Another option with the Gardener, close it to traffic, from January 1st to June 30th, most likely traffic chaos will exist for the first week or so, then traffic will adjust, and by the end of June, nobody will care if they reopen it, or knock it down. At that point, the city can knock down the worst parts of it, leave the rest until they have the funds to knock down more.
The Gardener was for a different time, when there were thoughts of major expressways criss-crossing the city. Nobody realized the problem wasn’t the highways, it was the massive amount of parking that would be needed downtown where land is the most expensive in the country.
