Update: Thanks for these insightful / hilarious comments. Ignacio Campillo nailed it right off the bat: the guy pictured above is an operator at Montreal’s waste water treatment facility in Pointe-aux-Trembles (the poster above his head is a map of the facility.)

I think he’s monitoring and adjusting the storm sewer system.
That poster on the wall looks like a diagram of the wastewater plant out in Pointe-aux-Trembles (sure enough, the title on the poster is “Système d’épuration des eaux usées). Plus, that’s a weather radar display on that one monitor to the right of his head. The green circles on the screen are centered in Ste-Anne and must correspond to the weather radar out there.
