  1. A customer focused business would price passes in line with discount fares to reward frequent use and loyal customers.

    A public service would have passes in line with discount fares because they see the benefit and value of people using transit and rewarding such commuting behaviour.

    The TTC prices passes above and beyond the price of discount fares because they are afraid of people getting “free rides,” thus forcing regular users to use inconvenient tokens and limiting transfers.
