However, this guideline becomes increasingly unclear the more one examines it. Different organizations use varying benchmarks. For example, the Province&#8217;s <\/span><span class=\"s1\"><a href=\"https:\/\/www2.gov.bc.ca\/gov\/content\/housing-tenancy\/affordable-and-social-housing\/afffordable-housing\/defining-affordable-housing\"><em>Defining Affordability<\/em><\/a> page, for example, has visitors leaving with more questions than answers, stating:<\/span><\/p>\n<p>&#8220;Many organizations, programs, and even mortgage lenders consider housing affordable if it costs no more than 30% of household income before taxes.&#8221; This is followed by &#8220;This measure is a useful tool that can be used when choosing a place to live, but housing affordability is often based on a combination of factors, and every situation is different.&#8221;<\/p>\n<p>What does that mean? What &#8220;households&#8221; are the target? What are the &#8220;factors&#8221; referred? How are &#8220;situations&#8221; different?&nbsp;<\/p>\n<p class=\"p1\"><span class=\"s1\">Let&#8217;s look elsewhere. <em>BC Housing<\/em>&nbsp;uses the <a href=\"https:\/\/www.bchousing.org\/sites\/default\/files\/media\/documents\/2023-Housing-Income-Limits-HILS-Effective-January-1-2023.pdf\">Housing Income Limits (HILs)<\/a> for their calculations, <\/span><span class=\"s1\">which sounds promising at first. But these figures are often misaligned with current data. For example, according to the document <\/span><span class=\"s1\">the <em>average<\/em> Canadian who earning just over <a href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1110023901\">$57,000 per year<\/a>, would<\/span><span style=\"background-color: rgb(255 255 255\/var(--tw-bg-opacity)); color: var(--tw-prose-body); font-size: 1rem;\">&nbsp;struggle to afford a one-bedroom apartment<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Complicating matters<\/span><span class=\"s1\">, <em>HILS<\/em> are based on figures established by yet another organization, the Canadian and Mortgage Housing Corporation (CMHC) whose <a href=\"https:\/\/www.cmhc-schl.gc.ca\/professionals\/industry-innovation-and-leadership\/industry-expertise\/affordable-housing\/about-affordable-housing\/affordable-housing-in-canada\">site<\/a> is equally vague. Presumably, <\/span><span style=\"background-color: rgb(255 255 255\/var(--tw-bg-opacity)); color: var(--tw-prose-body); font-size: 1rem;\">these numbers are tied to the <\/span><span class=\"s1\"><a href=\"https:\/\/www.cmhc-schl.gc.ca\/professionals\/housing-markets-data-and-research\/housing-data\/data-tables\/rental-market\/rental-market-report-data-tables\">Rental Market Survey<\/a>, though the exact calculation method remains unclear. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The reality is that there is no universally agreed-upon definition of &#8220;affordable housing,&#8221; and few understand how the baseline figures are derived. The housing field is flooded with a lack of transparency, with many organizations creating their own baselines legitimized through consultant reports.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Moreover, this lack of clarity makes it difficult for the average person to understand. Most simply want to know: How much will rent be in an &#8220;affordable housing&#8221; project?<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">This <\/span><span class=\"s1\">vagueness opens the door to manipulation<\/span><span class=\"s1\">\u2014something that became very evident recently as a <a href=\"https:\/\/cityhallwatch.wordpress.com\/2024\/08\/08\/unaffordable-kitsilano-rental-project-draws-intense-media-scrutiny\/\">taxpayer-subsidized \u2018affordable\u2019 rental project in Vancouver\u2019s Kitsilano targeted a household income range between $130,000 and $190,000 a year<\/a>. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In contrast, Barcelona avoids such ambiguity by distinguishing between two housing categories\u2014affordable and social housing\u2014each with clear definitions and purposes.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Affordable Housing<\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">In Barcelona, &#8220;affordable housing&#8221; refers to residences that are accessible to middle- and lower-income households at prices\u2014rent or sale\u2014that are 60%-80% below the market average rental rate. This type of housing is regulated by law as \u201c<i>Officially Protected Housing<\/i>\u201d\u2014<i>Vivienda de Protecci\u00f3n Oficial<\/i>\u2014and can be developed both by public and private entities. <\/span><span class=\"s1\">Eduard explained that under current market conditions, rents for such housing must range between \u20ac600 and \u20ac800 per month, compared to the market average of \u20ac1,200 per month for new rentals.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The cost of these units is determined based on income thresholds and maximum rent or sale price limits for their target population. <\/span><span class=\"s1\">The primary goal is to offer housing options that are affordable for those who cannot pay market rates but do not qualify for social housing.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Barcelona\u2019s policy allows affordable housing to be developed through several mechanisms, such as inclusionary zoning (like the &#8220;30% Measure,&#8221; which will be described in another article), subsidies, and incentives for private developers to include affordable units in their projects.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><b>Social Housing<\/b><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Social housing, on the other hand, is designed for the most vulnerable and low-income individuals and families. It is typically owned and managed by public agencies or non-profit organizations.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Eligibility for social housing is strictly based on income, family composition, and other socio-economic factors. <\/span><span style=\"background-color: rgb(255 255 255\/var(--tw-bg-opacity)); color: var(--tw-prose-body); font-size: 1rem;\">Applicants must meet these criteria to qualify. Rent is calculated as a percentage of household income, ensuring long-term, stable housing solutions for those who cannot afford even the lowest-tier affordable housing.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Social housing often includes additional support services to help residents maintain their tenancy and improve their quality of life. It is funded through public resources, including municipal budgets, national subsidies, and occasionally, European Union support.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Rents in social housing typically range from \u20ac200 to \u20ac500<\/span><span class=\"s1\"> (or less) per month. Households also receive a voucher funded by National, Regional, or Local governments\u2014depending on the case\u2014to cover the remaining costs.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">So, while both affordable and social housing address below-market housing needs, affordable housing serves a broader spectrum of low- to middle-income households, while social housing focuses on the most vulnerable populations and includes support mechanisms.<\/span><\/p>\n<p>In both cases, there is no negotiation. <span class=\"s1\">Projects must meet the defined criteria for rent levels to qualify as &#8220;affordable&#8221; or &#8220;social&#8221; housing.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Barcelona\u2019s success is rooted in the clarity of its definitions. There is no ambiguity. Developers understand the requirements and collaborate with public institutions to meet the criteria. The public also knows what each category means, who qualifies, and what to expect regarding rent. This clarity stands in contrast to the confusion surrounding the housing &#8220;affordability&#8221; policy in British Columbia.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Now, I am sure&nbsp;<span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">readers are still scratching their heads from&nbsp;<a href=\"https:\/\/spacing.ca\/vancouver\/2024\/09\/27\/the-barcelona-chronicles-the-barcelona-housing-policy-2015-2023-overview\/\" target=\"_blank\" rel=\"noopener\">Part 3<\/a>, wondering how Barcelona can provide affordable <\/span>social housing while holding the market suspiciously at arm&#8217;s length.
