so very 70s, rather like the first images of False Creek South, upscaled\u00a0&#8211;\u00a0\u00a0had been\u00a0rendered by a Burnaby planner named Gerhard Sixta\u00a0for a report he had written\u00a0to the Burnaby Planning Department.\u00a0\u00a0&#8220;Not a typical planning document,&#8221; says David Pereira, an SFU Urban Studies grad.\u00a0&#8220;The 142 page tome, <a href=\"https:\/\/spacing.ca\/vancouver\/2012\/01\/16\/price-points-visions-of-metrotown\/urban-structure-2\/\" rel=\"attachment wp-att-5437\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-5437\" title=\"Urban Structure\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/6\/Urban-Structure1.png\" alt=\"\" width=\"183\" height=\"276\" \/><\/a><em>Urban Structure: A study of long range policies which affect the physical structure of an urban area<\/em>, instead reads more like an instructional text book<em>.&#8221;<\/em><\/p>\n<p><!--more-->That was actually an ambitious and atypical thing for a municipal planning department\u00a0to do back\u00a0in 1971 &#8211;\u00a0but Burnaby was fully engaged in making the regional vision of town centres a local reality, and to do it first.\u00a0 In the background, regional planners\u00a0&#8211; Harry Lash, in particular &#8211; were fostering of a sense of regional perspective,\u00a0among both politicians and public,\u00a0through the mechanism of strategic planning.<\/p>\n<p>David Pereira has captured a lot of this story.\u00a0 And he has established<a href=\"http:\/\/davidpereira.ca\/\" target=\"_blank\"> a website <\/a>that distills much of his academic thesis &#8211; and so it&#8217;s not light reading.\u00a0 But it is fascinating look back at the last half century of planning in this region,\u00a0and how events of recent memory fit in.<\/p>\n<p>For those intrigued by how town centres came to be in Burnaby, this website is a gold mine, both of the planning and the\u00a0politics involved.<\/p>\n<p>David begins with an overview in his prologue, <a href=\"http:\/\/davidpereira.ca\/projects\/burnabys-town-centres\/prologue\/\" target=\"_blank\">starting here<\/a>.\u00a0 And then proceeds to a three-part description of the town-centre model &#8211; <a href=\"http:\/\/davidpereira.ca\/projects\/burnabys-town-centres\/the-town-centre-model\/\" target=\"_blank\">starting here.\u00a0<\/a><\/p>\n<p>By<a href=\"http:\/\/davidpereira.ca\/projects\/burnabys-town-centres\/the-town-centre-model\/the-town-centre-model-cont-2\/\" target=\"_blank\"> Part 3 <\/a>he gets to\u00a0the process that led to Metrotown, with a full description of Gerhard Sixta&#8217;s report, <em>Urban Structure<\/em>.<\/p>\n<p>Sixta,\u00a0by the way,\u00a0got a lot of things right:<\/p>\n<blockquote><p>Throughout the text, Sixta discussed the vitality of areas and their ability to attract pedestrian activity during all times of the day&#8230; He imagined that some sort of high frequency rapid transit line would run through the core of these Metro Towns. He advocated for a high quality urban environment with strong variety and high amenity. He suggested that automobiles should be moved underground to accommodate the free-flow of pedestrians.<\/p><\/blockquote>\n<p>But he got one big thing wrong:<\/p>\n<blockquote><p>The most controversial locations were the southwest slope of <a title=\"Burnaby Mountain (City of Burnaby)\" href=\"http:\/\/www.burnaby.ca\/Things-To-Do\/Explore-Outdoors\/Parks\/Burnaby-Mountain-Conservation-Area.html\" target=\"_blank\">Burnaby Mountain<\/a>, and the environs around Deer Lake. The artist\u2019s rendition below shows the Deer Lake proposal.<\/p>\n<p style=\"text-align: right;\">.<\/p>\n<\/blockquote>\n<p><a href=\"https:\/\/spacing.ca\/vancouver\/2012\/01\/16\/price-points-visions-of-metrotown\/vision-of-metrotown-deer-lake\/\" rel=\"attachment wp-att-5414\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5414\" title=\"Vision of Metrotown - Deer Lake\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/6\/Vision-of-Metrotown-Deer-Lake.jpg\" alt=\"\" width=\"638\" height=\"311\" srcset=\"https:\/\/spacing.ca\/vancouver\/wp-content\/uploads\/sites\/6\/Vision-of-Metrotown-Deer-Lake.jpg 638w, https:\/\/spacing.ca\/vancouver\/wp-content\/uploads\/sites\/6\/Vision-of-Metrotown-Deer-Lake-600x292.jpg 600w\" sizes=\"auto, (max-width: 638px) 100vw, 638px\" \/><\/a><\/p>\n<p style=\"text-align: right;\">\u00a0.<\/p>\n<p style=\"text-align: left;\">Citizens\u00a0went ballistic at the proposal to\u00a0urbanize the green heart of Burnaby.\u00a0\u00a0 And it didn&#8217;t make sense when considering\u00a0soils and infrastructure.<\/p>\n<p>But the planners moved swiftly, as David explains, to keep the idea of a densely designed and transportation-linked centre.<\/p>\n<blockquote><p>&#8230; planners recognized that while residents were weary of an increase in population, they were even wearier of <a title=\"Spot Zoning (Wikipedia entry)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Spot_zoning\" target=\"_blank\">spot-zoning<\/a>, a practice that could potentially result in unwanted change within neighborhoods, such as apartments or commercial districts that could bring traffic into otherwise tranquil streets. Planners interpreted this as a victory for the Town Centre concept, citing that densities could instead be concentrated into defined areas of the municipality.<\/p><\/blockquote>\n<p>So they shifted their attention to\u00a0&#8216;the Simpson Sears site &#8216;- which became the kernel of Metrotown.<\/p>\n<blockquote><p>\u00a0In July of 1974, Council passed two recommendations: to explore the creation of a conservation area on Burnaby Mountain, and to begin pursuing a development plan for the Simpson-Sears Town Centre, which had then been renamed the Kingsway-Sussex Town Centre.<\/p><\/blockquote>\n<p>In 1966, the Simpson-Sears Town Centre, Lougheed Town Centre and Brentwood Town Centre were all designated together. But, in 1974, Lougheed and Brentwood were dismissed as candidates:<\/p>\n<blockquote><p>&#8230; (they had) tended to develop into auto-oriented regional shopping centres which presently have limited capabilities to develop into a Metrotown with the aforementioned characteristics<\/p><\/blockquote>\n<p>Nonetheless, the municipality held on to Brentwood and Lougheed for consideration, waiting for the opportunity to redevelop them to more reflect the\u00a0concepts floated in <em>Urban Structure<\/em>.<\/p>\n<p>More on that to come.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yes, this is\u00a0a vision of Burnaby&#8217;s Metrotown &#8211;
