With the vulnerability and number of tenants, the city might want to consider that the risks of injury or death from returning to their home might be less them leaving them homeless for weeks.
Seriously, Rob? Ban marathons from the streets? What planet are you on? Try looking to how other cities manage everything from marathons to streetcars before coming up with your own rage-based solutions.
