\/span>Unfortunately, this best practice has been put on <b><i>HOLD <\/i><\/b><i>(Housing Oriented Lost Development)<\/i>.<\/li>\n<\/ul>\n<p class=\"p1\">And finally,<\/p>\n<ul>\n<li class=\"p1\"><b><i>NOD:<\/i><\/b> \u201c<i>Nothing Oriented Development<\/i>\u201d.<span class=\"Apple-converted-space\">&nbsp; <\/span>This means density for density&#8217;s sake with no particular reason for allowing it other than the addiction to <b><i>CACs<\/i><\/b> (<i>Community Amenity Contributions<\/i>).<span class=\"Apple-converted-space\">&nbsp; <\/span><b><i>NOD<\/i><\/b> assumes the electorate has \u201cnodded off\u201d and will not wake up for future elections.<span class=\"Apple-converted-space\">&nbsp; <\/span>We\u2019ll see.<\/li>\n<\/ul>\n<p class=\"p1\">You can imagine the \u201cbest practices dilemma\u201d when such service-oriented interests, disguised as best practice, compete for market share.<span class=\"Apple-converted-space\">&nbsp; <\/span>This is already happening with Translink\u2019s proposed tower at Broadway and Arbutus which begs the profoundly important question for our times: what is more important, transit or beer? <span class=\"Apple-converted-space\">&nbsp; &nbsp; &nbsp;<\/span><\/p>\n<p class=\"p1\">I wonder what my city will look like in a few decades when all I want is a decently affordable cup of coffee, or beer if not too early in the day, after an outdoor swim while enjoying views of our majestic setting, and a place to call home that does not require a car.<span class=\"Apple-converted-space\">&nbsp; <\/span><\/p>\n<p class=\"p1\">Will the hyper-speculative path we are on mean that governments will overly rely on density to pay for traditional service delivery?<\/p>\n<p class=\"p1\">Will this make housing costs even worse for our young people appreciating that the best practices noted above rely heavily on land speculation and banking which contributes absolutely nothing to a sharing society?&nbsp;<\/p>\n<p class=\"p1\">Be afraid of density exploitation disguised as best practice, especially when such justification does not deliver the housing, daily services, and necessary infrastructure that makes cities thrive.<\/p>\n<p>***<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ok, so we Lower Mainlanders are well positioned to land world capital in the form of new addresses that will continue to pay their property taxes (whether folks live in the units or not) for decades to come.&nbsp; An expanded tax base is the gift that keeps on giving.&nbsp; Good for us, maybe.
