A friend of mine has informed me that a phone call is all that is needed to get a bike rack installed wherever you see a need for one. Although the city mainly only installs bike racks near commercial property, they will put them in residential areas if there seems to be a need. I have yet to try this out as I have no justifible need for one anywhere but if you of somewhere in the city that is lacking in bike parking (such as near your work or on a street where there tends to be more bikes than fences and signposts) call the city at (514) 872-1111, mention the borough where you want the rack, and make your request. You must have your request in before April 30th so you still have lots of time to get your own rack!
