{"id":8864,"date":"2012-04-30T08:58:45","date_gmt":"2012-04-30T15:58:45","guid":{"rendered":"http:\/\/spacingvancouver.ca\/?p=8864"},"modified":"2013-01-21T07:19:21","modified_gmt":"2013-01-21T15:19:21","slug":"price-points-the-final-opening-of-emery-barnes-park","status":"publish","type":"post","link":"https:\/\/spacing.ca\/vancouver\/2012\/04\/30\/price-points-the-final-opening-of-emery-barnes-park\/","title":{"rendered":"Price Points: The Final Opening of Emery Barnes Park"},"content":{"rendered":"<p>Price Points <a href=\"https:\/\/spacing.ca\/vancouver\/2011\/07\/25\/price-points\/\" target=\"_blank\">began last July <\/a>with this image:<\/p>\n<p style=\"text-align: right;\">.<\/p>\n<p><a href=\"https:\/\/spacing.ca\/vancouver\/2012\/04\/30\/price-points-the-final-opening-of-emery-barnes-park\/emery-barnes-park-3\/\" rel=\"attachment wp-att-8865\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8865\" title=\"Emery Barnes Park\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/6\/Emery-Barnes-Park2.jpg\" alt=\"\" width=\"640\" height=\"424\" srcset=\"https:\/\/spacing.ca\/vancouver\/wp-content\/uploads\/sites\/6\/Emery-Barnes-Park2.jpg 640w, https:\/\/spacing.ca\/vancouver\/wp-content\/uploads\/sites\/6\/Emery-Barnes-Park2-600x397.jpg 600w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/a><\/p>\n<p style=\"text-align: right;\">.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone\" src=\"http:\/\/spacingmedia.com\/spacingvancouver\/wp-content\/uploads\/features\/pricepoints-feature-VAN.gif \" alt=\"\" width=\"600\" height=\"72\" \/><\/p>\n<p>It&#8217;s<strong> Emery Barnes Park<\/strong>, in the heart of Downtown South (<a href=\"http:\/\/maps.google.ca\/maps?q=Emery+Barnes+Park,+Davie+Street,+Vancouver,+BC&amp;hl=en&amp;ll=49.276422,-123.124225&amp;spn=0.002887,0.004866&amp;sll=49.891235,-97.15369&amp;sspn=47.029814,79.716797&amp;oq=emery+banes+park+vancouver&amp;t=h&amp;hq=Emery+Barnes+Park,&amp;hnear=Davie+St,+Vancouver,+British+Columbia&amp;z=18\" target=\"_blank\">map here<\/a>).\u00a0 And it&#8217;s time to return.<\/p>\n<p>This weekend the park had an official opening.\u00a0 It wasn&#8217;t the first, since the park has developed in stages since the turn of the century,\u00a0at the time Downtown South &#8211; roughly the district east of Burrard between Robson and Pacific &#8211; was being considered for the transformation immediately evident today:\u00a0now a 21st century West End.<\/p>\n<p>The City had a long-established policy that wherever new residential development was being considered, it would be accompanied by new green space.\u00a0 The challenge in Downtown South was the absence of open land: to build a park required\u00a0acquisition and demolition. \u00a0Land\u00a0had to be purchased, at market rates, in one contiguous piece.\u00a0\u00a0The cost would be in the millions: the park construction itself: $3 million; the acquisition of the land: probably ten times that.<\/p>\n<p>It was here that the concept of Development Cost Charges was first used and embedded in the rezoning.\u00a0 For every square foot of development that occurred, there would be an imposition of about $6, consolidated by the city and to be used only for parks, child care and replacement low-income\u00a0housing.<\/p>\n<p>Some say cost charges are one of the reasons housing is so expensive in Vancouver, though that&#8217;s disputed.\u00a0 There&#8217;s no doubt the resulting use of those dollars adds value to the neighbourhood &#8211; a win-win.\u00a0 People get a park, and developers get an amenty which adds value to the product they&#8217;re selling: the surrounding condominiums.<\/p>\n<p><!--more--><\/p>\n<p>Emery Barnes Park,\u00a0already\u00a0one of the most vital and vibrant\u00a0new spaces\u00a0of Vancouver,\u00a0\u00a0bears the name of the first Black MLA and Speaker of the B.C. a decade.\u00a0 Not too bad in the life of the city, given that expropriation powers, though available, were never used.\u00a0\u00a0There were a few\u00a0sites that took some time to acquire, notably the parcel at the corner of Seymour and Davie (<em>right<\/em>).