In Ireland, most new highways are tolled and the toll systems are interoperable so one transponder will do for all cars. This should be required for any expansion of tolling in Ontario.
One option might be for the province to simply nationalise the collection system – replace licence tags with transponders as dual identifiers of both tags being paid up and toll access cards. 407ETR would simply receive a bulk payment from the province less the costs of administration. The province would then be directly responsible for the efficacy of the toll system rather than referring all problems to ETR as at present. It would also link the costs of maintaining standard routes (tags) and of maintaining express routes (tolls).
Out of province vehicles would no longer be allowed unchecked entry to the toll system. The Irish M8 toll route which I used a few months back had an automatic gate which raised if you had a transponder but forced you to drive towards the booths if you did not. This is more expensive than ANPR as the onramps become more complex but ANPR doesn’t seem to be getting the job done.
