1. Do you mean some concerts aren’t free? Or they’re held in the flowerbeds? Or could the bandstand, just possibly, serve another purpose?

2. I don’t usually comment on another’s grammar or syntax, however this description (caption under photo) gave me pause to wonder about the meaning.
   “and sometimes not.” appears to be redundant and unnecessary.

3. George, if you keep that logic going, there’s really no need for mentioning concerts either, since what else is a bandstand for anyways? And aren’t captions under pictures themselves not also redundant? All that ‘a picture is worth a thousand words’ mumbojumbo?

4. George, I apologize if my grammar, syntax, or any other unheeded aspect of sentence structure offended. My hope was that you, the reader, would ‘wonder about the meaning’ and my unusual phrasing was intentional.
   This photograph deals with how the bandstand is occupied when not performing its stated purpose; I was trying to draw attention to the children using the structure as their play-space. I would argue ‘…and sometimes not’ is, in fact, the most important part of the dubious sentence.
   Sometimes appearances can be deceiving. Please take another look.