\u00a0<a href=\"https:\/\/spacing.ca\/vancouver\/2012\/04\/30\/price-points-the-final-opening-of-emery-barnes-park\/ne-corner-davie-and-seymour-2\/\" rel=\"attachment wp-att-8869\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-thumbnail wp-image-8869\" title=\"NE corner Davie and Seymour (2)\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/6\/NE-corner-Davie-and-Seymour-2-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/><\/a> But even before the neighbourhood had been officially rezoned, the City had been strategically\u00a0purchasing properties that prevented a single owner from consolidating too much of the site.<\/p>\n<p style=\"text-align: left;\">The story line these days is that it took community pressure to get anything to happen.\u00a0 Not quite.\u00a0 This was\u00a0a combination\u00a0of long-term planning (the designation of\u00a0this\u00a0part of downtown for massive growth)\u00a0and\u00a0an elegant bureaucratic mechanism (those Development Cost Charges) that made Emery Barnes Park possible.\u00a0\u00a0It didn&#8217;t take any pressure from the community since it was anticipated before anyone arrived.\u00a0 It&#8217;s\u00a0a legacy, though few acknowledge it at this point, of Gordon Campbell, who as mayor understood how to lever the money made in real-estate development for public goods.\u00a0\u00a0Which is what we call a park.<\/p>\n<p style=\"text-align: right;\">.<\/p>\n<p style=\"text-align: left;\"><a href=\"https:\/\/spacing.ca\/vancouver\/2012\/04\/30\/price-points-the-final-opening-of-emery-barnes-park\/dsc_0034\/\" rel=\"attachment wp-att-8891\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-8891\" title=\"DSC_0034\" src=\"http:\/\/spacing.ca\/network\/wp-content\/uploads\/sites\/6\/DSC_0034.jpg\" alt=\"\" width=\"640\" height=\"430\" srcset=\"https:\/\/spacing.ca\/vancouver\/wp-content\/uploads\/sites\/6\/DSC_0034.jpg 640w, https:\/\/spacing.ca\/vancouver\/wp-content\/uploads\/sites\/6\/DSC_0034-600x403.jpg 600w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/a><\/p>\n<p style=\"text-align: left;\">UPDATE: <em>I asked Randy Pecarski, a senior planner\u00a0at City Hall, to check my facts on the above story, particularly with respect to development cost charges. He responded with a very helpful distinction:<\/em><\/p>\n<p>I think the main thrust of your facts stand. You are right that Downtown South was the first place\u00a0where we applied the then &#8216;new&#8217; Development Cost Levy (DCL) authority to a redevelopment area; based on an assessment of public benefit demands. Two comments on the &#8216;details&#8217;:<\/p>\n<p>DCCs, which most development folks recognize,\u00a0are similar but not the same as Vancouver&#8217;s DCLs &#8212; the key difference is what we can fund from these development charges. DCCs which apply to almost all municipalities in BC can only be spent on engineering works (roads, water, sewer) and parks. Our DCLs recognize that in addition to these &#8216;hard&#8217; infrastructure costs, a redeveloping, urban area would have additional &#8216;soft&#8217; infrastructure demands so the province added &#8216;replacement&#8217; (affordable &#8211; <strong>not &#8216;low income&#8217;<\/strong>) housing, and childcare facilities. Your blog text acknowledges what we provide &#8211; but most readers from the development industry would wonder why DCCs are going to housing and\/or childcare<\/p>\n<p>ii)\u00a0The key to using DCLs to get development-related benefits was to\u00a0rezone the entire planning area\u00a0so that these development charges could be applied to every new development, payable at building permit issuance. Until Vancouver got the DCL authority, the only means to secure development benefits was through the site-specific rezoning process. This was a huge &#8216;efficiency&#8217; benefit, as sites did not have to rezone one by one. The outcome\u00a0should have been to reduce the costs of development (i.e. no rezoning fees and time delay).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Price Points began last July with this image: . .
