{"id":37459,"date":"2024-10-14T10:00:22","date_gmt":"2024-10-14T17:00:22","guid":{"rendered":"https:\/\/spacing.ca\/vancouver\/?p=37459"},"modified":"2025-08-14T10:39:14","modified_gmt":"2025-08-14T17:39:14","slug":"the-barcelona-chronicles-the-superilla-pilot","status":"publish","type":"post","link":"https:\/\/spacing.ca\/vancouver\/2024\/10\/14\/the-barcelona-chronicles-the-superilla-pilot\/","title":{"rendered":"The Barcelona Chronicles: The Superilla Pilot"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large\" src=\"http:\/\/spacingmedia.com\/spacingvancouver\/wp-content\/uploads\/features\/indepth_feature-VAN.gif\" width=\"600\" height=\"72\"><\/p>\n<p class=\"p1\"><a href=\"https:\/\/www.linkedin.com\/in\/jordi-honey-ros%C3%A9s-2724424\/\">Jordi Honey-Roses<\/a>, <a href=\"https:\/\/www.linkedin.com\/in\/silvia-casorran-martos-8586384\/\">Silvia Casorran Martos<\/a>, and <a href=\"https:\/\/www.linkedin.com\/in\/xavimatilla\/\">Xavier Matilla<\/a>, warmly greeted the British Columbian planners as we approached the intersection of Carrer de Roc Boronet and Carrer de Sancho Avila\u2014ground zero of the first <a href=\"https:\/\/www.barcelona.cat\/pla-superilla-barcelona\/en\"><span class=\"s1\"><em>Superilla<\/em><\/span><\/a> experiment.<\/p>\n<p class=\"p3\"><span class=\"s1\">As mentioned in <span style=\"color: #339966;\">Part 9,<\/span> the pioneering urban planning project focused on making the city more livable, sustainable, and community-centered\u2014<\/span><span class=\"s1\">addressing modern environmental and social challenges.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">While earlier mobility plans laid the groundwork, the concept was included in the<\/span><span class=\"s1\">&nbsp;<a href=\"https:\/\/www.barcelona.cat\/mobilitat\/en\/about-us\/urban-mobility-plan\"><em>2013-2018 <\/em><em>U<\/em><\/a><a href=\"https:\/\/www.barcelona.cat\/mobilitat\/en\/about-us\/urban-mobility-plan\"><em>rban Mobility Plan (PMU)<\/em><\/a>. <\/span><span class=\"s1\">However, it was under the Colau administration that the first pilot project was launched in El Poblenou. <\/span><span class=\"s1\">The city sought to reduce car dependency and prioritize sustainable transport like walking, cycling, and public transit, while expanding limited public and green spaces in the densely populated city.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The core concept reorganizes parts of the city into &#8220;superblocks,&#8221; clusters of nine city blocks that restrict car traffic to accommodate pedestrians, cyclists, and green spaces. Interior streets are closed to through traffic but remain accessible to residents, emergency services, and deliveries. The aim: to reduce noise, pollution, and accidents while creating more public spaces for walking, playing, and socializing.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">The first experimental <em>Superilla<\/em> was in <a href=\"https:\/\/en.wikipedia.org\/wiki\/El_Poblenou\">El Poblenou<\/a>\u2014where we now stood\u2014<\/span><span class=\"s1\">a neighborhood undergoing transformation as the <\/span><span class=\"s1\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/22@\"><i>22@ Innovation District<\/i><\/a> with a mix of residential and industrial spaces. The intersection where we sat <\/span><span class=\"s1\">offered the ideal setting for our hosts to explain <\/span><span class=\"s1\">the key elements of the pilot: streets closed to through traffic and converted into green areas, pedestrian paths, and public seating.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">This transformation followed a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Tactical_urbanism\">tactical urbanism<\/a> approach\u2014low-cost, small-scale interventions that tested new ideas and encouraged community involvement. This allowed the city to experiment with innovative solutions before making long-term investments, allowing flexibility and adaptability.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">Key elements of this transformation included:<\/span><\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><span class=\"s1\"><strong>Restricted traffic<\/strong> access for residents and essential vehicles only.<\/span><b><\/b><\/li>\n<li class=\"li4\"><b><\/b><span class=\"s1\"><b>Expanded sidewalks<\/b> and pedestrian zones.<\/span><\/li>\n<li class=\"li4\"><b><\/b><span class=\"s1\"><b>New green spaces<\/b> <\/span><span class=\"s1\">for gathering and socializing<\/span><\/li>\n<li class=\"li4\"><b><\/b><span class=\"s1\"><b>Dedicated cycling paths<\/b>, <\/span><span class=\"s1\">for safer, non-motorized transport <\/span>safer.<\/li>\n<\/ul>\n<p class=\"p3\"><span class=\"s1\">In keeping with an evidence-based approach, the City and <a href=\"https:\/\/www.linkedin.com\/in\/jordi-honey-ros%C3%A9s-2724424\/\">Honey-Roses<\/a> gathered and analyzed data immediately after its implementation to <\/span><span class=\"s1\">assess effectiveness.<\/span><span class=\"s1\"> It wasn&#8217;t perfect<\/span><span class=\"s1\">\u2014conflicts between pedestrians and vehicles arose, <\/span><span class=\"s1\">However, perfection wasn\u2019t the goal\u2014learning was.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Despite initial imperfections, the Poblenou experiment quickly showed clear benefits: reduced air and noise pollution, fewer accidents, and increased public space usage by the local community. These were in line with Barcelona&#8217;s goals.<\/span><\/p>\n<p class=\"p3\"><span class=\"s1\">It needed to evolve.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Remarkably, the next iteration didn\u2019t take place in the same area. Though the transformations in Poblenou were &#8220;unrefined,&#8221; the community\u2019s attachment to them was so strong that they largely remain to this day.
